REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
May 15, 2018

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.
Commissioners Tim Church and Al Wildman were present. Commissioners Scott Meier and Todd Tornow were absent. Police Chief Terry Strike and Assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes. The meeting was also video recorded.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the May 1, 2018 Regular Meeting were approved as presented.
Minutes of the May 1, 2018 Closed Meeting were approved as presented.
Reports of Village Officials
Mayor Hill said good news, Mediacom is finally going to roll out a new program for our Village at exciting speeds. They’re going to do a switch over on June 12th. They’re having an initial sign up for existing customers on June 5th. Then on June 19th they’re going to come in here with all their star spangled glory in the gym to show tivo and everything else. They’re going to set up big screens and setting up a sign up and switch over. One thing they did warn me, that if you are an existing customer with another provider, don’t go trying to switch now because it’s going to be a switch and save and also a free sign up as a kick off. They’re going to have one day only huge discounts for new sign ups. It’ll be worth coming in and checking it out. If you can’t be here at all, you might be able to do it online. I’m not totally sure about that. They are sending out letters to the community. First to the existing customers, then the second round of letters will go out to everyone else. Utilities Clerk Anna Wetzell has been working with them too to make sure that all the residents are getting the letters. If you don’t get one make sure that Mediacom can verify addresses. They have to have a definite address in order to sign you up. Since we’re mostly PO Box here it can get a little confusing.
Mayor Hill then said we have a new sheet on the few things we have left for the work over at the ball diamonds. The guys have made incredible progress. We do need some more handymen and a couple of more things done, but it’s looking good. If anyone can donate time to paint or build a bulletin board, that would be fantastic. The guys have the fields pretty well scheduled on how they’ll be doing things. We’re checking things off the list pretty good. We had two pages of things to do and now we’re down to less then one.

Unfinished Business
The Council began to discuss updates with the Water Main Replacement Project. Commissioner Church said we had a meeting today and everything looks good. We received our grant for $1 million. We talked at the meeting about the rest of it and I think we have to borrow $1.5 million. We’ll get 40 years to pay it back. There’s a lot of work to be done. We have a couple of easements to check in to and stuff like that, but everything is looking good. Mayor Hill said we received the maximum amount for that grant so we’re really fortunate. Commissioner Church, myself, Lorali Heintzelman from USDA, Matt Hansen from Willett & Hoffman and our attorney William Shirk also are overseeing this and playing a roll in finishing this to roll out. Like Church said, it’s not an easy why don’t you do something. Commissioner Wildman said anytime you deal with the government you’ll have a lot of paperwork. Church said it’s a good thing we have the help that we have, that’s all I have to say. Mayor Hill said and I appreciate Church representing the Council along with me because it is a lot to take on. He’s been fabulous at stepping up and taking over where Maupin left off. I appreciate that very much.
New Business
The Council began to review the 2017 CCR Report. Clerk Leathers said I just wanted you all to have a copy of the report so you know that’s what will be submitted to the Prophetstown Echo for them to publish before we send it on to the State.
Next there was a Mayoral Proclamation for the American Cancer Society Relay for Life. Mayor Hill said we typically do a proclamation each year to sponsor this event. It’s a family oriented team event for the American Cancer Association. The Village proclaimed June 2, 2018 as American Cancer Society Relay for Life Day in our Village of Tampico located in Whiteside County.
Communications
Clerk Leathers said I just had the Mediacom letter that we discussed. Mayor Hill said the Village will get a copy of the other letter as well that’ll be going out to the Village residents as soon as it’s drafted.
Bills were ordered paid on a motion by Commissioner Wildman with a second by Commissioner Church. “Yes” votes were Church, Wildman and Mayor Hill. The motion carried.
Mayor Hill said myself and Commissioner Church would also like to add that once we get the easements cleared for the Water Main Project, they’re going to try and get their bids as soon as possible. But we have to have that cleared and sign offs on that. After that, we’re ready to roll. The sooner the better.
The meeting adjourned at 7:14 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, June 5, 2018 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
