REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
June 2, 2020, 7:00 PM

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Al Wildman and Ryan DeBrock were present. Commissioner Tammy Kendell was absent. Police Chief Will Lukehart was present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the May 19, 2020 Regular Meeting were approved as presented.

Minutes of the May 19, 2020 Closed Meeting were tabled until all Council members could be present.

Reports of Village Officials
Mayor Hill thanked Bruce Hill, Police Chief Lukehart, Council Members, the Amish Community, Tampico Township, Sterling Township, Tampico Fire Department, Yorktown Fire Department, Ryan’s Tree Service and anyone involved with the clean up after the major storm that took place in the Village last week. Mayor Hill did ask residents to not place grass trimmings on tree limbs. Also, let Mayor Hill know if you’re interested in helping to clean the Village parks.

Mayor Hill advised that the Village received it’s settlement from FEMA for the flood damage in the amount of $23,697.02.

Mayor Hill advised that Chief Lukehart gave his Police Report to the Council members for May 20, 2020 through June 2, 2020. Chief Lukehart advised that now that the Village Hall is open, any golf carts or ATV’s will need to be checked and legally registered in order to drive them around town.

There were no Remarks from Guests at this time.

Unfinished Business
Mayor Hill advised that the Water Main Replacement Project is moving along well.

A motion was made by Commissioner DeBrock, second by Commissioner Coleman, to approve pay request NO. 8 to Miller Trucking & Excavating in the amount of $223,329.11 per Willett Hofmann. “Yes” votes were Coleman, Wildman, DeBrock and Mayor Hill. The motion carried.

A motion was made by Commissioner Wildman, second by Commissioner Coleman, to approve pay request for Willett Hofmann & Associates, Inc. in the amount of $23,614.15. “Yes” votes were Coleman, Wildman, DeBrock and Mayor Hill. The motion carried.

A motion was made by Commissioner DeBrock, second by Commissioner Wildman, to approve change order NO. 6 from Miller Trucking & Excavating per Willett Hofmann. “Yes” votes were Coleman, Wildman, DeBrock and Mayor Hill. The motion carried.

Resident Dave Richmond was present to address concerns of yard maintenance from the Water Main Replacement Project. Mayor Hill advised that they are still working to complete the project, and that both herself and Commissioner Coleman will be in touch with a representative from both Miller Trucking & Excavating and Willett & Hoffman to discuss the matter.

New Business
The Council tabled the approval of the Mediacom Lease Agreement until they are sent an updated agreement.

Building Permits issued by Zoning Administrator, Art Spencer, are 206 S. Grove – Garage.

Communications
Mayor Hill advised that she gave the Council members contact information for Com Ed in regards to any outages or anything in that nature.

Com Ed also extended their Customer Bill – Assistance Support through July 1st for anyone in need from the COVID-19 pandemic.

Mayor Hill also thanked Com Ed for having additional support come in for last weeks storm to have the town up and running sooner than anticipated.

Clerk Leathers advised that the Village received a letter from the Village’s insurance carrier, the Illinois Municipal League Risk Management Association, stating that they have frozen their rates for this year. There will be no worries of cost increase for our insurance this year.

Commissioner DeBrock addressed concerns of the Village’s Weather Alarm not sounding from last weeks storm. She spoke with the Tampico Fire Department and was told that the reason it’s no longer their responsibility was because they did not have the man powered required to handle the job. It’s the responsibility of Whiteside County and the Weather Service to sound the alarm.

Bills were ordered paid on a motion by Commissioner Wildman, second by Commissioner Coleman. “Yes” votes were Coleman, Wildman, DeBrock and Mayor Hill. The motion carried.

The meeting adjourned at 7:18 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, June 16, 2020 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
