REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
July 16, 2019

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Al Wildman, Ryan DeBrock and Tammy Kendell were present. Police Chief Terry Strike Police Officer Will Lukehart and assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the July 2, 2019 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Hill reported Village resident, Alyse Church, contacted me to ask if she could paint the picnic tables at Booth Park. Alyse and her kids bought the paint and painted all the picnic tables to cover the graffiti. I told her to bring in her receipts so we can reimburse her for it. Mayor Hill said I really appreciate them stepping up to do that.
Mayor Hill said also, Mary Lou Haney called me to advise that Art Tillman volunteered his time last weekend to help clean up at Reagan Park. Mayor Hill said I would like to reimburse him for the gas he bought to do that. When the parks were renovated, it was a volunteer-based group that continued to maintain them. That group is getting a little older and could use some more help maintaining the park. It’s great and very much appreciated when people step up to help.
Mayor Hill advised that ComEd has preventative measures going on currently. They will be coming to trim around some of the lines here in town within the next year. We are on the rotation for that. They also told people to be aware of cooling stations during the extreme heat. Mayor Hill said in the past, Bonnie Anderson has offered the Kickback Saloon as a place for people to come in and cool off when it’s been so hot.
Mayor Hill advised that the dumpster for the flood victims is now out at the sewer plant. It is open during the day but will be locked up at night. If the latch is locked and a flood victim needs to use the dumpster, contact one of us with Village Hall or an officer to get the key to unlock it. There were too many using it for their day to day garbage when it was only meant for those flood victims to use. Commissioner Coleman asked how are we getting the word out to let people know it’s there? Mayor Hill said we’re advising people now and letting them know word of mouth. If any of our officers, see things on the curb they can also advise those people where they can take their flood damaged items to.
Mayor Hill reported that preparation for the Tampico Festival is going great. We are still in need of volunteers for many of the things going on during that weekend. Mayor Hill said you can contact Village Hall, myself or Carlene Butts. Carlene is in charge of the volunteers, but we can pass information to her. Set up will be starting within the next couple days.
Mayor Hill also advised that there will be emergency repair beginning South of town, so that road will be closed. We do want to get the word out that Tampico is open for business. Mayor Hill said the true work for the emergency repair won’t be finished until the year 2021. It will be posted on the Tampico Festival Facebook page that the road is open to Tampico. There will also be a message board posted and a couple
more signs showing that the road is open to Tampico. This work South of town is said to continue through August 5th.
Mayor Hill advised that the Mud Volleyball scheduled for Saturday has been canceled for this year. It should still be a fabulous weekend. There’s a lot of interest, we just need that help from volunteers. It will be greatly appreciated.
Commissioner Kendell asked if anyone has heard any updates from Willett Hofmann? Mayor Hill said not for a few weeks. We had better reach out to them for an update on the project. The water table is still high and we’re still pumping. They did shut it off for a while to test it.
Remarks from Guests
It was asked if the movie for this weekend will be located at the ball diamond. Mayor Hill said yes. The fireworks and all the family activities for Friday night will be located at the ball diamond.
It was asked if the pump out front of the Community Building will be moved for this weekend. Mayor Hill said it benefits our residents to have that pump left there and working until it’s no longer needed. Hopefully we can move it soon but only time will tell. Mayor Hill said I know it’s inconvenient but hopefully we’re moving forward with it now.
Unfinished Business
There was no Unfinished Business to report at this time.
New Business
The Council began to discuss Resolution NO. R01-19-07-16 Confidentiality or Release of Closed Meeting Minutes from January 1, 2019 to June 30, 2019. The Council reviewed the Closed Minutes. A motion to keep them confidential was made by Commissioner Wildman, second by Commissioner Kendell. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
The Council began to discuss hiring for seasonal mowing help. Mayor Hill said we did have someone put an application in but they never got back to me. We could use more help on an as need basis so we’ll keep this on the Agenda until we hopefully find someone. We did get behind due to all the rain. If anyone knows anyone interested, please have them bring an application in to Village Hall. As we get closer to fall, our younger gentleman that we hired will become active with school and sports. We don’t want to fall too far behind and have to catch up this spring. Commissioner Coleman asked if we’re to let people know by word of mouth? Mayor Hill said yes, and make sure they understand that they will be getting off the mower to pick up trash and sticks and to weed eat. It’s not just mowing but general maintenance.
There were no Building Permits issued at this time.
Communications
Mayor Hill reported that I received an email from ComEd a few weeks ago when there were massive outages, and they will bring in trailers and charging stations. Especially during the extreme temperatures. They do their best to work with communities.
Bills were ordered paid on a motion by Commissioner DeBrock with a second by Commissioner Coleman. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
Mayor Hill said she hopes everyone has a good weekend and that the revised Tampico Festival goes well. Some of the people working on it are new so please be patient. There will be a meeting after to recap on everything.
The meeting adjourned at 7:17 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, August 6, 2019 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
