REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.
Commissioners Tim Church, Al Wildman and Todd Tornow were present. Commissioner Scott Meier was absent. Police Chief Terry Strike and Assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes. The meeting was also video recorded.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the April 17, 2018 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Hill wanted to address a rumor that’s been heard around town. She said Chief Terry Strike is not retiring.
Mayor Hill then said we are making some progress at the ball diamonds. I keep changing the list. It feels like every time I cross something off I add something else to it. I do have a list if anyone wants to contact me. It’s been put on Around Ptown and it has changed a bit, but if someone can just spend an hour going over and help do something at the ball diamond that would be fantastic too. Rob McIntire has been getting a lot of supplies brought in voluntarily. He was able to get Rock River Lumber & Grain to donate the lyme and the spraying. That was a huge help. We did find a refrigerator for $50.00 that Wendi Ketchum went out and got. We got that part covered, but now it’s just the nuts and bolts and painting and getting the bleachers sealed and the basic stuff to get it up and running. This season is starting soon. The first home game may be May 21st. We’re getting into crunch time now. Rob McIntire and myself were over at the diamonds working again the other day. Any time you see people working out there feel free to help. We usually work Saturday mornings so we don’t eat up the whole day. But if there is an evening you’d rather work just let me know. This makes it good for the kids and makes us look good too. I’d really like to put our best foot forward this year and get our program fired back up.
Commissioner Tim Church said the Water Main project must be up to date because I haven’t heard otherwise. Mayor Hill said the only thing I heard from the State was about the permit. There might be a little glitch in it. Anytime we might disturb a sidewalk we have to put it back in ADA. That might add to it a little bit but they are checking into it. They might be able to adjust things so it wouldn’t affect any of that. Church said I don’t think there’s a whole lot of sidewalks. Mayor Hill said no and it would just be the approach to the road. It’s costly but it’s a drop in the bucket for the size of this project. I don’t see it becoming an issue.
Remarks from Guests
Jim Pozzi from Republic Services was present to speak with the Council. Pozzi said it’s probably been a long time since you’ve seen someone from our company at a Council Meeting. I just wanted to say hi and thank you for your business. We do appreciate the partnership that we’ve had with the Village of Tampico for some time, and hopefully we continue the partnership for many years to come. I do have some business cards to hand out. This way everyone has some information. If you need to contact me for anything I have my cell phone on here, my email and the office phone. If you guys need to get a hold of me, whether it’s some kind of sponsorship you’re looking for, give us the opportunity to weigh in and try to help you out if we can. We’ll certainly try. Mayor Hill said they’re helping with the ball diamond too. They’re bringing down reciprocals for us. I called and it was a yes so I really appreciate that. Pozzi said I haven’t heard anything but please get a hold of me if there are any issues with residential pick up. We really haven’t had that many issues since I’ve been in this position. Mayor Hill said I’ve heard very few complaints. Once in a while there is a guest driver that gets a little confused but you guys have always corrected it right away and we appreciate that. Pozzi said good. A little bit about me, I’ve been in this industry going on 25 years, I’ve been with this company going on 15 years and I’ve been in this position as manager going on 3 years. Prior to that I was the commercial and industrial outside sales rep. This has always been part of my territory. When I started this new position my territory expanded even more. My day started in Naperville and it’s ending in Tampico. And I live in Peru. My territory is big so it’s hard for me to get to Council Meetings, especially when everyone has them on Mondays and Tuesdays. I am available, just get a hold of me to schedule something. I’ll try my hardest to get to another Council Meeting if needed or even a one on one meeting. I’ll rearrange my schedule to get here. Mayor Hill and the Council said we appreciate that. Pozzi asked if there were any questions. There were none. Pozzi said if you’d like me to stick around after the meeting to talk one on one I can do that. The Mayor and Council thanked him but said it wasn’t necessary. Mayor Hill said we have your information if we need to get in touch with you. The Mayor and Council members thanked him for coming and said it was nice meeting you.

New Business
The Council began to discuss a possible donation for the Tampico Food Pantry. Mayor Hill said I’d like to suggest that we donate $100.00 to the Food Pantry to help them out. It helps families out. The Council agreed to that amount. A motion was made by Commissioner Tornow with a second from Commissioner Church. “Yes” votes were Church, Wildman, Tornow and Mayor Hill. The motion carried and $100.00 will be donated to the Tampico Food Pantry.
