REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
December 5, 2017

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.
Commissioners Derrick Maupin, Scott Meier and Todd Tornow were present. Commissioner Robert Sigel was absent. Police Chief Terry Strike and Assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes. The meeting was also video recorded.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the November 7, 2017 Regular Meeting were approved as presented.
Minutes of the November 21, 2017 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Hill advised that the flag pole is up now in front of Village Hall and it also has the Illinois Bicentennial Flag flying from it. It looks really nice and she thanked Superintendent Pierce and Bruce Hill for making it happen.
Mayor Hill advised that she had a meeting with ComEd and met with the Region Director of Public Affairs. They are still working on changing the rest of the street lights over to the LED lights. It may take a while because they start in Chicago and work their way in this direction. We are on their list.
Mayor Hill also said she received an email from ComEd to help raise public awareness with scammers. It’s similar to the information shared at the last Village meeting.
Commissioner Maupin advised that he and Mayor Hill met this past Thursday with Rural Development to discuss the water project. They went over the list of items still needed in order to apply for grants. They also went over what’s left to be done. There will be a public meeting held January 16th, prior to the Village Council’s regular meeting. Maupin and Mayor Hill said everything is looking good. Information to be gathered by the engineers and lawyer is the largest portion of what’s left to finish.
Mayor Hill then asked Commissioner Tornow if he had contacted anyone from the Recreation Board yet. Tornow said not yet and he plans to do so after the holidays.

Unfinished Business
Mayor Hill began to discuss Adopting Building Codes for Unsafe Building Ordinance. Mayor Hill and Chief Strike just received the last of the information from Mr. Shirk and are still going through it. Mayor Hill asked that this topic be tabled until they’re able to finish going through all the information from the attorney.
The meeting turned to Approving the Annual Contribution to the Illinois Municipal League Risk Management Association for Property, Liability and Workman’s Compensation Insurance Coverage. It was concluded that it is best to make the payment in two installments. A motion for the approval was made by Commissioner Meier and a second by Commissioner Tornow. “Yes” votes were Maupin, Meier, Tornow and Mayor Hill to approve paying in two installments for the 2018 Annual Contribution to the Illinois Municipal League Risk Management Association in the total amount of $32,209.42, paying first installment total amount of $16,104.71 due by December 15, 2017. The motion carried.
New Business
The council began to review the Fiscal Year 2018-2019 Schedule of Meeting Dates. Mayor Hill said she didn’t see anything wrong with it and that typically this has to be done. Clerk Leathers asked if the council only wants the one meeting in January. Mayor Hill said yes, that would be sufficient. Leathers said if you all agree, I need a motion and a second. A motion was made by Commissioner Maupin and a second from Commissioner Tornow. “Yes” votes were Maupin, Meier, Tornow and Mayor Hill. The motion carried.
The council began to discuss the Transfer of Funds from the Public Benefit Fund to the General Fund. Clerk Leathers said the bills are starting to come in for what we needed to do in front of the building to make the entrance safe. Rather than take anything from the General Fund, I’d like to take it from the Public Benefit Fund and that’s precisely what that’s in there for. Leathers said I don’t anticipate having to use the whole thing. I will only transfer as much as I need when that bill comes in. I don’t want it to exceed $4,000.00. I don’t think it’s going to come in for that much. Just to be on the safe side, I need your approval to be able to do that when they come in. Mayor Hill said she needs a motion and a second. Commissioner Tornow made the motion with a second from Commissioner Maupin. Mayor Hill said it does look a lot nicer and safer out front. “Yes” votes were Maupin, Meier, Tornow and Mayor Hill. The motion carried.
The meeting turned to Ordinance NO. O09-17-12-05. An Ordinance Levying Taxes for All Corporate Purposes. Clerk Leathers said hopefully the worksheet that was given to the council made sense. She said it takes days to make sense to me when I’m trying to do it. There’s not going to be any change in the tax levy this year, even though we’re allowed to take 105% of what we got last year. The only change was the amount of the tax money that the General Fund gets. It was a few thousand dollars more than it normally would have been. Everything else pretty much stayed the same. Mayor Hill said that’s good when we can qualify for a tax levy. It avoids having a referendum and such down the road. Leathers said so far so good. We may have to look at, when we do the appropriations, we may have to bump up the Workman’s Comp. and the Liability Insurance amounts. Commissioner Maupin asked if that’s what takes place in May. Leathers said yes. I’ll be sending out things in January for you to be able to look over and take your time doing that. Only $14,000.00 of the taxes goes to the General Fund. Everything else goes into the spoken for funds. That’s what I like to call them so it makes more sense to me. It goes for the audit and all those other things that are untouchable. They’re only used for that purpose. Mayor Hill said we need a motion and a second. A motion was made by Commissioner Meier and a second from Commissioner Maupin. “Yes” votes were Maupin, Meier, Tornow and Mayor Hill. The motion carried.
The council began to discuss approving the cancellation of the December 19, 2017 Regular Meeting of the Tampico Village Council, only having one meeting in the month of December. Mayor Hill said I realize that there’s a lot of programs and events going on this time of year. A lot of times, when it falls this close to Christmas, we’ll have just the one meeting in December. We don’t have a lot going on in December, so if the council agrees we can have just the one meeting in December and come back January 2nd. Commissioner Maupin said he will be on vacation January 2nd but does agree that one meeting in December would be fine. Commissioners Tornow and Meier also agreed. Mayor Hill said I need a motion and a second. Commissioner Tornow made the motion with a second by Commissioner Maupin. “Yes” votes were Maupin, Meier, Tornow and Mayor Hill. The motion carried.

