SPECIAL MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO – September 26, 2016

Mayor Kristine L. Hill called the Special Meeting of the Tampico Village Council to order at 5:15 PM.
Commissioners Bruce Hill, Scott Meier and Derrick Maupin were present. Commissioner Phalen Vancil was absent. Public Works Superintendent Tom Pierce was also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
NEW BUSINESS: Discussion / Planning Session for Future Infrastructure Improvements
Mayor Hill passed out sheets with past improvements. This is per requirement for the Enterprise Zone. It is required to have this in to Enterprise Zone by the end of the week. Referring to the hand out, streets and alleys were broken out by years. Need to address what direction to go in for the next few years. Public Works Superintendent, Tom Pierce, said next year for Motor Fuel Tax projects he will do a lot of cut outs and patches with hot mix and asphalt and then 4 blocks of seal coating. A rough location will be given by the end of the week. Mayor Hill said that every year we’ll try to do about the same, with a budget of $30,000.00. Public Works Superintendent Pierce said every year we’ll try to go where there have been water leaks and sewer leaks, cut it all out and have the pavement fixed. Mayor Hill said we can hope to allocate, depending on how the funds come from MFT and the State, roughly $30,000.00 on average and adjust as we go. Public Works Superintendent Pierce thinks it may be a little more. Mayor Hill said it was $42,000.00 this year. The projected amount for now will be $35,000.00. Mayor Hill asked if there is any chance for grants. Pierce said just MFT. Mayor Hill said for now, she put all the streets in, quartered off the town, and for the future we’ll know what was addressed, how it was treated, and know how it goes and if it’s working. Then if we try some new material and it fails, we’ll know what year we did it, and when it was taken care of. Then that way everything will also stay on more of a rotation.
Mayor Hill said the siren is taken care of, the street lighting is still under warranty, and hopefully a smart grid will be done within the next 5 years. It won’t cost anything, just an FYI.
Mayor Hill then led a discussion about the water system, and asked when tower work will be done again. Pierce said there will be another inspection next year. Whatever is found wrong, you have roughly 6 months to fix it he said. Inspections cost $2,000.00. and happen every 2 years. He said there should have been one this year, but because of all the work done previously it was counted as an inspection. So now the next inspection will be next year, 2017. Mayor Hill asked if we’re hoping to get grants before 2024 to replace the tower. Commissioner Maupin said probably not for the tower. The tower is further down on the list. Replacing the water main system is more important because the current village water system would not be able to handle a new tower. Commissioner Maupin said a second well could be a possibility by 2024. Pierce said well replacement will need done before tower replacement. Mayor Hill will add it to the 2024 list. Commissioner Maupin said that will be closer to the time frame. Getting the piping done is more of a priority.
Mayor Hill asked about the water tower building itself and if there is anything else needed there. Pierce said it needs an electrical upgrade. Mayor Hill will look into a rough cost for that.
Mayor Hill spoke about Hydrant Improvements, and if we’d like to get more valve shut offs through the town. Pierce said that would go on the water update. Mayor Hill reviewed the fire department, and the points they didn’t get because we didn’t quite meet some of the criteria to get the points would depend on a water system update and asked to shoot for 2020 for Hydrant Replacement. Pierce said that would go along with what Matt Hansen of Willett, Hofmann and Associates, Inc., plans on doing with all new hydrants. Hydrants would be in with his plans along with the water lines, hydrants, shut offs, everything. Commissioner Maupin said they are looking for that project to go into 2018 or 2019, for the Northwest side of town.
Commissioner Maupin said they will be dedicating the next several years to working on the water system. Mayor Hill suggested a 3 year plan. Mayor Hill said the whole purpose of the Enterprise Zone is to work in conjunction with others for assistance. That way Betty, [Steinert], has an idea of what our needs are and then she can help us make good fits.
Mayor Hill spoke about meter replacements and asked if that was done. Pierce said most meters have been replaced. It is an ongoing thing to replace the ones going bad with new ones. But the radio reads are all in except a hand full. And those were done in the past 2 years. He said they will probably still spend about $2,000.00 a year on new meters.
Mayor Hill advised the Sewer Plant building will need a new roof. She said the cost for a metal roof will be under $2,500.00.
Mayor Hill asked if anyone else had anything to add regarding the Water and Sewer project. Commissioner Maupin said the biggest scope of the project will be the water mains. Pierce said there are a couple sewer lines that are questionable. They were down last week on Glassburn Street and and then on Booth Street at two different sections. Mayor Hill added those issues to this year since it’s being dealt with now, and the cost will be determined.
Mayor Hill spoke on Parks and Recreation and the ball diamond. She said the council will need to start looking for grants for 2020-2022 and hopefully get a better building and help with connecting the concession stand to village water. She said there is a need to work on the bathrooms at Booth Park and bring in Port-a-Potty rentals for the summer. It worked out well before. Commissioner Maupin said he would like to go for some grant money for the bathroom to make it nice again. Commissioner Meier agreed with Commissioner Maupin. Mayor Hill thinks the village may get some grants with the Disability Act, too, and with the pavilion such as getting a path from the bathrooms and parking for the handicap to get to the bathroom and the pavilion. That will be put down for 2020. Mayor Hill mentioned the ball diamond may be trickier because of the water connection but that’ll be put down for 2022.
Mayor Hill said there is no maintenance needed at Ben Hoover Park.
Mayor Hill said at some point the RCC will need a new boiler. She advises putting that on the long term planning list as well as the roof covering. Pierce said Sterling Commercial Roofing comes every 18 months to patch spots, and said if that’s kept up, the roof should have about 10 years of life left.
Discussion turned to drainage along the front of the RCC after heavy rains. Filling the areas near the building itself with concrete could be one option. Commissioner Hill suggested also adding benches or a table and plants to make it look nice. Commissioner Meier said the village should at least fill in with some dirt or rock for the winter, so it can be filled in and won’t have the water pocket. Pierce thinks that may make it worse. Mayor Hill said this will be in the works for next year. Mayor Hill said security for the building will also be next year and monies could be used from the police fund. Mayor Hill said the village is looking into grants for the gym floor, because it needs some restoration. Commissioner Hill said Peggy Hadaway, building maintenance, has information on re-sealing the floor that was generally inexpensive. Mayor Hill said she would like that to be added to 2017 or 2018. Commissioner Maupin said he saw something in a magazine that may be able to help with the slickness of the floor and maybe making it less dangerous to play on because it’s so slippery and that wasn’t expensive. Mayor Hill said what Peggy was talking about even included replacing boards, and she thinks that was all under $2,000.00 and would like to put this on for 2017-2018.
Commissioner Maupin asked if about the hope of making one of the trailers into gym space. Mayor Hill said that could be put towards grant funding. It could be purposed for trailer renovations for easy access with a scan key if plans for a workout room / gym came to be.
The trailers will either need to be taken care of or taken out of here eventually. Mayor Hill will be putting projects for that down for 2023.
Mayor Hill spoke about the Safe Routes to School Grant for upgrading the sidewalks. She said she is hoping to have that money by 2017. Hopefully after the state elections it’ll happen. So that is being put down for 2017-2018 year.
