REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
June 16, 2020

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Al Wildman, Ryan DeBrock and Tammy Kendell were present. Police Chief Will Lukehart and Assistant to the Village Clerk, Jamie McIntire, were present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the June 2, 2020 Regular Meeting were approved as presented.
Minutes of the May 19, 2020 Closed Meeting were approved as presented.
Reports of Village Officials
Mayor Hill reported that three applications were submitted for the Moore Foundation. The committee met and approved all three applications disbursing $12,000 of the funds, leaving a balance of $3,000 for the time being.
Mayor Hill advised that Matt Hansen sent an email stating that the work on the Water Main Replacement Project has been suspended until they receive the proper permit from the IEPA.
Commissioner Coleman advised that he checked in to the concerns from the last meeting on what dirt is being used to clean up properties from the work done on the Water Main Replacement Project. They store the dirt they dig up. That dirt is then put back where it once was when they begin to clean things back up. Mayor Hill also advised that the dirt and the gravel being used for the project is not to be taken by Village residents. It’s for the projects use only. Mayor Hill also made note that the project will not be released until the Council is satisfied with the work.
Remarks from Guests
Village resident Deb TerBush asked who’s in charge of emptying garbage at the parks and Main street. Chief Lukehart said he’s emptied the parks and will take care of Main street this week.
Commissioner DeBrock made note that there were kids that helped cleaned up at Booth Park the other day and did a very nice job.
Unfinished Business
Updates with the Water Main Replacement Project were already previously discussed.
There are no new Pay Requests or Change Orders to approve at this time.
Representatives from Mediacom have been contacted about an updated Lease Agreement, but have not responded at this time. An agreement will be typed up and sent to the Village’s Attorney to pass along to Mediacom.
Commissioner Kendell asked how the collection on unpaid water bill payments is going. The amount of unpaid balances has gotten better, and new Unpaid Notices will be going out this week.
New Business
There was no New Business to discuss at this time.
Building Permits issued by Zoning Administrator, Art Spencer, are 302 E. Market – Roof and 203 N. Lincoln – Porch Roof.
Communications
Clerk Leathers advised that United Health Care, the Village’s health insurance carrier, sent a letter stating due to the Global Pandemic, they’ve elected to forgive a percentage of our May premium. That will appear on the July invoice.
Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner DeBrock. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
Chief Lukehart advised that the Council was given his June 3, 2020 through June 16, 2020 Police Report. Chief Lukehart also turned in his vacation time to the Council.
The meeting adjourned at 7:15 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, July 7, 2020 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
