REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
October 15, 2019

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Al Wildman, Ryan DeBrock and Tammy Kendell were present. Police Chief Terry Strike Officer Will Lukehart and assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the October 1, 2019 Regular Meeting were approved as presented.
On a motion made by Commissioner Kendell, second by Commissioner Coleman, a Class E Liquor License was approved for Casey’s Retail Company, DBA Casey’s General Store #1304, 201 S. Main St., from November 1, 2019 to April 30, 2020 for a fee of $600.00. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried. The $600.00 fee was paid.
On a motion made by Commissioner DeBrock, second by Commissioner Kendell, a Class A Liquor License was approved for Kickback Saloon, (Bonnie Anderson), 102 N. Main St., from November 1, 2019 to April 30, 2020 for a fee of $400.00. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried. The $400.00 fee was paid.
On a motion made by Commissioner Kendell, second by Commissioner Wildman, a Class A Liquor License was approved for the Break Room Pub n Grub, LLC, (Jared and Shayann Strader), 122 S. Main St., from November 1, 2019 to April 30, 2020 for a fee of $400.00. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried. The $400.00 fee was paid.
Reports of Village Officials
Mayor Hill reported on the damage that occurred around town this past weekend. I’m very proud of our town rallying together. We’ve had several people step up to help and volunteer to clean up. Anyone wanting to help can be here at Village Hall Saturday morning at 8:00 am. Mayor Hill advised that the good news is that the case is moving forward. Officer Lukehart said we did receive a confession so now we’ll be able to move forward. Mayor Hill said those involved are juveniles so we can’t discuss it further. Mayor Hill suggested leaving opinions off of social media about having the guilty out cleaning this weekend. Let’s as a community help as much as we can this weekend, because there will be plenty more to take care of come this spring. Casey’s General Store is donating donuts to the volunteers. We’ll also have coffee available and there will be graffiti cleaner. We could use pressure washers, make sure to bring gloves, buckets and whatever cleaning materials you can donate to help. Jared Strader said the Break Room Pub n Grub will donate lunch to those who help volunteer Saturday morning. Mayor Hill said that’s very nice. We also have plenty of cleaning rags for everyone. Whoever can volunteer their time, lets pull together and get it cleaned up. Meet at Village Hall Saturday morning at 8:00 am. Once all the volunteers are here we’ll see how many we have and disburse from there. We’ll also have water and Gatorade at the ball park concession stand for all the volunteers. Mayor Hill said again, I’m very proud of our town for pulling together. We don’t just sit and take it. We gather together and re-beautify. Thank you to everyone for their patience.
Village resident Bonnie Anderson asked if the vandalizers will be there to help clean? Mayor Hill said due to their age, we can’t do anything like that right now. They will be be doing community service hours most likely in the future. I understand wanting them there to help, but we have to follow protocol. It’s frustrating but at least we did get the confession so we can move forward.
Commissioner Coleman said he spoke with both Superintendent Pierce and Miller Construction and they said the construction for the Water Main Replacement Project under the highway that occurred in front of the Kickback Saloon and by the Fire and Ambulance building are complete. Also, the Grade School is all hooked up. They’re going to try and hook up the homes on the East side where they’ve been working and then take care of the West side in the spring. The ally where they’re working now is causing a little trouble for them because of how old the pipes are. Mayor Hill said they’re finding things that weren’t on the locate. Coleman said they might attempt to do some blacktopping before winter but Pierce didn’t think it looked like that will be able to happen. They have been doing a great job. Mayor Hill asked everyone to bear with us this winter with plowing.
Coleman then advised that he spoke with Larry Wetzell and he will be donating his equipment this Saturday for the E-Recycling. We do need to find a way to get the boxes here that the electronics need to go in. Officer Strike volunteered to bring them over. Mayor Hill said we could also use some volunteers to help with the E-Recycling as well. Coleman said he plans to contact Larry Specht to see if the Mens Club can help again because that worked out well last time. It doesn’t take long but it’s heavy work for any young volunteers willing to help. The E-Recycling will take place Saturday morning at 8:30am.
Commissioner Kendell asked about the RV parked on the property located on South Lincoln. How long can people live in an RV like that? Officer Lukehart said he spoke with them yesterday and they are moving it. They have cleaned the area up and are aware that it needs moved. Kendell said someone had asked her since there are people living in it. Mayor Hill said I’ve heard that too and people aren’t allowed to live in RV’s in town. Lukehart said I give them roughly 2 weeks before it needs to be moved. Mayor Hill said that’s reasonable.

New Business
The Council began to discuss “Renewal of the Illinois Municipal League Insurance & Workers Comp Insurance with annual dues” Option #1 for $30,947.00. This includes 1% Early Pay discount. Mayor Hill said this is typical for what we’ve done in past years. A motion was made by Commissioner Coleman, second by Commissioner Wildman. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
Next, the Council reviewed the Treasurer’s Report. Clerk Leathers advised that the auditors have completed their report. They’re filing the Annual Financial Report with the Comptrollers Office for the State of Illinois. Our job is to look over the Treasurers Report, approve it and have it published in the newspaper. Then we’ll have it sent off to County. This is the preliminary report and the bound versions are on the way. You’ll each receive a copy of that. Leathers said this can be confusing but if anyone has any questions I’ll do my best to answer them for you. A motion to approve the Fiscal Year 2018 to 2019 Treasurers Report was made by Commissioner Kendell, with a second from Commissioner DeBrock. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
There were no Building Permits to approve at this time.
Communications
Clerk Leathers said I’m gathering information on the Marijuana Laws that will be taking affect in January. A lot of what I have is geared more towards employers and their options, such as zero tolerance or making sure it’s not being done on the job. Once I have everything gathered I can get it out to all the Council Members. Leathers said there will also be a lot coming from the Village attorney, Mr. Shirk, in the months to come. We will be prepared.
Bills were ordered paid on a motion by Commissioner Kendell with a second by Commissioner DeBrock. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
Mayor Hill asked that everyone spread the word about coming to help clean the damage done on Saturday morning at 8:00 am. It shouldn’t take too much time and will be greatly appreciated. Let’s get our town looking nice again.
The meeting adjourned at 7:15 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, November 5, 2019 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
