REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
May 5, 2020 7:00 PM

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Al Wildman, Ryan DeBrock and Tammy Kendell were present. Assistant to the Clerk, Jamie McIntire, was also present. Officer Will Lukehart was present, however, stepped out to allow another resident to take part in the meeting due to COVID-19 recommended allowable persons to gather. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the April 21, 2020 Regular Meeting were approved as presented. Mayor Hill advised that there was a correction made on the bottom of page 4. The amount paid to Jeff Behrens was changed from $15,000 to the correct amount of $1,500.

Minutes of the March 3, 2020 Closed Meeting were approved as presented.

Reports of Village Officials
Mayor Hill advised that there will be a fence put in at the Village dump site and the gate will be put back up. There will also be a camera installed to help with all the illegal dumping. There will be certain hours in place to have the dump site open. Mayor Hill said if it’s needed outside of those set hours, try to contact someone from the Village and we’ll make sure you can get in. There is someone coming to take the larger logs that the Village cannot maintain.

Remarks from Guests
Resident David Fox was present to address concerns of rain runoff and ground water at his property. Mayor Hill advised that a representative from Willett Hoffman, Village Superintendent Pierce and herself have met and have begun the process of putting together a plan to correct any issues for his property.

Fox also asked about what’s allowed with garbage pick up for the Village. Mayor Hill advised that Republic has reinstated the 1 bulk item allowed per week with regular garbage pick up. Commissioner DeBrock stated that she had an issue of her bulk item not being picked up. Mayor Hill advised that if anyone has issues of items not being picked up, let the Village Hall office know so that the problem can be taken care of.

Village resident Bonnie Anderson was present and said that her original intent was to ask the Mayor to open the Village back up, but has reconsidered after listening to the latest press conference. Anderson stated that she does not feel it’s fair to currently ask that of the Mayor and Council. Mayor Hill said she appreciates that because she doesn’t feel we’re safe enough to get to that step yet. Mayor Hill advised that people are free to do what they please, but she feels a responsibility to do her best to keep the Village and it’s residents safe. Mayor Hill said it hurts her to see our town in this situation.

Unfinished Business
Mayor Hill advised that she received an email from Matt Hansen with an update on the Water Main Replacement project. The email stated that the contractor has all the water mains in and all the water services are in except for 2 services on Third Street. Those cannot be taken care of until the IEPA permit. They hope to have that within the next couple of weeks. The Contractor is working on connections with the new water main and the existing water main at Market and Lincoln, Market and Joy, Market and Benton and Benton with the water main that connects to Casey’s. After that, the contractor is going to start prepping for pavement patching.

Mayor Hill advised that there will also be another Change Order on the next Meeting Agenda for approval. It’s be for an additional water main for Washington Street and for Kimball Street to Market Street. Once that’s approved, there are remaining funds that can be used to purchase a locator for the location of water mains for JULIE locates, and a portable generator to be used at the two lift stations. Pierce is looking into pricing for the generator, as well as sizing, and also getting quotes from Altorfer CAT in Rock Falls. Mayor Hill asked if Commissioner Coleman had anything to add. Coleman asked about the digging at Market Street and Mayor Hill advised that it’s part of the connection. There’s also a few sink holes that will be fixed in the process of the patching and grading, and replacing some of the fire hydrants.

New Business
The Council began to review Appropriations Ordinance NO.O01-20-05-05 an Ordinance appropriating for all Corporate Purposes of the Village of Tampico, Whiteside County, Illinois for the Fiscal Year Beginning May 1, 2020 and Ending April 30, 2021. Clerk Leathers said all figures have been turned in. A motion to approve the Ordinance was made by Commissioner Kendell, second by Commissioner DeBrock. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

Mayor Hill advised that the Consumer Confidence Report will be mailed out to Village residence this year, rather than posting it in the newspaper to save on cost. There will also be Garbage Pick Up Guidelines included in that mailing. That will be going out in the near future.

Next the Council discussed a donation to the Tampico Memorial Cemetery. The amount of $100 was agreed upon unanimously by the Council. A motion to approve the donation was made by Commissioner DeBrock, second by Commissioner Coleman. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

There were no Building Permits to approve at this time.

Communications
Clerk Leathers advised the Council was given information from the Illinois Municipal League and their preliminary fiscal year forecast. Also, there was information included from Ancel Glink.

Bills were ordered paid on a motion by Commissioner DeBrock, second by Commissioner Kendell. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

The meeting adjourned at 7:19 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, May 19, 2020 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
