REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

August 4, 2020

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Al Wildman, Ryan DeBrock and Tammy Kendell were present. Police Chief Will Lukehart and Assistant to the Village Clerk, Jamie McIntire, were present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the July 21, 2020 Regular Meeting were approved as presented.

Reports of Village Officials
Mayor Hill turned the floor over to Chief Lukehart with updates on Village Parks. Chief Lukehart proposed a list of new rules for the parks due to recent activity and complaints. The Council reviewed the proposed rules and agreed they should take effect starting Wednesday, August 5th. Signs with the new rules will be posted. All infractions are subject to a $250.00 citation, and possible action taken by Juvenile Court Services.

Commissioner DeBrock advised that herself and Commissioner Coleman organized the E-Recycling trailer. Possible changes may need to be made in the future, such as hours of drop off to the E-Recycling, if conditions don’t improve. Coleman will be contacting Terry Strike for boxes and skids for the current materials in the trailer.

Remarks from Guests
The new Superintendent for the Prophetstown, Lyndon, Tampico School District #3, Dr. John Petzke, was present to introduce himself. Petzke briefly spoke on precautions the school is taking on the upcoming school year, and said he is available for any questions the Council or Village residents may have.

Cindy Slock was present to give an update on the Tiger Cubbies Daycare program. Slock said there was a Director lined up for this year and hopes that same Director will be available next summer if the daycare is able to open back up by then. Items that no longer fit the age groups affiliated with the daycare are still for sale. You can contact Village Hall to make arrangements to view the items if interested.

Village resident, Beth Etheridge, was present to voice her concern with the grass being blown on to the roads and sidewalks when yards are being mowed in town. Etheridge is also disappointed in the condition of Reagan Park and Main street as far as weeds and garbage that lays in the area. Etheridge is worried what tourists must think when they come to visit the Village and the Birthplace.

Unfinished Business
Matt Hansen with Willett Hofmann & Associates was present with updates on the Water Main Replacement Project. Work on the project is set to start back up Monday, August 17th. It could take approximately 3 weeks with connections and restorations. There will also be a punch list put together for corrections and completion. That will be emailed to the Mayor and Council.The contract will not be closed until Village

Superintendent Pierce, the Mayor and the Council approves the end result. Hansen said there may be contingency funds, or Grant funds, that must be spent on materials related to the water system. A new locator or a portable generator are some options. The Mayor and the Council voiced their disappointment on how the company left the Village while waiting on the next steps to complete the project. Any concerns must be corrected before the project can be completed.

Hansen then advised that the Mayor and Council were given information on possible Grant opportunities for the Village’s Sewer System. There were 3 different options that Hansen went in to detail with the Mayor and the Council. They agreed that it would be a good project for the Village to start sooner rather then later. One of the Grants application is due on September 30, 2020. That Grant will be reviewed and voted on by the Mayor and the Council at the next regular Village meeting.

There were no new Payment Requests to approve at this time.

New Business
There was no New Business to report at this time.

Building Permits issued by Zoning Administrator, Art Spencer, are 311 S. Main St. – Roof, 302 E. Booth St. – Garage Roof, 308 E. Kimball St. – Fence Repair and 206 A S. Main St. – Roof.

Communications
Clerk Leathers advised that Mediacom’s contract to carry the NFL Network and NFL RedZone channels expires on July 31, 2020.

Bills were ordered paid on a motion by Commissioner DeBrock, second by Commissioner Kendell. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

The meeting adjourned at 8:07 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, August 18, 2020 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
