REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

September 6, 2016 – 7:00 PM

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Bruce Hill, Scott Meier, Derrick Maupin and Phalen Vancil were present. Also present were Chief Terry Strike and Sergeant Boyd VanDellen. Village Clerk, Kathy Leathers, recorded the written and audio minutes. The meeting was also video recorded.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the August 16, 2016 Regular Meeting were approved as presented. Closed session minutes will be approved later on during the meeting.

Reports of Village Officials
Mayor Hill reported she is still trying to organize an electronic recycling day. She told council members she had called Cimco and they do not take anything electronic. Electronics have to go Self Help.

Mayor Hill told the council the Daycare will soon be licensed to take on 2 year olds.
Two were already added today with possible others to follow so a big improvement for the daycare.

Remarks from Guests
Resident Al Morthland mentioned what he thought was the lousy job of mowing around town. Mayor Hill responded saying it has been a struggle when we’ve been receiving 5 to 10 inches of rain in just a week or two. Al Morthland said he’s even seen bad comments about it on Facebook. Mayor Hill asked if he had anything else. Al Morthland asked if people driving golf carts around town need a license. Commissioner Hill told him yes. Al Morthland then asked why is he seeing people and kids riding around town in them. Mayor Hill told him to call it in when he sees it. Al Morthland said he saw a couple ride one on Saturday down main street. Mayor Hill told him to call it in as a complaint. Sergeant VanDellen told Morthland there is a resident riding in a golf cart that looks very young. VanDellen said he has stopped the golf cart twice and the resident is 16 and does have a driver’s license. Commissioner Hill told them it should be called in because golf carts are not allowed to ride down main street. He encouraged residents to call the cops when they see such actions. Commissioner Hill also advised, if the cops are not on duty, Whiteside County is supposed to cover. Commissioner Hill told Morthland there is just not enough money in the budget to provide police coverage 24/7. Hill told him Chief Strike does get a lot of calls in the middle of the night and comes over and actually Whiteside County is supposed to cover when there is no one on duty. Al Morthland also mentioned talking to an office from Springfield recently. Morthland told the council the only police officers to be paid from their driveway to their work driveway are state and county officers. Morthland said he had the officer at his place to have his boat trailer stenciled. Mayor Hill said that was great and asked if he had anything else. Al Morthland then mentioned he saw 5 kids on the back side of the elevator one night, and Mayor Hill asked if he called it in. Morthland said, why when both officers are sitting here. Mayor Hill said if Morthland had called it in they could have been down there. Morthland again complained about both officers being at the meeting and both getting paid. Chief Strike advised Morthland he [Strike] was not on the clock when he attends the meetings.

In unfinished business business, discussing village clean-up day and electronic recycling. Mayor Hill said she has not found anything else that is cheaper yet. She said with the holiday and everything else going on it’s been hard to get anything. She asked if anyone else knew of anything else or if they had any ideas. Mayor Hill suggested checking with Self Help for a general rate, as an example say a 26 inch TV is typically this much and filling a truck and taking it up, and charging like a general rate, such as a 26 inch TV is $15.00. The mayor said if it does cost a little more, the village does have money in the budget as far as recycling and garbage so the village could pick up the slack if it is off a little bit. She said it would just be to help people get some stuff out. Commissioner Hill said it’s better to do something than nothing otherwise you’re going to see things laying alongside the road. He stated he has already seen a few TV’s. Resident Rob Sigel said too bad they couldn’t work a deal per pound. Mayor Hill said that’s what they do, they know pretty much what the different sizes weigh, but if the village is not dime on, we could be close. Mayor Hill said she knows a lot of people, #1 who can’t pick up their TV and get it up there. She said some of them are older and that’s when she becomes concerned because she doesn’t want to see them more and more on the curb. She saw one just today. She would like to see something done within the next month or so to help people out. Resident Mary Jo Sigel stated she knows Dixon and Rock Falls offer theirs free but you have to live in those cities. Mayor Hill agreed and said Lee County does theirs too at the end of the month but you have to be a resident of Lee County. Mayor Hill said she wishes Whiteside County would do something like that but they haven’t gotten to that point yet so the Village has to carry the load on its own. She said Sterling has some company and she doesn’t know if the village could piggy-back on theirs a little bit for a small fee. The Mayor said she would check into that, she just hasn’t gotten a hold of them yet so she does apologize for that.

