REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

October 18, 2016

Reagan Community Center

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Bruce Hill, Scott Meier and Derrick Maupin were present. Commissioner Phalen Vancil arrived at 7:05 PM. Police Chief Terry Strike was also present and Village Clerk, Kathy Leathers recorded the written and audio minutes. The meeting was also video recorded.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the October 4, 2016 Regular Meeting were approved as presented.

On a motion by Commissioner Hill, second by Commissioner Meier, a Class E Liquor License was approved for Casey’s Retail Company, DBA Casey’s General Store #1304, 201 S. Main St., from November 1, 2016 to April 30, 2017 for a fee of $600.00. “Yes” votes were Maupin, Hill, Meier and Mayor Hill. The motion carried. The $600.00 fee was paid.

On a motion by Commissioner Maupin, second by Commissioner Meier, a Class A Liquor License was approved for the Old Town Pub n Grub, (Julie Stees), 124 S. Main St. From November 1, 2016 to April 30, 2017 for a fee of $400.00. “Yes” votes were Maupin, Hill, Meier and Mayor Hill. The motion carried. The $400.00 fee was paid.

On a motion by Commissioner Meier, second by Commissioner Hill, a Class A Liquor License was approved for Kickback Saloon, (Bonnie Anderson), 102 N. Main St. From November 1, 2016 to April 30, 2017 for a fee of $400.00. “Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill. The motion carried. The $400.00 fee was paid.

Reports of Village Officials
Mayor Hill reminded those present about the Trick or Treating hours in the gym from 4:30 PM to 7:00 PM or while supplies last. The Daycare will be providing hot dogs and brats for sale.

Commissioner Maupin said he will be sending messages out about the Men’s Basketball Leagues starting again next Wednesday, and that will be every Wednesday at 7:00 PM.

Remarks from Guests
A village resident, Susan Frank, asked if when they do the hot dogs and food for the kids, is there donations given for that. Mayor Hill said yes and there were supplies left from the recreation board, and the daycare asked to use that since she does have her food handlers license. Otherwise when there are events, the daycare will ask Casey’s, Walmart, all over for donations. They’re pretty resourceful. They look for donations to cut costs or use any monetary donations they may receive.

Village resident Al Morthland asked if a day was set yet to pick up the Electronic Recycling. Mayor Hill said there isn’t one set yet, but she would definitely like something set up and posted as soon as possible and before the snow starts. And she encouraged people to call in if they do have anything to be picked up so she could see what kind of a demand there was for it and to start a schedule around what’s needed. Mayor Hill is also going to see if there are any organizations around town willing to help carry any of the items into the trailers and help residents get their items there. So call in or stop by to let Anna know if you have any items to be picked up or dropped off.

Resident Al Morthland asked what the pipe out by the sewer plant is for. Mayor Hill said it’s to fix the drain field.

Resident Sue Franks asked if Denise Brooks resignation was accepted. [Tampico Historic Preservation Advisory Committee]. Mayor Hill said she, [Brooks], did not send in a resignation and she also spoke with her and she said she does not want to resign right now.

Village resident Mary Jo Sigel asked how many people are working for the daycare. Mayor Hill said 4, and there are some that are in the rotation that are on call, so they’re not actively on the schedule on a regular basis. Resident Sigel asked because she didn’t see any listed besides Sarah. Clerk Leathers said they’re on the daycare’s budget, and that’s controlled by their board. Clerk Leathers has that information if needed.

Resident Al Morthland asked how many kids does the daycare have. Mayor Hill said there are 5 children and 1 part time child. She said it’s going along very well.

A village resident, Rick Lance, asked what the daycare charges. Mayor Hill directed him to contact Sarah at the daycare for all the different rates that the daycare offers, because it does differ depending on the situation. She said it is very reasonable and pretty much the going state rate.

There was no unfinished business.

New Business
Discussion turned to the preparation of the Engineering Report and the Pre-Application Documents for the USDA Rural Development Grant / Loan Program and the Design of the Water Mains. The plan is to keep moving forward with the plan that was chosen at the last council meeting. The motion was made by Commissioner Vancil, seconded by Commissioner Maupin to approve the Engineering Agreement with Willett, Hofmann & Associates Inc. for preparation of the Engineering Report and Pre-Application Documents for the USDA Rural Development Grant / Loan Program and the Design of the Water Mains. “Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill. The motion carried.

Building permits issued by Zoning Administrator, Ron Kuepker, were: 103 S. Joy St. – New Roof – House.

Communications
A magazine article from American City and Country in regards to local governments coordinating an emergency response and recovery for natural disasters was handed out.

Bills were ordered paid on a motion by Commissioner Maupin and seconded by Commissioner Vancil. “Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill.
The motion carried.

Commissioner Hill mentioned the new Ronald Reagan sign was put up by the baseball field. The “new / old” sign was fixed up for those who like taking their pictures by it. Plenty of room for pictures with the sign being 8’ x 8’.

Mayor Hill reiterated that the Halloween Hours in town are 4:30PM to 7:30PM and the hours for in the gym are 4:30PM to 7:00PM.

The meeting adjourned at 7:16 PM. The next regular meeting of the Tampico Village Council will be Tuesday, November 1, 2016 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