Communications
Clerk Leathers handed out information to the council stating that Mediacom is adjusting their rates again.
Clerk Leathers also passed out to the council the Illinois Municipal Statehouse Briefing for them to read at their leisure.
Commissioner Maupin had one more item to discuss. He said Rob Naples is trying for a third time to run the basketball league on the weekends. He’s not giving up. He’s trying to generate some interest by doing different things. He has registration open and I’ve talked with Utilities Clerk Wetzell and set up some times to block off so we can see if he gets enough teams to run it. Maupin said I believe he wants 8 teams to run the league, but I’m going to try and convince him to try running it even if he gets less then that. It’ll just effect the length of the league for him with how many teams he gets. I’ll see what he ends up with and ask him what we can do to make this happen and help generate interest to get it started. We’ve been close every time, but he just hasn’t got quite enough teams. He’s had registrations and people interested but not enough to fill the league for the way he’d like to run it. Clerk Leathers asked if he’s thought about getting the interest of the people down here to be on teams. Maupin said he puts it out all over his social media. He advised that he’d like to get a league going in Tampico. He has three different areas currently. There’s Tampico, Mt. Carroll and some place close to that. He’ll be running the leagues on Saturdays and Sunday, and it’ll be ran on Saturdays here. Leathers said she thought some of the guys who play ball here would be interested. Maupin said some of the guys I play with do know him and that’s how our paths crossed and this got started. There is an interest and I think there will be quite the draw from the Sterling/Rock Falls area because of the guys who know him there. Mayor Hill said this would be great exposure for our gym rentals. I want to thank Utilities Clerk Wetzell and Assistant Clerk McIntire for doing a fabulous job taking care of the calendar. Mayor Hill said I really appreciate it and it’s a huge load off knowing it’s up to date.
Bills were ordered paid on a motion by Commissioner Maupin with a second by Commissioner Tornow. Mayor Hill asked if there were any questions. “Yes” votes were Maupin, Meier, Tornow and Mayor Hill. The motion carried.
Mayor Hill wished everyone a Merry Christmas and said I’ll see you next year!
The meeting adjourned at 7:19 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, January 2, 2018 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
