REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the regular meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Toby Johnson, Mike Sigel and Derrick Maupin were present. Commissioner Meier was absent. Police Officer Brian Oostenryk was also present and Village Clerk Kathy Leathers recorded the digital and written minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the June 2, 2015 Regular Meeting were approved as presented.

On a motion by Commissioner Johnson, second by Commissioner Sigel, a fence permit was approved for Tiffany Powell – 214 S. Main Street. “Yes” votes were Johnson, Sigel, Maupin and Mayor Hill. The motion carried.

Public Comment:
Al Morthland was present to complain about standing water on S. Lincoln Street. He asked Commissioner Sigel about putting a rock hole in there to drain the water off the street. Sigel said the road there has been low forever. Mayor Hill said there really is no place for it to drain, if you put a pile of rocks in there all you are doing is making another hazard to mow around and an eyesore too. She said it’s not going to drain into the rock unless you cut down in and make a french drain that would have to go on a project for another year. She said the village would have to go through Whiteside County to have drainage and everything done on it,with a hydraulics, to make sure it is the lowest point and it is the most practical spot to put such a type of drain. Commissioner Sigel said it always seems like it would be easier to add a little bit to the road there when the blacktop is coming through instead of making another drain because it would be at a person’s residence it wouldn’t be at a street corner. Mayor Hill told him even at that it would a project for another year. Morthland said the whole street there is, you can see it’s sinking. Sigel agreed with him. Morthland said years ago they put a new sewer line in there and ever since then it sinks all the time there. Mayor Hill said some cold patch might help temporarily. Morthland said the alley behind there needs to be trimmed up. Sigel said he had already talked to Tom, [Pierce], about that. Morthland said anything that’s out on city property is the village’s responsibility. Sigel asked if it was the corner by the church, because he talked to Tom about that. Sigel said he would take a look at the front area and start talking to people to see what is the best way to do it. Sigel said he doesn’t know if the cold patch would hold but then you are trying to grade it to zero. Mayor Hill said she is just saying if you want to do it right, you need to shoot it at. She said you could put some patch in where it’s sinking to alleviate a little bit of the problem. Mayor Hill said the village had it on Kimball Street, too that was almost a cave-in in the center that the village patched. Sigel told Morthland the village would find out. Mayor Hill said with all the rain we’ve had, it’s hard for water to go anywhere.

Morthland told the council the motion light at the water tower is not working. Commissioner Maupin said he would say something to Tom, [Pierce], about it.

Morthland then asked if they had caught anybody for the stuff that’s been happening in the last two weeks. Mayor Hill said no comment. Morthland also wanted to know about the 10-12 kids out walking the streets at 1:30 in the morning. Mayor Hill told him he needs to call the police. Morthland continued criticizing the police department. Commissioner Maupin told Morthland the village had been down all these before. Mayor Hill asked if he had anything else. Morthland said no. Morthland accused the village council of not wanting to correct the problem. Commissioner Maupin said if the council did it Morthland’s way, he would come in two weeks later and complain about all the money the council is paying the cops since we’ll have one on duty 24 hours a day in a town of 800 people. Mayor Hill told him the council was done. Morthland told Mayor Hill thank you and added it’s a good way for her to get out of it. Morthland told Mayor Hill she is afraid to discuss it. Mayor Hill told Morthland they were not going over this again. She said it’s harassment to the council.

A motion was made by Commissioner Maupin, second by Commissioner Sigel to approve Resolution No. R02-15-06-16 authorizing the permanent transfer of funds from the Water and Sewer Department funds to the General Fund in the amount of $7,500.00. The transfer was discussed at the last council meeting. The funds will be used to help pay for Village Property and Liability Insurance. “Yes” votes were Johnson, Sigel, Maupin and Mayor Hill. The motion carried.

A motion was made by Commissioner Maupin, second by Commissioner Sigel to approve Resolution No. R03-15-06-16 authorizing the permanent transfer of funds from Sewer Department Funds to the General Fund in the amount of $7,500.00. “Yes” votes were Johnson, Sigel, Maupin and Mayor Hill. The motion carried.

