REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the regular meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Toby Johnson, Bruce Hill, Mary Jo Sigel and Derrick Maupin were present. Also present were Police Chief Terry Strike and Officer Brian Oostenryk. Village Clerk, Kathy Leathers, recorded the written and digital minutes.

Mayor Hill led those present in the Pledge of Allegiance.

The minutes of the August 5, 2014 Regular Meeting were approved as presented.

Local business owner, Bonnie Anderson, told council members she is considering having a fall fest in the vacant lot next to her business along with a bean bag tournament. She said what she wants to do is have a cookout for the entire town. She said the cost to eat would be a dish to pass and a non-perishable food item for the Food Pantry. She said she would also like to have a 50/50 raffle with everything going to the Food Pantry. She told the council she was thinking either October 11th or October 18th. Anderson said she will be having a band on the 18th and thought about tying it all together but may decide not to have it the same day. Mayor Hill said the Tampico Historic Preservation Advisory Committee has been discussing having an “Art in the Park” featuring a wine tasting, on September 19th. Anderson stated she will probably decide on holding it on October 11th. Mayor Hill said Anderson has fenced off the vacant lot before for other events and doesn’t see a problem. Anderson said she would get all the details together and she would like to ask if the event could be put on the Village calendar. Anderson said she would like to get the entire town involved.

Discussion was held on hiring a part-time as needed aid for the Tiger Club Program. Tiger Club Administrator, Mary Wendland, has recommended Tori Lawson for the position. Mayor Hill advised the Tiger Club budget has been well within range and has not gone over on anything. Mayor Hill said the program can support another employee and if Wendland cannot be here someone is needed to keep the program going. The council learned Lawson has been working at the grade school for some time. Mayor Hill stated Wendland has recommended an hourly wage of $10.00 because of Lawson’s education and background. Mayor Hill asked the council if they would like to go into closed session to discuss anything further. The council declined in light of Mrs. Wendland’s recommendation. A motion was made by Commissioner Johnson, second by Commissioner Hill to approve hiring Tori Lawson as a part-time / as needed aid/assistant for the Tiger Club Program at the rate of $10.00 per hour. “Yes” votes were Johnson, Hill, Sigel, Maupin and Mayor Hill. The motion carried.

Council discussion turned to renewing the franchise agreement with Mediacom. Clerk Leathers advised she had sent the agreement to Village Attorney William Shirk for his review and had not yet received an answer. The Council will table the matter until the next regular meeting.

Mayor Hill advised council members the pending agreement is pretty much exactly as it was in the past. The Mayor stated she wanted the agreement to be reviewed since it was better to be safe than sorry if something was put in the agreement that could go unnoticed. Council members would like to see more options from the cable company such as internet service. They also discussed the quality of service for residents and what should be made available to them. Commissioner Maupin requested the cable company’s contact information. He advised he was interested in talking with them and getting answers to questions he has.

On a motion by Commissioner Sigel, second by Commissioner Maupin, Resolution No. R05-14-09-02 was approved for the use of Motor Fuel Tax Funds for the General Maintenance of streets and alleys for Section #14-00000-00-GM and to pay an invoice from Alliance in the amount of $919.44 for gravel. “Yes” votes were Johnson, Hill, Sigel, Maupin and Mayor Hill. The motion carried.

Mayor Hill recommended the council consider appointing Gary Pearson to the Tampico Historic Preservation Advisory Committee. Mayor Hill told them Pearson has been involved with village programs in the past such as the Baseball Program and is willing to be a part of the Advisory Committee. Mayor Hill also stated Denise McLoughlin is doing a fantastic job. A motion was made by Commissioner Hill, second by Commissioner Johnson to appoint Pearson as a member of the committee. “Yes” votes were Johnson, Hill, Sigel, Maupin and Mayor Hill. The motion carried.

A building permit issued by Zoning Administrator, Ron Kuepker, was at 405 E. Market Street for a new garage.

Reports of Village Officials

Commissioner Johnson reported on the fund raising event the Recreation Board is planning for September 27, 2014. The event was to have had a bags tournament but Johnson advised they have lost the bags promoter. The promoter was to have handled everything for the bags portion of the event from setting up to handling the money and the rewards for the winners. Johnson stated it was something the Board did not have to worry about. Johnson said he has made calls to other area agencies about doing the bags tournament and will see what could be done. They will continue to explore their options. In regard to the cook-off portion of the event, Johnson said they have very few entries at this point and if other entries are not received they will have to cancel that portion of the event. Johnson advised they will have to see how it goes. Johnson did say the Recreation Board has already rented a couple bounce houses and will have fire truck rides for area children to enjoy. It may be the planned event will have to be changed to a family fun day with a concession stand. Commissioner Maupin said the hardest thing to decide will be when to “punt”. Johnson stated they will re-evaluate in the next 12-13 days what should be done. Maupin also said he would rather cancel the event than to go ahead with the plans and have it be less than what they envisioned. Maupin does not want anyone participating to think it was awful and therefore not worth coming back for. Johnson said the bags tournament was to ensure the Board would not lose out on anything.

Johnson said on a positive note, the runners club is doing well they are up to 12 1/2 miles. They have switched from running on the canal to running in town on a paved surface to prepare for a half marathon at the end of the month.

Mayor Hill handed out a General Fund income report for August.

Commissioner Sigel had a question about the work in the alleys. She stated she has gotten calls from residents thinking the alleys would be blacktopped. Mayor Hill explained the Motor Fuels tax project estimates were for tar and chipping. Mayor Hill also explained it is very typical to use the tar and chipping for the alleys and once everything has been packed down it becomes a hard surface. Sigel said she was of the understanding the alley maintenance was to be done to improve snow plowing. Mayor Hill said most of the streets in town are tar and chip. Sigel said she just wanted to make sure since she thought the project was to blacktop them so it would be easier. Mayor Hill and Commissioner Hill both advised Sigel the tar and chipping is a lot cheaper than blacktopping and basically has the same effect.

Commissioner Sigel also wanted to know if the Tiger Club room was now air conditioned. Mayor Hill advised the units have already been installed and are in use. Mayor Hill told Sigel they decided to do the Tiger Club room first rather than the Council meeting room. Mayor Hill stated the proposed day care room would be next and they would just keep chipping away at each improvement needed to the building.

Communications: Clerk Leathers advised the council the state will be participating in the 2014 Capital Bill Program which includes $100 million for local agencies to promote job creation and improve transportation infrastructure. The monies will be distributed based on the Motor Fuel Tax formula.

Bills were ordered paid on a motion by Commissioner Johnson, second by Commissioner Hill. “Yes” votes were Johnson, Hill, Sigel, Maupin and Mayor Hill. The motion carried.

The meeting was adjourned at 7:30 PM. The next regular meeting of the Tampico Village Council will be Tuesday, September 16, 2014 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
