REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
November 19, 2019 7:00 PM

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Ryan DeBrock and Tammy Kendell were present. Commissioners Jim Coleman and Al Wildman were absent. Police Chief Terry Strike, Officer Will Lukehart and assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the November 5, 2019 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Hill introduced Recreation Board Member, Wendi Ketchum. Ketchum informed the Council that SNC Sports, ran by Ty Heusman, is a sports apparel and equipment company out of Pennsylvania. They held a fundraiser by selling jerseys and t-shirts to help with the cost for clean up for the vandalism that took place a few weeks ago. That fundraiser made $930 to go towards the ball park and community clean up. Whatever isn’t used to help with clean up will go towards fixing up the ball diamond. Ketchum said we’re very thankful for their help, especially with them not being from around here. Mayor Hill advised that the company has a Facebook page if anyone is interested in thanking them for their donation.
Ketchum said we also need to thank Dennis Electric for their $300 donation towards the same cause. It was very helpful towards our efforts to clean the town up. Mayor Hill said there will be another clean up day in the future. That date is not set as of yet. We’ll be working on setting a rope up for the parking lot so only authorized persons can have access, and also locks replaced for the restrooms. The check list is getting better.
Mayor Hill advised that she spoke with representatives with FEMA. We have a representative for the Village that we’ll be working with to work on getting back some of the funds the Village spent during the flooding. We’re also still working on the public assistance. That’s a more lengthy process but whatever we’re sent we’re making sure to stay on top of all of it. Mayor Hill said thank you to assistant Clerk McIntire for all her help with the process.
Mayor Hill said there will be another meeting soon for the building on Main Street that Dr. Shah is working with the Village on. The meeting will take place around the 1st of the year but there are a few other avenues that need explored to see if this will be worth it for the town to take on. Mayor Hill said we won’t be jumping into anything that may cause problems for the town. There will be updates as we explore all the avenues and make more progress.

Unfinished Business
The status of the Water Main Replacement Project is still going well. Mayor Hill said there was one
incident with a resident that felt they incurred damages with switch over, but the Village does have a letter from the Village attorney, Mr. Shirk, stating that from the curb stop to the home is the property owners responsibility. Unfortunately this can be part of progress. It might be a good idea for some residents to look in to getting their lines replacement while this project is being taken care of. If there are any other issues, we do have the letter in the Village office from Mr. Shirk for review. This information is in our ordinance and it is policy. It also follows State Plumbing Codes.
There was no Payment Request to approve at this time.
New Business
The Council began to discuss the possible purchase of a 2011 Crown Victoria Police Squad Car. Mayor Hill said this has had to move a little faster then we’d like since the Charger is down to just one gear. This will buy us time and it’s cheaper then a new transmission. Clerk Leathers broke down the cost for purchase. The cost was originally $3,000. We were given $500 for the trade in of the Charger. The cost for tax, title and license will be $300. The overall purchase cost will be $2,800. Chief Strike said Officer Lukehart has been driving it around and said it runs real nice. A motion to approve the purchase was made by Commissioner DeBrock, second from Commissioner Kendell. “Yes” votes are DeBrock, Kendell and Mayor Hill. The motion carried.
Village Clerk Leathers reviewed the 2019-2020 Tax Levy Ordinance as follows: General Corporate Fund Tax Levy Total – $15,137.00; Special Tax Fund Levy Total – $68,545.00. Grand Total of the 2019-2020 Tax Levy is anticipated to be $83,682.00. This is 105% over the 2018-2019 Tax Levy. The ordinance will be presented for approval at the Council’s December 3rd meeting. It must be filed with the Whiteside County Clerk and Whiteside County Treasurer before December 31, 2019.
Next the Council reviewed the Village of Tampico Investment Policy. Clerk Leathers advised that this does not change from year to year. It states that we leave funds in a Municipal bank and move the funds to where the interest is best. We’re required to review the policy every so often even though it will stay the same. Leathers said if there are any questions we’ll do our best to answer them.
The Council began to review Resolution NO. R02-19-11-19 a Permanent Transfer of $7,500 from the Water Account to the General Corporate Fund. Mayor Hill advised this is done frequently to help because we do not receive a lot for our General Fund. This is not being done to help pay for the new police car. Clerk Leathers advised that the previous Clerk that worked for the Village usually made this transfer on a yearly basis. There has been a few years where it wasn’t needed since I’ve worked here. Technically, the Water Fund that insures all the new water pipes isn’t being paid out of the Water Fund. The insurance is being paid for all that out of the General Fund with the Property Taxes. A motion to approve the transfer was made by Commissioner Kendell, second by Commissioner DeBrock. “Yes” votes were DeBrock, Kendell and Mayor Hill. The motion carried.
Next for review is Resolution NO. R03-19-11-19 a Permanent Transfer of $7,500 from the Sewer Account to the General Corporate Fund. A motion to approve the transfer was made by Commissioner DeBrock, second by Commissioner Kendell. “Yes” votes were DeBrock, Kendell and Mayor Hill. The motion carried.
There were no Building Permits to report at this time.
Communications
Clerk Leathers advised that the Municipal Minute came out but mostly dealt with Pension information that doesn’t pertain to us.
Mayor Hill said the office also received information to review the Health Care plan. That information is in the office if you’d like to see it early. It looks like this would be our best plan to go with. Leathers said yes, it looks best to stay with what we already have.
Bills were ordered paid on a motion by Commissioner Kendell with a second by Commissioner DeBrock. “Yes” votes were DeBrock, Kendell and Mayor Hill. The motion carried.
The meeting adjourned at 7:18 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, December 3, 2019 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