The next item to discuss was Ordinance NO. O01-18-05-01 an ordinance amending Section 2.24.010 Chapter 2.24 Recreation Board. Mayor Hill said we struggle constantly with keeping enough people on the Board so we have a quorum for when we have our meetings. We did this with the Historic Preservation and reduced the number of required seats, and I’d like to purpose to the Board that we change it from 7 to 5. Even if we’re having struggles filing all 5 seats, we’ll still have the ability to vote. So if I can have a motion and a second or any other suggestions. A motion was made by Commissioner Wildman with a second from Commissioner Tornow. Mayor Hill said right now we have 4 active members. Clerk Leathers said a motion has been made to approve Ordinance NO. O01-18-05-01, and ordinance amending Section 2.24.010 Chapter 2.24 Recreation Board – Establishing a Recreation Board consisting of 5 members appointed by Mayor with consent of Village Council, rather that 7 members. The Mayor and Commissioner of Public Property shall serve as ex officio members of the Board. “Yes” votes were Church, Wildman, Tornow and Mayor Hill. The motion carried.
The meeting turned to a Resolution to Close Route 172, (Main Street), for Tampico Festive Days Activities. Mayor Hill said we have requested that it closes on Saturday and Sunday, but having it open at night since we do have truck traffic with the pipeline and such. We did have to make a change to it. I remembered from last year that our liability insurance had to go up from $1,000,000 to $2,000,000. This will be flexible with our needs, but this will allow us to officially close it for what we need. It’ll keep the large, oversized loads from coming through here during those periods. Commissioner Tornow made a motion with a second from Commissioner Wildman. “Yes” votes were Church, Wildman, Tornow and Mayor Hill. The motion carried.
A motion was made by Commissioner Wildman, with a second from Commissioner Tornow at 7:14 PM, to leave the regular meeting and go into a closed session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Church, Wildman, Tornow and Mayor Hill. The motion carried.
A motion was made by Commissioner Tornow, seconded by Commissioner Church at 7:21 PM, to leave the closed session portion of the meeting and return to the regular open meeting. “Yes” votes were Church, Wildman, Tornow and Mayor Hill. The motion carried.
The Council began to discuss Employee Cost of Living Payroll Increases. Clerk Leathers said a motion has been made to approve a cost of living payroll increase for Jamie McIntire of $1 per hour, Bruce Hill of $1 per hour, Will Lukehart of $1 per hour, Boyd VanDellen $0.50, Brian Oostenryk $0.50 and 3% across the board for Anna Wetzell, Tom Pierce, and Peggy Hadaway. Clerk Leathers and Chief Strike refused a raise since they appreciate having insurance provided for them. A motion was made by Commissioner Wildman with a second from Commissioner Tornow. “Yes” votes were Church, Wildman and Tornow. Mayor Hill abstained her vote. The motion carried.
Communications
Clerk Leathers said the Illinois Municipal League Risk Management Association is not going to be raising their rates for insurance coverage liability or workman’s compensation this year. So that’s a good thing.
Bills were ordered paid on a motion by Commissioner Wildman with a second by Commissioner Tornow. “Yes” votes were Church, Wildman, Tornow and Mayor Hill. The motion carried.
Commissioner Church asked if there was going to be a discussion on a decision about the Kickback requesting their extra hours during Tampico Days. Mayor Hill said that’s a decision I can make, and I did. I talked with Chief Strike and Commissioner Meier and we are extending their hours. Chief Strike said Bonnie Anderson has been notified with the decision. Mayor Hill said thank you for bringing that up. Clerk Leathers reminded Chief Strike that a copy of that decision is needed for the file. Mayor Hill said we discussed the decision immediately and gave her an answer the next day. We set the ordinance up that way in case we were ever in a bind or in between meetings, so they wouldn’t have to wait until the next meeting. That way whoever is the Mayor and Liquor Commissioner can discuss it with the police and no one misses out on an opportunity, such as a wine in the park. They may not know a license is needed. This way they won’t miss out. We set it up that way for that purpose.
The meeting adjourned at 7:26 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, May 15, 2018 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
