REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

December 3, 2019, 7:00 PM

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman and Ryan DeBrock were present. Commissioners Al Wildman and Tammy Kendell were absent. Police Chief Terry Strike was absent. Officer Will Lukehart and assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the November 19, 2019 Regular Meeting were approved as presented.

Reports of Village Officials
Mayor Hill advised that Jamie McIntire and myself met with a representative from FEMA this week. We’re continuing to complete all of what’s required for that. IEMA also reached out so there’s more work to do there as well. We’re doing our best to stay on top of all of it.

Mayor Hill also reported that Bud Thompson has been working on the mural at the ball diamond. He’s even added a dog sitting next to the little boy. It’s very cute.

Unfinished Business
Mayor Hill spoke with Matt Hansen about updates with the Water Main Replacement Project and they planned on stopping work a few days ago but decided to take advantage of the nicer weather. Mayor Hill said I signed the permit through the State for them to be able to do the work across the highway. Commissioner Coleman said he read about a fire hydrant being moved and asked what property that took place at? Mayor Hill said 205 N. Main street. Clerk Leathers reported that one was also moved from behind 127 + S. Main street. Mayor Hill also advised that the sand along Main street will be cleaned up and the grass will be taken care of when they finish the project. Leathers said the sweeper cleaner they’ve been using helps clean areas up really nice.

A motion was made by Commissioner DeBrock, second by Commissioner Coleman, to approve Pay Request NO. 4 to Miller Trucking & Excavating in the amount of $206,154.71 per Willett Hofmann. “Yes” votes were Coleman, DeBrock and Mayor Hill. The motion carried.

A motion was made by Commissioner Coleman, second by Commissioner DeBrock, to approve Change Order NO. 3 for the Water Main Replacement Project per Willett Hofmann. They fixed a sewer line on Kimball street. “Yes” votes were Coleman, DeBrock and Mayor Hill. The motion carried.

The last Pay Request to approve this meeting is to Willett Hofmann & Associates, Inc. in the amount of $15,142.41. A motion was made by Commissioner DeBrock, second by Commissioner Coleman. “Yes” votes were Coleman, DeBrock and Mayor Hill. The motion carried.

New Business
The Council reviewed the Fiscal Year 2020-2021 Schedule of Meeting Dates. A motion to approve the schedule was made by Commissioner DeBrock, second by Commissioner Coleman. “Yes” votes were Coleman, DeBrock and Mayor Hill. The motion carried.

Next the Council reviewed Ordinance NO.O03-19-12-03 an ordinance Leving Taxes for All Corporate Purposes for the Village of Tampico, Whiteside County, Illinois, for the Fiscal Year beginning May 1, 2019 and ending April 30, 2020. This tax levy provides for $15,137.00 in the General Corporate Fund Tax and $68,545.00 in Special Funds Tax. The total tax levy is $83,682.00 or a 105% increase. A motion to approve the ordinance was made by Commissioner Coleman, second by Commissioner DeBrock. “Yes” votes were Coleman, DeBrock and Mayor Hill. The motion carried.

The Council discussed canceling the December 17, 2019 Regular Meeting of the Tampico Village Council (only having one meeting for the month of December). Mayor Hill said if needed, we can call an Emergency Meeting. A motion to approve the cancellation was made by Commissioner DeBrock, second by Commissioner Coleman. “Yes” votes were Coleman, DeBrock and Mayor Hill. The motion carried.

Building Permits issued by Zoning Administrator, Ron Kuepker, were 210 S. Fremont St. – Roof.

Communications
Mayor Hill advised that she received an email from Joan Johnson that a Russian artist, fan of Ronald Reagan, we’ll be visiting the Birthplace to present a portrait to the Museum. His name is Serghio Pakhomoff and he’ll be arriving by train in Princeton at 10am Thursday, December 5th. He’ll then make his way to the Birthplace for his presentation, head to the Break Room for lunch, visit a few other places in the area and return to take the train back to Chicago at 6pm. Anyone is welcome to come for the presentation at the Birthplace around 10:45am this Thursday.

Clerk Leathers reported that the Illinois Municipal League Review has a lot of the new laws outlined for the State, along with some explanation. The big thing happening this week is they made a commission in the State of Illinois to study Ethics Laws. A lot of that will include the Council rather then just the employees and their supervisors. Municipal authorities will be a part of this as well. We may have to make a change to our current ordinance but Village attorney, Mr. Shirk, will keep us up on that.

Bills were ordered paid on a motion by Commissioner DeBrock with a second by Commissioner Coleman. “Yes” votes were Coleman, DeBrock and Mayor Hill. The motion carried.

The meeting adjourned at 7:14 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, January 7, 2020 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
