REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Al Wildman and Tammy Kendell were present. Commissioner Ryan DeBrock was absent. Police Chief Will Lukehart and Village Utilities Clerk, Jamie McIntire, were present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Mayor Hill advised that due to the unexpected year we have been experiencing, the Village has not been able to honor two highly respected employees that have retired this year. One being Anna Wetzell who was the Village Utilities Clerk for 29 years, and the other being Terry Strike who was Tampico’s Chief of Police for 8 years and served our Village for a total of 16 years. Mayor Hill made a speech to honor both, the Council and those present thanked them for their service and the Village presented them both with retirement gifts. Mayor Hill advised that once things are safer, she hopes the Village can hold a proper open house for both employees.
Minutes of the September 9, 2020 Regular Meeting were approved as presented.
The September 9, 2020 Closed Minutes will be reviewed when all Commissioners are present.
Reports of Village Officials
Mayor Hill reported that an email from Village attorney, William Shirk, has been distributed to the Council members for review. It addresses Amending the Ordinance in regard to Water Shut Offs. Once a Village residence has their water shut off, due to lack of payment, they first have to pay their balance in full along with any related fees before having the water turned back on. If the Council agrees to the possible amendment, the Village will be allowed 3 business days to turn the residence water back on after payment is made. The Council will review and vote at the next regular meeting.
Mayor Hill advised that Village residence, Randy and Denise Brooks, are now taking donations for those families in need during the holiday season. Last year they were able to donate gifts and food to 26 area families. If you need help getting in contact with Randy and Denise, please call the Village Hall office.
Mayor Hill reported that ComEd will be switching the street lights over to LED in year 2021.
Mayor Hill advised that she spoke with Terry Gaskill and he is taking donations to help fund repairing the roof and the Community Building. Anyone interested in donating, please let Terry Gaskill know. Gaskill also advised that he and fellow Lions Club members have been working to repair the benches along Main street. Mayor Hill thanked them for doing so.
Mayor Hill reported that the scheduling of water meter repairs will begin again in the hopes that it will be completed by Thanksgiving this year. Utilities Clerk, Jamie McIntire, will be contacting those homes and businesses in need of water meter repair.
Remarks from Guests
Dave Fox was present to thank Commissioner Coleman and Commissioner Kendell for stopping by to check on his driveway issues.
Unfinished Business
Mayor Hill reported on updates with the Water Main Replacement Project. The landscaping is completed, and there will be a water truck watering those updated areas throughout the next few weeks. Porter Brothers Asphalt Company will be coming soon to blacktop those areas in town where needed from the project.
On a motion made by Commissioner Wildman, second by Commissioner Coleman, Ordinance NO.O02-20-10-06 an Ordinance Amending Section 17.56.070 entitled “Permit-Fee” in Chapter 17.56 entitled Administration and Enforcement; adding 2 new Fee Rates to the Building Permit Fee Schedule. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.
New Business
The Council began to discuss Halloween Trick or Treating hours for the Village of Tampico. It was agreed to have the hours set for Saturday, October 31st from 4:30PM to 7:00PM. Mayor Hill advised those participating to wear masks and gloves and to not have any large groups gather. Also, those not comfortable with participating are suggested to keep their lights off during that time.
On a motion made by Commissioner Kendell, second by Commissioner Wildman, the Council voted to approve the purchase of a building/shed from Mediacom for the price of $1.00. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.
The Council began to discuss meeting dates for the months of October, November and December. Due to the COVID-19 pandemic, a motion was made by Commissioner Wildman, second by Commissioner Kendell, to only have one meeting for the month of November on November 17, 2020 and only having one meeting for the month of December on December 15, 2020. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried. If a situation arises that requires a meeting, it can be scheduled. Future meeting dates will we revisited again at the December meeting.
Building Permits issued by Zoning Administrator, Art Spencer, are 207 N. Benton St. – Siding House, 103 E. Kimball St. – Roof Apartments, 309 S. Main St. – Roof and 211 S. Fremont St. – Garage.
Communications
Clerk Leathers advised that any communications were previously spoke about in the meeting.
Bills were ordered paid on a motion by Commissioner Wildman, second by Commissioner Kendell. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.
The meeting adjourned at 7:27 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, October 20, 2020 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
