Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.
Commissioners Tim Church, Al Wildman, Scott Meier and Todd Tornow were present. Assistant Clerk Jamie McIntire was also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes. The meeting was also video recorded.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the October 16, 2018 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Hill said I thought it was really nice that Chief Strike and Officer Lukehart bought candy themselves and drove around town with their lights on passing it out to trick or treaters on Halloween. I thought that was very nice that they would do that on their own.
Mayor Hill then said the Recreation Board hasn’t met yet to close out the ball diamonds. Last time we spoke there was still 2 more games to be played, but we will be closing the ball diamonds out soon. We’ll also get everything cleaned out of the concession stand and get the pump pulled out and get everything winterized. I’ll try to let everyone know when we do this so we can hopefully get some help with it.
Remarks from Guests
Jim Pozzi with Republic Services was present to speak with the council. Pozzi thanked everyone for letting him come back to speak again. Last time I was here I spoke with you about the upcoming contract and I also gave you some information on what we would like to do as far as continuing our partnership with the Village. I also introduced some information about the carts and recycling. Tonight I have a little bit more information for you. I have some actual numbers with a few options for you to look at. We hope that you do decide to continue your partnership with us. We’d really like that. It’s been a good relationship and we’ve provided good service. We’ve been there for you whenever you’ve needed us. We’ll be here for you in the future as well. If you ever need anything, just ask. If we can provide it we’ll do whatever we can to do so. Pozzi then passed out an informational packet to the council. Pozzi said some of the information in it is what we talked about at the last meeting as far as the carts and some of the information about our business. The first few pages go over what we spoke about at the last meeting. If you turn to page 6, that is option 1. What we’re purposing is a 5 year extension with the Village. We’ll still provide weekly pick up of trash. We’ll still provide weekly pick up of recycling. The residents will still provide their own containers for trash. We’ll still provide the 18 gallon bins for recycling. We’ll still provide the 1 bulk item per pick up. We’ll still provide the commercial containers for trash removal at the Reagan Community Center, the baseball diamonds and the sewage plant and also the 65 gallon recycling carts at the Village Hall and the ball diamond. This option 1 proposal is your current service staying the same. On page 7 we’ve broken it down into prices for that current option. We broke it down by trash and recycling because of the new language in the contracts with the recycling processing charge, which I spoke on at the last meeting. If recycling continues to go down and the market doesn’t rebound, the Village can completely opt out of recycling. If that happens, the recycling fee will go away and the recycling processing charge will go away.
We’ll no longer pick up recycling and there will only be the one truck to just pick up garbage. Depending on how long you want to extend the contract for, the Village can always opt back in at that renewal time. Mayor Hill asked can we go 2 years instead or 5, or ever 3 years? Pozzi said you can choose different years, but the pricing will be different. The longer the term, the lower the cost. Option 2 is on page 9. We’re offering a 10 year extension. We’ll still provide the weekly trash pick up. We’ll provide every other week recycling pick up. Each home will be receiving (1) 95 gallon cart for trash and (1) 95 gallon cart for recycling. We’ll still be picking up that 1 bulk item. We’re still going to provide the commercial service at the Reagan Center, baseball diamond, Village Hall. All of that will stay the same. The good thing about the carts in this option, as long as you’re a Republic Service customer, your residents will no longer have to pay for a garbage can or a recycling bin. If the cart breaks or gets stolen, we’ll replace it. Mayor Hill said we do have some elderly and families that don’t even use a can. They just set their bags out so that’s not really an issue. The problem is that we have a lot of people in town that can’t afford the bill now. I’d hate to put even more pressure on them. This is something we’ll have to discuss as a group. It is a concern for me. I’d hate to see it 10 years from now going up to $20 per household. Pozzi said this is the same program we just rolled out in Walnut. They were the same as Tampico. They absolutely love the new carts. Mayor Hill said it is nice but like I said, we have several people that can’t pay their bill now. So that’s just my main concern. I don’t want to tell them that they have to pay this much more, but you’ll be getting a shiny new garbage can. Pozzi said every community has those people and