REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

December 20, 2016

Reagan Community Center

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Derrick Maupin, Bruce Hill, Scott Meier and Phalen Vancil were present. Police Chief Terry Strike was in attendance and Village Clerk, Kathy Leathers recorded the written and audio minutes. The meeting was also video recorded.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the December 6, 2016 Regular Meeting were approved as presented.

Reports of Village Officials
There were no reports for village officials.

Remarks from Guests
Village resident Al Morthland asked the council when are the ballots supposed to be turned in. Mayor Hill answered yesterday, December 19th. Morthland asked if any were turned in. Mayor Hill answered yes, by Rob Sigel and Todd Tornow.

Morthland asked Commissioner Hill if it’s legal to put up no parking signs on a state highway. Hill answered if the state allows it. Morthland was asking about the residence next to the Kickback. Mayor Hill said that’s fine because it is residential.

Morthland then asked about when the water gets put in next year, will drinking water be handed out. Mayor Hill said that will be unnecessary. There will not be a boil order, and if something does happen it will get taken care of at that time. Commissioner Maupin said they won’t disconnect the old service until the new service is ready to go. When they lay the pipe they won’t disconnect each house, just those that are needed. Outages will be minimal. Maupin said this will all be posted ahead of time.

Unfinished Business
The council learned that there are no new updates regarding the Water Main Replacement Project.

New Business
Mayor Hill turned the discussion to the tax levy ordinance for approval. Clerk Leathers reviewed the Tax Levy Ordinance with the council. She advised there will be no 5% increase in property taxes as in prior years. A motion was made by Commissioner Hill and seconded by Commissioner Maupin, that Ordinance No. O07-16-12-20 Tax Levy Ordinance for 2016-2017 Fiscal Year be passed, approved and in effect after it’s adoption as provided by law. Yes votes were Maupin, Hill, Meier, Vancil and Mayor Hill. The motion was carried.

The tax levy provides for $13,781.00 in General Corporate Fund taxes and $62,996.00 in Special Funds taxes. Special funds include; Police Protection Fund, Municipal Audit Fund, Social Security & Medicare Fund, Workers Comp Fund, Liability Insurance Fund and a Public Benefit Fund. The total of the tax levy is $76,777.00. It remains the same as the 2015-2016 tax levy.

The Council’s discussion turned to Resolution No. R07-16-12-20 Regulating Control of Travel Meal and Lodging Expenses to have something put into place to accommodate travel expenses related to the village. A motion was made by Commissioner Vancil and seconded by Commissioner Maupin. Yes votes were Maupin, Hill, Meier, Vancil and Mayor Hill. The motion was carried.

Mayor Hill turned the discussion to review/discuss/approve the Water Tower Maintenance Agreement with Maguire Iron, Inc. Clerk Leathers informed the council that the previous agreement with the company is up. It’s going from $1,648 up to $1,950. The new agreement will be for six years. A motion was made by Commissioner Meier and seconded by Commissioner Hill. Yes votes were Maupin, Hill, Meier, Vancil and Mayor Hill to approve the agreement. The motion was carried.

There were no building permits to approve at this time.

Communications
Clerk Leathers addressed a notice from Mediacom. It informed that they are an equal opportunity employer.

Bills were ordered paid on a motion by Commissioner Maupin and seconded by Commissioner Vancil. “Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill.
The motion carried.

The meeting adjourned at 7:09 PM. The next regular meeting of the Tampico Village Council will be Tuesday, January 3, 2017 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
