REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
January 21, 2020, 7:00 PM

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Al Wildman, Ryan DeBrock and Tammy Kendell were present. Police Chief Terry Strike, Officer Will Lukehart and assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the January 7, 2020 Regular Meeting were approved as presented.

Reports of Village Officials
Mayor Hill reported that we’re continuing to work with FEMA. Jamie McIntire and myself just met with our FEMA representative last week and things are starting to move along. We’re really hoping that this should end with the Village getting some reimbursement for the extra costs that incurred during the flood disaster.

Commissioner Coleman advised he had nothing new to report for the Village’s E-Recycling. He’s still waiting to hear back from Brian Strike.

Coleman also reported that the Kickback Saloon was having some trouble this past Saturday with their water pressure. Superintendent Tom Pierce and Bruce Hill were contacted that night. Pierce and Hill were there first thing Sunday morning to help with the issue which owner, Bonnie Anderson, greatly appreciated.. It was great of them to come so quickly and the Kickback has better water pressure because of it.

Mayor Hill commented that the plowing in town has been good. They’ve kept up with the snow nicely. Please be mind full of your neighbors that might need help with shoveling. Sounds like there’s more snow to come.

Remarks from Guests
There were no Remarks from Guests at this time.

Unfinished Business
There are no new updates with the Water Main Replacement Project.

There were also no new Payment Requests to approve. The work on the Water Main Replacement Project will cease until March, weather permitting.

The Council began to consider approval for the Employee Health Insurance Deductible Agreement. Mayor Hill said I’d like to have an agreement signed on an annual basis so it can stay current with any changes and updates done with the employee policy; the Council agreed with that idea. A motion to approve the agreement was made by Commissioner Kendell, second by Commissioner Coleman. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

New Business
Mayor Hill signed a Proclamation urging all citizens to participate in activities planned by the Tampico Area Historical Society & Museum and the President Ronald Reagan Birthplace to remember President Reagan’s birthday. The birthday observance to honor the Former President and Tampico native is planned for Thursday, February 6, 2019 from 10 am to 4 pm.

Communications
Clerk Leathers informed the Council that they received the Municipal Minute that spoke about the possibility of all elected and appointed officials having to wear body cameras when engaged in official duties. The Illinois Municipal League is opposed to this idea and will work to put a stop to it.

Officer Will Lukehart wanted to make the Council aware that the State will no longer be funding training for the police force. Lukehart made sure that the Village police are current with their training, but this will affect the Village in the future. Hopefully something will change before the Municipalities have to pay 100% of the funding for their police training.

Clerk Leathers advised that the budget rough draft has been handed out to the Council members. That information has to be turned in to the County before April.

Leathers also reported that Nicor Gas will be installing smart meters to their customers in our community starting mid February.

Leathers advised that the Village received a letter form Xtream with information on rate adjustments. It was postmarked November 21st but we did not receive it until today.

Bills were ordered paid on a motion by Commissioner DeBrock with a second by Commissioner Kendell. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

The meeting adjourned at 7:16 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, February 4, 2020 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
