REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Al Wildman, Ryan DeBrock and Tammy Kendell were present. Officer Will Lukehart and assistant to the Clerk, Jamie McIntire, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the May 5, 2020 Regular Meeting were approved as presented.

Reports of Village Officials
Mayor Hill advised that she received an email that the Public Assistance Program is now starting to begin.

The Village may see assistance from FEMA within the next 6 to 8 weeks.

Commissioner DeBrock advised that not all garbage was picked up this past week. Village residents will soon be receiving guidelines in the mail for proper garbage disposal. This should hopefully help with any confusion.

Unfinished Business
Mayor Hill advised that the Water Main Replacement Project is moving along well.

A motion was made by Commissioner Kendell, second by Commissioner DeBrock, to approve pay request NO. 7 to Miller Trucking & Excavating in the amount of $264,864.79 per Willett Hofmann. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner Kendell, second by Commissioner DeBrock, to approve pay request for Willett Hofmann & Associates, Inc. in the amount of $15,614.15. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner Wildman, second by Commissioner Kendell, to approve change order NO. 5 from Miller Trucking & Excavating per Willett Hofmann. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

New Business
The Council began to discuss Overdue Water Bills by Village residents. Do to the COVID-19 pandemic, the Village is currently not disconnecting water for any past due balances. Normally a resident would be shut off after becoming 2 months past due. Some residents balances are becoming so large that the Mayor and the Council are worried for when they have to catch back up. It’s suggested to send out past due notices,
making residents aware of their current past due balance that they need to begin paying, and to also have a note advising residents to call the Village office if they are currently suffering hardships which is preventing them from making any payments at this time. Then the Village can work with the resident to make a plan to help them during this difficult time. It will depend on the date of when the resident became past due.

Mayor Hill advised that the Moore Foundation granted $15,000.00 to the Village of Tampico to distribute to businesses in town. A Council outside of the Village Council will be helping guide this process and will have their first meeting soon if approved. A motion was made by Commissioner Coleman, second by Commissioner Wildman, to approve Resolution NO.R01-20-05-19 a Resolution Authorizing Implementation of a Local Economic Development Loan and Grant Fund. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner Kendell, seconded by Commissioner DeBrock at 7:18 PM, to leave the regular meeting and go into a closed session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner Coleman, seconded by Commissioner Wildman at 7:30 PM to leave the closed session portion of the meeting and return to the regular open meeting. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner Wildman, second by Commissioner Coleman, to approve appointing Will Lukehart as Chief of Police for the Village of Tampico at $18.00 per hour. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. “No” votes were DeBrock. The motion carried.

Will Lukehart was officially sworn in as Chief of Police for the Village of Tampico by Village Clerk, Kathy Leathers.

Mayor Hill advised that Village residents are to contact Whiteside County at 815-772-4044 for any non-emergency issues. They will then dispatch an Officer to assist the resident. The non-emergency Tampico Police cell phone is no longer in use. If it’s an emergency, please continue to call 911.

Building Permits issued by Zoning Administrator, Art Spencer, were 403 Booth – Roof, 212 S. Washington – Roof and 104 S. Joy – Deck.

Communications
Com Ed reminds residents to practice balloon safety during graduation season celebrations. Do not release Mylar balloons into the air, especially around power lines.

Clerk Leathers advised the Municipal Minute shared information that IDPH filed Emergency Rule regarding Enforcement of Stay at Home Order and Certain Businesses. The rule also proposes that businesses that defy the Governor’s Stay at Home Order could be charged with a Class A misdemeanor, which is punishable by a fine of $75 to $2,500. Leathers advised she will stay on top of this information to keep everyone up to date.

Commissioner Kendell advised that she had information for Superintendent Pierce on a JULIE Locator. She’s still researching the information on a generator.

Bills were ordered paid on a motion by Commissioner DeBrock, second by Commissioner Kendell. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

The meeting adjourned at 7:42 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, June 2, 2020 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
