REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

October 1, 2019

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Al Wildman, Ryan DeBrock and Tammy Kendell were present. Police Chief Terry Strike, Officer Will Lukehart and assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the September 17, 2019 Regular Meeting were approved as presented.

Commissioner Kendell motioned, Commissioner DeBrock seconded to approve a fence permit for Hunter Pearson, 201 N. Lincoln Street.”Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

Reports of Village Officials
Mayor Hill asked if the Zoning Board has met yet to discuss the Cannabis Regulation. Clerk Leathers said Village attorney, Shirk, is putting together an outline for all his communities to follow. Mayor Hill said ok, I just think it’s best for the Zoning Board to review it first then brings their findings to the table.

Mayor Hill thanked the high school kids, that were led by Sherry Coleman, on doing a terrific job around town for their In Service Day. There were approximately 30 kids and they did a really nice job. It’s greatly appreciated that they thought of us and helped us.

Commissioner Coleman said he spoke with Brian Strike and he said that we can get all our recycled electronics over to Prophetstown by October 19th. Mayor Hill said we can try to get it to him that weekend before if it’s ok with him. Coleman said I also spoke with Larry Wetzell and he said he would let us use his trailer again to haul the electronics to Prophetstown, but he would like to be compensated for his gas. Mayor Hill said absolutely. It’s only fair and it’s a good service for the community. For the use of his truck and trailer I think $50.00 would be fair. The Council agreed that would be a fair amount. Mayor Hill said we’ll need to find volunteers to be here on the 12th to help load the electronics. We should ask the Mens Club if they can help out again because that went really well the last time. The Council and Officers can also help if able. Mayor Hill asked Coleman to double check with Strike to make sure the 12th will work for the drop off date.

Unfinished Business
Mayor Hill reported that the Water Main Replacement Project is still going well. There have been no more issues reported and they’re making a lot of progress. They’ll continue working until the ground freezes.

Next, the Council began to discuss approving Payment Request No. 2 to Miller Trucking and Excavating and also to Willett, Hoffman & Associates, Inc. A motion was made by Commissioner Coleman, seconded by Commissioner Wildman, to approve a payment in the amount of $160,070.63 to Miller Trucking & Excavating. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
A motion was then made by Commissioner DeBrock, seconded by Commissioner Kendell, to approve a payment in the amount of $18,867.48 to Willett, Hoffman & Associates, Inc. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

Mayor Hill advised that I’ll be meeting with FEMA tomorrow. We did get approved to receive funding. At this time I’m not sure if the residents will be receiving anything, but the community it getting help with the dumpsters and things like that. I’ll be finding out more tomorrow at the meeting. Mayor Hill said this is fantastic and worth the work. Thank you to the ladies in the office and to everyone who pitched in. I hope to have more information for you at the next meeting.

New Business
The Council began to discuss Halloween Hours for the Village of Tampico. Per usual, the hours for trick or treating for the Village of Tampico are 4:30pm to 7:00pm on Thursday, October 31st.
Officer Lukehart asked if the Village could donate $50.00 to the police department, which they’ll match, to drive around in the squad car and pass candy out to the trick or treaters. This was done last year and went over really well. Mayor Hill said absolutely and the Council agreed. Lukehart said he’ll also be decorating the squad car to be Halloween themed. Mayor Hill said the Village can also donate for the decorations because that’s something you can reuse and it’s great for the community.

There were no Building Permits to approve at this time.

Communications
Mayor Hill said ComEd has been working around town. The lights they’ve fixed around the park looks really nice. The grid is also coming this way to get LED’s for all our lights around town. There hasn’t been an update lately but it is coming this way. The smart meters have also been nice.

Bills were ordered paid on a motion by Commissioner Kendell with a second by Commissioner DeBrock. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

The meeting adjourned at 7:14 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, October 15, 2019 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
