REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
July 7, 2020

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Al Wildman, Ryan DeBrock and Tammy Kendell were present. Police Chief Will Lukehart and Assistant to the Village Clerk, Jamie McIntire, were present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the June 16, 2020 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Hill reported that the Village received a thank you from the Tampico Memorial Cemetery for the donation recently given.

Unfinished Business
The Mayor began to discuss updates on the Water Main Replacement Project. Matt Hansen reported to Mayor Hill that the first bacteriological sample passed. Two are required to pass. Once the report is received, it will be submitted along with the operating permit to the IEPA. The contract will be able to start as soon as a crew is put together. Mayor Hill also advised that she emailed Hanson that there have been several complaints about yards and the lifts not being put in place properly on the roads. Miller would like a list of the complaints. Mayor Hill has started one and asks that anyone else who has a complaint to contact herself or Clerk Leathers so it can be submitted and taken care of as soon as possible.
A motion was made by Commissioner Kendell, second by Commissioner DeBrock, to approve payment request NO.9 to Miller Trucking & Excavating in the amount of $137,046.94 per Willett Hofmann. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
A motion was made by Commissioner Coleman, second by Commissioner Wildman, to approve payment request to Willett Hofmann & Associates, Inc. in the amount of $16,494.38. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
The Council began to discuss the lease agreement with Mediacom. Clerk Leathers said she was informed that the agreement has been sent to legal. Mayor Hill suggested turning the matter over to the Village’s Attorney in hopes that the issue will be taken care of quicker. The Council agreed.
The Council then began to discuss overdue water bills and shut offs. Mayor Hill advised that the Whiteside County Health Department said it is legal to begin doing shut offs again. The list of residents that are past due is quite long. The Council decided residents have until August 1st to make good on their bill, or to contact Village Hall to make an arrangement on payments towards their current past due bill.If that hasn’t happened by that date, residents water will be shut off. Once they’re shut off they must pay their balance in full before their water can be turned back on, and also pay the turn on fee. Notices with information on this decision will be going out soon to those past due residents.
New Business
The Council reviewed Resolution NO.R02-20-07-07 Confidentiality or Release of Closed Meeting Minutes from January 1, 2020 to June 30, 2020. A motion to keep the Minutes Closed was made by Commissioner Kendell, second by Commissioner Wildman. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
Building Permits issued by Zoning Administrator, Art Spencer, are 106 E. Kimball St. – Garage Repair, 202 W. Kimball St. – Porch Siding, 309 E. Market St. – Roof Repair, 208 S. Washington St. – Roof Repair & Siding, 208 S. Fremont St. – Pool Deck and 101 E. Third St. – Roof Repair.
Communications
Clerk Leathers advised that she’s been keeping up with Ancel Glink and the Municipal Minutes. ComEd has also announced again that they have a Comprehensive COVID-19 Package to assist customers and communities in need.
Clerk Leathers also reported that most Government offices have to be closed during the 2020 Election. Something to keep in mind going forward.
Mayor Hill advised the Chief Lukehart provided the Council with his June 16, 2020 through July 7, 2020 Police Report.
Bills were ordered paid on a motion by Commissioner DeBrock, second by Commissioner Wildman. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
Commissioner Kendell advised that she received a call asking if someone is living in the trailer located on Lincoln street. Chief Lukehart did not believe so but will be looking into it.
The meeting adjourned at 7:14 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, July 21, 2020 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