Changes to the July meeting schedule were discussed. Mayor Hill suggested the council have only one meeting in July to allow for family vacations. She suggested keeping the July 21, 2015 meeting date. Commissioner Johnson motioned, Commissioner Maupin seconded, to approve having only one meeting in July on July 21, 2015. “Yes” votes were Johnson, Sigel, Maupin and Mayor Hill.

Ordinance No. O03-15-06-16 establishing the prevailing wage rates in Whiteside County was approved on a motion by Commissioner Sigel, second by Commissioner Maupin. “Yes” votes were Johnson, Sigel, Maupin and Mayor Hill. The motion carried. The ordinance determines the Prevailing Rate of Wages for Whiteside County as determined by the Illinois Department of Labor. Copies of the Village’s prevailing wage ordinance will be forwarded to the IL Department of Labor. Copies of the ordinance are also available from the Village Clerk’s office.

Council discussion turned to a recommendation by Rock River Energy Services to return to ComEd rates for the Street Lighting Accounts when the current energy provider contract with Constellation expires in September 2015. Commissioner Maupin said it doesn’t make sense not to. Mayor Hill said Rock River Energy keeps up to date on the rates. Mayor Hill advised the council to table the matter until the official agreement and rates are in place before September.

Mayor Hill next advised the council in this wonderful day and age, the State Police have recommended the village have video surveillance and alarms put in at certain critical points in the village and she is getting estimates. She advised she will gather more information and she would like to keep the matter on the agenda for the next meeting. She said she hopes she will have better numbers and the council can discuss how they want to approach it. Mayor Hill said she thinks the village needs it nowadays. Commissioner Maupin said it’s probably a necessary evil.

Clerk Leathers advised she will be publishing the 2014 Annual Drinking Water Report in the Prophetstown Echo. Residents can also review the report by stopping by the Village Clerk’s office.

Mayor Hill suggested the council consider donating $50.00 to the Annual Fishing Derby. The event has lost one of its principal sponsors while they reorganize and have stopped any and all donations right now. Mayor Hill said she put the event planner, Tirzah Renkes, in touch with Dave Druen since he has a whole network of people involved in promoting the canal as a recreation area. She said the DNR is donating some fishing poles and some others are donating $20-$25.00 so anyone who wants to help her out and donate something would be fantastic. The Mayor said she would also like to help her out because she thinks the work she is doing is great and doing something for the community. Hill asked the council if $50.00 sounded reasonable. A motion was made by Commissioner Johnson, second by Commissioner Sigel, to approve a donation of $50.00 to the area’s annual fishing derby during Tampico Days. Commissioner Sigel said she is trying to help out with Tampico Days with a lot of different things. The Mayor said Renkes is doing some kids games along with the fishing derby. Commissioner Johnson made a motion with a second by Commissioner Sigel to approve a donation to the Tampico Festive Days Annual Fishing Derby in the amount of $50.00. “Yes” votes were Johnson, Sigel, Maupin and Mayor Hill. The motion carried.

Building Permits issued by Zoning Administrator, Ron Kuepker, were: Robert Lindsay – 210 S. Benton – Roof; Kickback Saloon – 102 N. Main – Repairs to Building Front; Marty Newman – 402 E. Second – Roof & Gutters.

Mayor Hill told the council to promote Tampico Days as they can. Buy 50/50 tickets. The Tampico Historic Preservation Advisory Committee will be selling 50/50 raffle tickets to raise money the historic downtown building plaques. Mayor Hill said if you didn’t want to do the 50/50 a donation will work to get this plaques for the downtown. She said if you want to sell the tickets or just buy them, it would be fantastic.

Clerk Leathers told council members auditing season is here. Leathers advised the auditors will be in the Village Hall sometime next week.

Communications: Leathers advised the village has received approval from IDOT for the village’s motor fuel tax resurfacing project. Leathers told them bid letting is in progress.

Bills were ordered paid on a motion by Commissioner Johnson, second by Commissioner Maupin. “Yes” votes were Johnson, Sigel, Maupin and Mayor Hill. The motion carried.

Al Morthland asked Mayor Hill if the governor has approved the school the village is trying to start. Mayor Hill said she wouldn’t know what he has okayed and what he hasn’t okayed right now, especially about schools. Apparently, Morthland meant the proposed day care center.

The meeting adjourned at 7:23 PM. The next regular meeting of the Tampico Village Council will be Tuesday, July 21, 2015 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