Ordinance No. O04-16-09-06 amending the Daycare Ordinance Chapter 2-32-020 entitled “Composition; appointment; qualifications of the board” is hereby amended by deleting 2.32.020 A. “The board shall consist of seven members to serve for terms of five years and until their successors are appointed and qualified” and replacing the first sentence to state in full as follows:

A. The Board shall consist of a minimum of five (5) members to serve for the terms of two (2) years and until their successors are appointed and qualified.
Mayor Hill said there have been seven members on the Day Care Board since this was started and now that the Daycare is up and running, they really don’t need quite as large of a diverse group and it would be easier for them to get together. It would be
easier to fill positions as they are needed. Mayor Hill said the seven were the “magnificent seven”. She said they did a fabulous job pulling everything together, along with Connie Cooper, who stayed with us all the way through. The board asked to have their size reduced, to make it easier to keep a quorum when having meetings. Mayor Hill said they are a fantastic group and no one is wanting to step down. She said there is one who wanted to step down because of other jobs she has. They might not stay on as an officer, but they will stay around to help. A motion was made by Phalen Vancil and the motioned was seconded by Derrick Maupin to approve the ordinance. “Yes” votes were; Maupin, Hill, Meier, Vancil and Mayor Hill. The motion carried.

Next on the agenda, approving Ordinance No. O05-16-09-06 an Ordinance Establishing the Whiteside Carroll Enterprise Zone; Enterprise Zone Designation; Property Tax Abatement. Mayor Hill said they have been working on this for quite a while so the village could get the enterprise zone and be connected with Carroll and Whiteside County, pretty much all the towns within that area are involved in this. Mayor Hill said this will help businesses come in here. Mayor Hill stated Commissioner Maupin has recently joined up with them also to keep this thing rolling. With Whitseside it’s Fulton, Lyndon, Morrison, Prophetstown, Rock Falls, Sterling, and Tampico. She said in Carroll County it’s Mt. Carroll, Milledgeville, Savanna and Thomson. She said hopefully the village can bring some enterprise in here and help them with tax breaks. Mayor Hill reported with the Enterprise Zone, they are out there looking for things and then they contact them first to find the best fit for their needs, too. A motion was made by Commissioner Hill and seconded by Commissioner Meier. “Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill. The motion carried.

Resident Mary Jo Sigel asked if this ordinance would be just for the Village of Tampico or also the surrounding area of Tampico. Mayor Hill said it’s for different zones within the village, like the business districts and such, along with the other towns name. Clerk Leathers told them the outlying areas would be covered by Whiteside County itself, they will be classified as county. Mayor Hill said it’s good to be included in this so the village does not miss out. A motion was made by Commissioner Maupin to approve the Intergovernmental Agreement for the Whiteside-Carroll Enterprise Zone. The motion was seconded by Commissioner Vancil. “Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill. The motion carried. Clerk Leathers advised she also has copies of the various addendums in her office if they would like to go over them as well.

There were no building permits issued by Zoning Administrator, Ron Kuepker.

At 7:14 PM a motion was made by Commissioner Vancil and seconded by Commissioner Maupin to leave the regular portion of the meeting and enter into a closed, or executive session to “Discuss the appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and possible action on any item discussed.” “Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill. The motion carried.

At 7:38 PM, a motion was made by Commissioner Hill, an a second by Commissioner Meier, to adjourn the Closed Session portion of the meeting and return to regular or open session of the meeting. “Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill. The motion carried.

The August 16, 2016 closed session minutes were approved as presented.

A motion was made by Commissioner Maupin and seconded by Commissioner Vancil to approve hiring Jamie McIntire to assist the Village Clerk with clerical duties on a part-time basis. Morthland asked if Ann was quitting. Mayor Hill said no, it will be good to have someone else trained. She said there are a lot of things going on. “Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill. The motion carried.

A motion was made by Commissioner Hill, seconded by Commissioner Meier to approve a monthly health insurance adjustment for the Village Utilities Clerk of $525.00 per month. Mayor Hill stated this is an adjustment to pay the Utilities Clerk, Anna Wetzell, for part of her insurance. Mayor Hill said for her years of service, the council felt it would be nice to help out with her insurance expense. Mayor Hill said Anna is a valuable person in the community and very dedicated. “Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill. The motion carried.

There were no communications.

Bills were ordered paid on a motion by Commissioner Maupin and seconded by Commissioner Hill. “Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill. The motion carried.

The meeting adjourned at 7:44 PM. The next regular meeting of the Tampico Village Council will be Tuesday, September 20, 2016 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
