REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
October 2, 2018

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.
Commissioners Tim Church, Al Wildman and Scott Meier were present. Commissioner Todd Tornow was absent. Police Chief Terry Strike and Assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes. The meeting was also video recorded.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the September 4, 2018 Regular Meeting were approved as presented. Mayor Hill said I did call the meeting to order just to show that we could not act on anything. Just for the record.

Reports of Village Officials
Mayor Hill said our Trivia Night for the Recreation Board, we’re still looking for some more teams. We’re currently on the bubble if we’re going to proceed with it or not. We need to get enough teams together to make it worth our time. We put announcements out about it again hoping to get enough together, because it is a fun fundraiser for our Recreation Board. We’re going to have to know by this weekend. Dan Eyrich put it back out there and I’m going to get a hold of Dana Fellows to see if he’ll put it back out there again. We’re trying to get more word out on it.
Mayor Hill said we are taking down trees by the Catholic cemetery. Bruce Hill took down what he could reach, then Gene Ryan is going to come in and take the rest of them down. They were really bad and very dead. We don’t want anyone’s tombstones being harmed. Bruce has also been trimming up around town. Craig Woodley was nice enough to let him use his lift. That’s been helping a lot so we don’t have to pay out as much for all of it.

Unfinished Business
Mayor Hill began to discuss the current updates with the Water Main Replacement Project. I met with Matt Hansen and they still didn’t have the easement for the properties down on South Main street as a recorded easement. We found the Forwards one and that was recorded properly, but we’re still missing Sages. The Sages do have the paperwork and they said they’re going to sign. Once that’s done we should be completely done. Commissioner Church asked Sages? Mayor Hill said Art and Lydia Sage. It runs right beside their house or beside their garage. If you look at the manhole down there it goes straight back from there. Church asked and that goes on behind your home? Mayor Hill said yes. We’ll finally have that recorded properly so we can proceed. Church said and start the bids. Mayor Hill said yes. There are other things Lorelei has to do first but we’ll be moving in the right direction. It should all be finalized this week then we’ll be good to go.
Next on the Agenda for discussion was the possible approval of Hiring Bond Council for the Water Main Replacement Project. Clerk Leathers said Village Attorney William Shirk has suggested that we hire Evens, Froehlich, Beth and Chamley Law Firm as bond council. This is something they do on a regular basis so it’s just normal for them. We really need that to move forward with the bond issues that we’re going to be working with. This way we have someone that is at the top of their game and there will be no questions. Mayor Hill said we’ll know everything is being filed properly. We’ll need a motion and a second on that. A motion was made by Commissioner Meier with a second from Commissioner Church to approve hiring Evans, Froehlich, Beth and Chamley Law Firm as Bond Council for the Water Main Replacement Project. “Yes” votes were Church, Wildman, Meier and Mayor Hill. The motion carried.
The discussion turned to the possible approval for a Purchase Option for the Leased John Deere Backhoe. Mayor Hill said both Bruce Hill and Superintendent Tom Pierce have both told me that they think this would be our best option, and our most affordable option at this point, to go ahead and purchase the backhoe that we’ve been using as long as we get a checkup on it. We’ve had no issues with it at all. It’s probably our best option right now. Commissioner Meier said it would be our best option because there’s no wear and tear on it. Mayor Hill said yes, it’s been well taken care of. It would cost us more to lease another one. Clerk Leathers said and you never know if you’re buying someone else troubles. Meier said you can’t find a nice used one for that. The Council and Mayor Hill agreed. Mayor Hill said this one is in good shape. If we all agree I need a motion and a second to purchase the backhoe. With all our projects going on it’s nice to have our own backhoe, and it helps a lot in the winter too. A motion was made by Commissioner Wildman with a second from Commissioner Meier to approve the end of lease purchase of the 2012 John Deere Backhoe/Loader at the amount of $25,100. “Yes” votes were Church, Wildman, Meier and Mayor Hill. The motion carried.
New Business
The meeting turned to setting the Halloween Trick or Treating hours for the Village. Clerk Leathers said usually we do it the day of Halloween and it’s usually from 4:30pm to 7:00pm. Mayor Hill said Halloween falls on a Wednesday this year. I just assume we do it on the actual day. The Council agreed. Mayor Hill said ok then we’ll set it on Wednesday, October 31st 4:30pm to 7:00pm. Those hours have worked out well for everyone.
There were no Building Permits to approve at this time.
Communications
Mayor Hill said we have Blackhawk Hills Regional Council, their fall summit on October 19th if anyone wishes to attend. I have gone to them but I have another meeting that same day with Whiteside County Enterprise Zone. I don’t think I’ll be able to make both those meetings. The registration for Blackhawk Hills is at 8:30am and is from 9:00am to 12:30pm. The cost is $30. They do put on a good production with a lot of good information.
Mayor Hill said Chief Terry Strike is also possibly going to the Pipeline Safety again this year.
Bills from the September 18, 2018 Regular Meeting were ordered paid on a motion by Commissioner Church with a second by Commissioner Wildman. “Yes” votes were Church, Wildman, Meier and Mayor Hill. The motion carried.

Mayor Hill wanted to remind everyone to be careful with their burning. Maintain your fires and make sure they aren’t smoldering and smoking your neighbors out. Please be respectful. We do have the dump available outside of town.
The meeting adjourned at 7:11 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, October 16, 2018 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