it is unfortunate. It boils down to what you guys want to do for the future of your community. The carts are a fantastic way to go. They do clean up the community. You don’t have to worry about the litter blowing around or animals getting in the garbage. We do provide smaller carts for senior citizens. We try to make it easy and user friendly for everyone in the community. Every hauler that’s looking to stay in business is going automated. This should help with work injuries. Mayor Hill said I understand that the equipment is getting more complex but if you don’t have a guy getting out and getting the cans, so it’s more time and cost efficient on your part and then we’ll be paying more for that. Pozzi said that’s reflected in the rate as well. Mayor Hill said some what. Pozzi said we still have to put out the capital for the carts. Mayor Hill said right, and everyone knows garbage cans aren’t cheap. Pozzi said the good thing about automation is if you like your driver, chances are he’ll stay your driver because the risk of injury falls dramatically. Mayor Hill said we lost our really good driver because he was promoted. In all fairness we’re going to have to discuss all this and get bids from other agencies also. Pozzi said we’re hoping instead of you guys putting an RFP out and taking your chances with another company, you’ll take into consideration the good service we’ve provided. Mayor Hill said you’ve done great, that’s not the point. We have to allow other bids to come in so we can at least review them. We have to for our public. Pozzi said that’s your decision. Mayor Hill said you’ve done great and we haven’t had any complaints. You’ve always come right back to town whenever we’ve had any problems. Pozzi said we hope our past service reflects for future consideration. Mayor Hill said it’ll be something we’ll have to put on our Agenda to discuss how we’d like to approach it. Thank you for laying out everything so nicely. Pozzi said we don’t want to end our relationship with Tampico. Mayor Hill said being public officials, we have to ask. It’s our responsibility because we represent everyone in the town. This very well could be the best possible deal for us. But we have to be accountable. We’ve always allowed other bids in the past but we have stayed with you. If we have any questions we’ll definitely call you. Pozzi said if you do entertain another bid, we would like the chance to make you a final offer rather than ending the relationship. Mayor Hill said we’re open to that, definitely. Pozzi said to feel free to call with any questions. Commissioner Church asked when is our contract up? Mayor Hill said June of next year. Pozzi said it’s always a good idea to start talking early. Mayor Hill said yes, absolutely. Pozzi said and remember that if you do choose the cart option, and you choose it before the contract is up, we will roll out those carts early and not charge until the new contract starts. That way residents and take advantage of the increase in service. We’ve done it for other communities so I don’t see why we wouldn’t do it for you. Mayor Hill said ok, we appreciate it. Pozzi said thank you for your time.
Unfinished Business
Commissioner Church began to discuss updates with the Water Main Replacement Project. Church said everything is going good. All of the easements have been sent in. We just have to pass this ordinance that we’re about to discuss. This ordinance we need to pass needs to say that the easements we just all got are
for water and sewer both. Not just one or the other. Once we take care of that I think we can put it out for bid soon, right Kathy? Clerk Leathers said they would like to before Christmas. Mayor Hill said and that’s thanks to you guys for working so hard to get the easements cleared. Church said it’s looking good.
New Business
The meeting turned to Ordinance NO.04-18-11-06. An Ordinance Amending Chapter 13.20 of the Tampico Municipal Code Entitled “General Provisions”. Mayor Hill said this was what Commissioner Church was speaking about. Clerk Leathers said the attorney has been working side by side with us through all of these items. As a part of the information he needs to submit to Rural Development, an ordinance needs to specify that our right-of-way are allowed per use of the combined water works and sewer system. Our current ordinance is sufficient but it’s not as specific as it needs to be. So that’s what we’re doing now. We’re making sure that it’s a bit more specific as to the right-of-way we’ll need. A motion to pass the ordinance was made by Commissioner Church with a second from Commissioner Tornow. “Yes” votes were Church, Wildman, Meier, Tornow and Mayor Hill. The motion carried.
Building Permits issued by Zoning Administrator, Ron Kuepker, were: 305 N. Joy Street – New Roof.
Communications
There was none at this time.
Bills were ordered paid on a motion by Commissioner Wildman with a second by Commissioner Meier. “Yes” votes were Church, Wildman, Meier, Tornow and Mayor Hill. The motion carried.
The meeting adjourned at 7:22 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, November 20, 2018 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
