REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Al Wildman, Ryan DeBrock and Tammy Kendell were present. Police Chief Will Lukehart and Assistant to the Village Clerk, Jamie McIntire, were present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the July 7, 2020 Regular Meeting were approved as presented.
After review of a renewal liquor license application from the Kickback Saloon, Bonnie Anderson, Commissioner Kendell motioned, second by Commissioner DeBrock, that a Class A Liquor License No. 100-43 for the Kickback Saloon, (Bonnie Anderson), 102 N. Main Street, be approved from August 1, 2020 to October 31, 2020. The prorated fee of $200.00 was paid. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
Commissioner Coleman motioned, Commissioner Wildman second, that a Mechanical Amusement Device License No. T-103, for the Kickback Saloon, (Bonnie Anderson), 102 N. Main Street, to operate certain amusement devices from August 1, 2020 to April 30, 2021. The fee of $50.00 has been paid. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
After review of a renewal liquor license application from the Break Room Pub N Grub, Jared and Shayann Strader, Commissioner Kendell motioned, second by Commissioner Wildman, that a Class A Liquor License No. 100-42 for the Break Room Pub N Grub, LLC, (Jared and Shayann Strader), 122 S. Main Street, be approved from August 1, 2020 to October 31, 2020. The prorated fee of $200.00 was paid. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
Reports of Village Officials
Mayor Hill advised that Walter Landscaping did some work for the Village recently. This should show our contractor how we’d like their finished job to look for the Water Main Replacement Project.
Mayor Hill reported that Tiger Club will remain closed until further notice due to COVID-19. Mary Wendland asked to keep the room available for when the program is able to start back up.
Mayor Hill reported that her mother, Avis Rosenow, recently painted the foundation to the light poles on Main Street. The Council and the Village appreciate her volunteering to do so.
Mayor Hill reported that she received an email about future grant possibilities that she also distributed to the Council. Mayor Hill would like to discuss it further at the next meeting and advised that Matt Hansen may also be present at that meeting to answer any questions.
Mayor Hill advised that information was released today that 10 new COVID cases were reported for Whiteside County. Mayor Hill reported that since going into phase 4, about 25 days ago, there have been 70 new cases reported in Whiteside County alone. The largest percentage of those cases reported were people under the age of 20 years old. Mayor Hill asked everyone to continue to follow directives and do your best to keep yourself and your families safe.

Unfinished Business
The Council began to discuss any updates with the Water Main Replacement Project. Mayor Hill advised that she received an email today from Matt Hansen stating that the crew should start back up on the project the second week in August. Mayor Hill will be meeting with Superintendent Pierce and Willett & Hoffman soon. Any concerns on the current status of the project needs to be forwarded to the Mayor or Clerk Leathers as soon as possible so they can be addressed. Commissioner Kendell advised that she asked her boss from Civil Construction to drive around town with her so she could get his opinion on the work currently done for the project. He agreed 100% that it’s subpar work, especially on the corner of North Benton and East Third street. Kendell was also concerned for one of the residence driveway located on West Fourth street. Mayor Hill suggested walking around town and taking pictures of the problem areas to add to the list of concerns with the project to go over with Willett & Hoffman. Mayor Hill would like to go over the contract with Matt Hansen to help answer any questions and to make sure nothing is missed. The Council agreed that overall the project has gone well so far.
Amanda Kendall, Manager of Casey’s General Store #1304, was present to request renewal of their liquor license. Following a review of the application, Commissioner DeBrock motioned, seconded by Commissioner Wildman, that a Class E Liquor License No. 100-41 for Casey’s Retail Company, DBA Casey’s General Store #1304, 201 S. Main Street, be approved from August 1, 2020 to October 31, 2020. The prorated fee of $300.00 has been paid. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
There were no Payment Requests to approve at this time.
Mayor Hill reported that the Lease Agreement with Mediacom is no longer needed.
New Business
There was no New Business to report at this time.
Building Permits issued by Zoning Administrator, Art Spencer, are 204 W. Market St. – Accessory Structure, 105 E. Third St. – Patio Deck, 305 E. Market St. – Deck Rebuild, 311 E. Market St. – Repair to Roof & Gutters, 104 E. Kimball St. – Repair to House, Garage & Fence.
Communications
Mayor Hill advised that she sent on a forward to the Council of an email received from Republic Services with some good information.
Commissioner Coleman reported on the E-Recycling for the Village. August will be the next opportunity to send off any electronics the Village has in the trailer. Coleman said he’ll have the paperwork so loading the electronics can go smoother this time around. Commissioner DeBrock also requested organizing the E-Recycling trailer to help the process.
Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner DeBrock. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.
The meeting adjourned at 7:24 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, August 4, 2020 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
