REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Ryan DeBrock and Tammy Kendell were present. Police Officer Will Lukehart and assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the May 7, 2019 Regular Meeting were approved as presented.

Newly appointed Commissioner Al Wildman took his seat at the Council table and Village Clerk Kathy Leathers administered the oath of office.

Reports of Village Officials
Mayor Hill reported the next Tampico Festive Days Meeting will be June 5th at 6pm at the RCC. This meeting is for anyone interested in volunteering their time during that weekend. Mayor Hill said it’s going great and we have already raised a lot of funds.

Mayor Hill then reported the Day Care had a meeting last week. The Tiger Cubbies summer care will run June 3rd through August 9th. They will also be having a open house on May 22nd. Mayor Hill said the Director of the day care reported that they’ll be having a garage sale to eliminate items no longer used by the day care and raise funds for the program. They currently have 10 children signed up for this year already, which is the amount they had last year. Mayor Hill said this is a great program for the kids in our community.

Clerk Leathers advised that the Village no longer has to approve a Prevailing Wage Ordinance. That will now be left up to the Contractors to take care of. They’ll have to certify their payroll with the State to make sure they are paying prevailing wage.

Leathers then reported that the State of Illinois is considering approving recreational use of marijuana. At a Municipal level, the Village will have several things to consider such as deciding to ban all retail establishments and changing the ordinance the Village currently has that prohibits marijuana use. Leathers said the Village’s attorney will have input on what to do when that time comes. Mayor Hill said I would like to see it handled the same way we handle our liquor licenses so those people would have to report to the Council. Leathers said it’s just something for the Council to think about until it’s passed and Mr. Shirk will help advise us on how to handle it.

Remarks from Guests
Village resident Mary Jo Sigel was present to speak about the Village’s burning ordinance. Sigel said that she hopes the Council will take into consideration the people who work if they do decide to change the times allowed for burning. Mayor Hill said she agrees. There is a lot to consider with that ordinance. People need to make sure to follow the current ordinance and watch the weather and be respectful of their neighbors. Mayor Hill said something does need to be done when it comes to holidays and smoldering fires.

The Council plans to review the burning ordinance with Officer Lukehart and adjust it where needed.

Sigel then asked about the updates with the Village’s garbage pick up. Sigel asked is every household receiving one trash cart? Mayor Hill said yes. If that doesn’t seem like enough after the first few weeks, you may pay for another at $3.25 per month. Sigel asked what if you have just an extra bag every so often. Mayor Hill said that’s ok if it’s not a constant occurrence. Stickers for extra trash bags will be available once the Council discusses how to go forward with that option. One bulk item per week is still accepted. Also, all box springs and mattresses must be completely wrapped in plastic before set out for pick up or they will not be taken. That’s for the safety of the drivers and they’re families.

Unfinished Business
The Council began discussing updates with the Water Main Replacement Project. Commissioner Coleman said he talked to Engineer Matt Hansen today. The project plan report should be done by the end of the week. It will be set up to have Hansen at the next Village meeting to explain where the project is currently at and to take any questions on the matter. Mayor Hill advised that because of the weather and other jobs, the project date did have to be pushed back.

New Business
Next on the Agenda is the Mayoral Proclamation “American Cancer Society Relay For Life”. Mayor Hill said we do this every year. It’s a great program and I would like to see everyone support it. This 24th Annual Relay for Life will take place June 8, 2019 at Westwood Sports Complex in Sterling at 5:00pm.

Next the Council began to review the 2018 CCR Report. Clerk Leathers said this is done on a yearly basis. It comes from the IEPA. It gives us the rundown on our Village’s water supply and it’s quality. It will be published in the Prophetstown Echo or there are also copies available in the Village Hall office.

The Council began to discuss closing the IEPA checking and savings accounts and moving the remaining funds to the Infrastructure Loan checking account. Clerk Leathers advised that earlier this year, the IEPA construction loan for the sewer plant was paid off. At that time, savings accounts paid higher interest then what the checking accounts did, where now they’re about the same. Leathers said I’d like to close those two special accounts and transfer the money into the new Infrastructure loan that we’re paying on now. A motion to close the accounts and transfer the remaining funds was made by Commissioner Coleman, second by Commissioner Kendell. “Yes” votes were Coleman, Wildman, DeBrock, Kendall and Mayor Hill. The motion carried.

There were no Building Permits issued at this time.

Communications
All information was discussed during Reports of Village Officials.

Bills were ordered paid on a motion by Commissioner Kendell with a second by Commissioner DeBrock. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

Commissioner DeBrock asked if everything went well with the E-Recycling? Mayor Hill said yes, it went very smoothly. Thanks to everyone who helped and the Men’s Club for volunteering their time. Commissioner Coleman said Larry Wetzell loaned us his trailer to get everything over to Prophetstown. Mayor Hill said it was nice to see everyone come together and help with that project. Tampico is a sub-station for the pick up points which are Prophetstown, Rock Falls and Morrison. It’s working out well and Mayor Hill said I appreciate the County’s effort in getting this resolved so quickly. Village Hall will continue to take items for the E-Recycling.

Resident Mary Jo Sigel asked but there will be no more recycling? Mayor Hill said no, and no one needs to turn in their recycling bins. The company does not need them back so you may do what you want with them. Mayor Hill said it’s unfortunate but it was going to cost the residents of the Village too much to continue with recycling at this time.

The meeting adjourned at 7:19 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, June 4, 2019 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
