REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

September 18, 2018

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioner Scott Meier was present. Commissioners Tim Church, Al Wildman and Todd Tornow were absent. Police Chief Terry Strike and Assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes. The meeting was also video recorded.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the September 4, 2018 Regular Meeting could not be approved at this time. It will be tabled and added to the agenda for the next meeting.

Reports of Village Officials
Mayor Hill thanked Dan Eyrich with Around Ptown for posting about the upcoming trivia night. There are also posters up front of Village Hall and around the Village. People are starting to get signed up. The location has been moved to the Kickback Saloon because it’ll be much easier that way to work with the liquor license and all that. We will be serving chili and hot dogs along with concession type foods. Anyone who wants to donate baskets or even a gift certificate, it’ll go to a good cause. We’ll be having door prizes and/or gift baskets.

Mayor Hill also mentioned that Bruce Hill and Superintendent Tom Pierce are going around changing out water meters that haven’t been changed out yet or are not reading properly. It’s kind of sad and disturbing to me that they’re coming across meters that have been vandalized. There’s parts missing and wires have been pulled out. Not only is it disrespectful to us as a utility but it’s wrong. It’s theft because it’s not reading correctly. We know there are accidents but if you’re doing it on purpose it’ll be at your cost when we come to replace them from now on. Not that we can always prove it, but some of them were completely missing pieces that should have been reported. This is discouraging to me. And they’re doing this so they don’t have to pay any overages. The new readers that are being put in allow them to be read from outside as they drive by. It’s some of the older ones that have been vandalized. So I’d like to put it out there that we are aware of it.

Unfinished Business
Mayor Hill said the Water Main Replacement Project is going well. We have all the easements now but one. Clerk Kathy Leathers said the last easement is a construction easement. It doesn’t have anything to do with where the water mains are going. It’s just if we get dirt on that property, it’s an agreement to fix it back the way it was before we went through. Lorelei from the USDA will be here Thursday. We’re going to start going through the process of things that need to be done through my office before they can get going on the project itself.

New Business
Mayor Hill said speaking of Lorelei and skipping to the new business, she asked Leathers to speak with her about the bond council that needs to be put in place. A special meeting might be needed to vote on that to get it done. It shouldn’t be a rush and we should be able to do it at the next meeting. Leathers asked to approve hiring the bond council? Mayor Hill said yes, to discuss and approve bond council for the water main replacement project.

Mayor Hill then said we can’t vote on the John Deere tractor. Eventually I would like to see us purchase it once there’s a complete check of all the hydraulics and lines and everything else. We do have the money for it right now and we do need it. Later on money might be getting tighter as time goes by. Rather than leasing another new one at a higher rate, we could get this one. But we have to table that until the next meeting.

Building Permits issued by Zoning Administrator, Ron Kuepker, were: 305 N. Lincoln – New Roof.

Communications
Clerk Leathers said beginning today, nomination petitions for the office of Mayor and for Commissioners can be taken from my office. Mayor Hill said herself, Commissioners Meier and Tornow are the only originals left.

Bills could not be presented at this time and will be tabled for the next meeting.

Mayor Hill asked if anyone had anything else. There was none. Mayor Hill apologized for not being able to get the Council together to have a full meeting. It’s not a common thing.

The meeting adjourned at 7:09 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, October 2, 2018 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
