REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the regular meeting of the Tampico Village Council to order at 7:00 PM.
Commissioners Bruce Hill, Scott Meier, Phalen Vancil and Derrick Maupin were present.
Village Clerk Kathy Leathers recorded the written and digital minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the August 18, 2015 Regular Meeting were approved as presented.
Resident Dave Fox started off by telling the council how much he appreciates how much the council has done. He then asked the council if something could be done to clean up the partially demolished dwelling on W. Market Street. Fox said he realizes it’s the property owner’s responsibility to clean up the mess but nothing has been done to finish cleaning up the property this year. Fox stated the property has become a breeding ground for stray cats and other animals. He feels it is a health and safety hazard to others. Fox told the council he has contacted Animal Control and they offered live traps if he wanted to use them. Fox said he has had his house up for sale but thinks the unsightly junk pile across the street could influence potential buyers. Fox said he doesn’t mean to cause trouble for anyone but something has to be done to clean it up. Mayor Hill agreed it has dragged on for a long time. Mayor Hill advised Fox they would contact the property owner again and try to get things going again. Commissioner Vancil told Fox he has seen the property when he passes by and thanked Fox for bringing his concerns to the council. Commissioner Hill stated letters have previously been sent to the property owner as recently as this summer. Hill said he and Chief Strike would look into the matter again. Mayor Hill thanked Fox and told him the village can’t fix anything if it’s not talked about.
On a motion by Commissioner Vancil and a second by Commissioner Meier, approval was given to Resolution No. R04-15-09-01 Authorizing Commissioner Derrick Maupin to conduct business on behalf of the Village of Tampico at Peoples National Bank – Tampico Banking Center. “Yes” votes were Hill, Meier, Vancil and Mayor Hill. Commissioner Maupin abstained. The motion carried.
Mayor Hill recommended the Village Council consider appointing Denise Scuteri Brooks to fill a vacancy on the Tampico Historic Preservation Advisory Committee. After a short discussion, Commissioner Hill made a motion, with a second by Commissioner Meier to approve the appointment. “Yes” votes were Hill, Meier, Vancil, Maupin and Mayor Hill. The motion carried.
On a motion by Commissioner Vancil, second by Commissioner Maupin, approval was given to pay Invoice #2663 for $907.85 from Environmental Road Solution, Inc. for seal coating primer using Motor Fuel Tax Funds. “Yes” votes were Hill, Meier, Vancil, Maupin and Mayor Hill. The motion carried.
Mayor Hill postponed discussion and approval of hiring someone for maintenance of village parks. She advised them she did not have the requested information at this time. The matter would be included on the next meeting’s agenda. Commissioner Vancil wondered what Josh Mosher’s role was at the ball diamond. Mayor Hill told him Mosher is on the Tampico Recreation Committee and has been helping maintain the ball diamonds.
Mayor Hill told Vancil it would be one of the things he could do by getting the Recreation board together this fall and decide what needs to be done in the spring to find out who is doing what. Vancil said he and two other coaches have already been trying to do as much as they can. Mayor Hill also mentioned sending a survey out to families to critique what they are expecting and give them a better idea of what the village would like to get back from them too, so everybody’s working together as a team instead of complaining about what is or isn’t done. Mayor Hill told Vancil she would get him more information when she can.
Mayor Hill next told Council members, she had had Sergeant Boyd VanDellen, of the Tampico Police Department look around town at any signs that need to be replaced. She said VanDellen had noticed the only intersections that have no control on them is right down the street on 4th, [Street], at Lincoln and Joy Street. Mayor Hill recommended the village place yield signs at the north bound intersection of N. Joy and W. Fourth Streets and at the intersection of N. Lincoln and W. Fourth Streets. She said north and south bound traffic on N. Joy and N. Lincoln streets would then need to yield to traffic on W. Fourth Street. She also said it’s not like we’re going through the whole town and replacing a bunch of stuff. Mayor Hill advised them she has the signs already and just needed council approval for placing them. Mayor Hill also mentioned to the council the need to change the street / alley behind the RCC to one-way. Commissioner Maupin mentioned it has been one-way since he can remember. On a motion by Commissioner Meier with a second by Commissioner Hill, approval was given to place the signs as suggested by Mayor Hill. “Yes” votes were Hill, Meier, Vancil, Maupin and Mayor Hill. The motion carried.
Building permits issued by Zoning Administrator, Ron Kuepker, were: 204 S. Washington Street – Replace Front Deck; 107 S. Washington Street – New Roof; 209 S. Main – New Roof, Siding and Windows.
Reports of Village Officials
Mayor Hill reported per a request by Commissioner Maupin, she is working with Sauk Valley News to get the Village partnered so the Village could put out bulletins via a text alert so if the clerk would call them up, there is a check mark for the village to get included. The Mayor said she had a couple of calls into them already and she will keep chipping away until they get the village on the list and then the link could be put up on the website letting people know how to get on it. She said she has it for Whiteside County, different schools and stuff that they offer but she wants to see Tampico on there too. Mayor Hill said say if there is a boil order the clerk could call up and it goes out to the phones. She said hopefully the village would never need it. Commissioner Meier said you never know.
Mayor Hill also reported she is working with a couple people trying to get town-wide garage sales set up for next year so people kind of have a target like for the spring and in the fall. She also asked council members to think about putting a limit on garage sales so the village does not have the ongoing garage sales, so people aren’t just saying that and they leave stuff just sitting out there week after week and day after day like the village has had with a couple places in town. That way the village could have a limit and can say no, you can only have this many. She said maybe have them come in and just fill out a paper saying they are going to have a garage sale. She said there would be no charge but still have a permit of some type so the village knows who having them. She advised the council it was just a thought. Commissioner Meier said that way you could get a list of who is having them so it can be put on flyers or something. Mayor Hill said they might also want to think about does the village want to limit how many people can have, for instance you can have four garage sales a year, so you have one for each season. Commissioner Maupin suggested maybe limiting “curb-side sales”. He said like throwing things out in front on the curb with a For Sale sign on it.
Mayor Hill also reported Jerry Tuft has been re-doing the murals in town. She told them she is also having him touch up the welcome signs so they will be brighter and refreshed by the end of this season and be more welcoming. She said he does a really good job.
Cindy Slock, president of the Tiger Cubbies Needs Assessment Needs Assessment Board, (TCNAAB), stopped in at the meeting and Mayor Hill asked her if she had anything to report to the council. Slock said they have a license but they still have to come do a walk through and the fire marshal still has to come down and go through and of course there are a few odds and ends that need to be done. She reported most of the plumbing is done, the wall is finished and they will be advertising for day care positions.
There were no other official reports.
Bills were paid on a motion by Commissioner Maupin with a second by Commissioner Vancil. “Yes” votes were Hill, Meier, Vancil, Maupin and Mayor Hill. The motion carried.
The meeting adjourned at 7:26 PM. The next regular meeting of the Tampico Village Council will be Tuesday, September 15, 2015 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
