REGULAR MEETING OF THE MAYOR AND COUNCIL
OF THE VILLAGE OF TAMPICO
December 15, 2020

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Al Wildman, and Tammy Kendell were present. Commissioner Ryan DeBrock was absent. Police Chief Will Lukehart and Village Utilities Clerk Jamie McIntire were present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the October 20, 2020 Regular Meeting were approved as presented.
Minutes of the October 20, 2020 Closed Meeting will be reviewed when all Commissioners are present.
Reports of Village Officials
Mayor Hill reported that Randy and Denise Brooks have had many donations for the toy drive they put together for kids in the area. They are still taking donations for anyone who would like to contact them.
Commissioner Coleman advised that there are a few street lights around town that aren’t working. Mayor Hill asked Coleman to give her the locations of the non working street lights and she’ll contact ComEd to get them repaired.

Unfinished Business
Mayor Hill reported that the Water Main Replacement Project is wrapping up. There are some contingency funds to be used, or else the Village will lose out on that money. Superintendent Pierce will be looking at costs for a generator, a locator and possibly a new truck for the Village.
A motion was made by Commissioner Kendell, second by Commissioner Coleman, to approve Payment Request NO. 11 to Miller Trucking and Excavating in the amount of $130,282.40. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.
A motion was made by Commissioner Kendell, second by Commissioner Coleman, to approve Payment Request to Willett, Hofmann & Associates, Inc. in the the amount of $7,155.44 for services performed from 8/23/2020 through 10/17/2020, and the amount of $13,073.12 for services performed from 10/18/2020 through 11/21/2020, for a total amount of $20,228.56. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.
A motion was made by Commissioner Wildman, second by Commissioner Kendell, to approve Change Order NO. 8 for Miller Trucking & Excavating which will decrease the Contract Cost by $22,052.05. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.
New Business
A motion was made by Commissioner Coleman, second by Commissioner Kendell, to approve a Lease Agreement for the RCC Room Rental to Batten Trucking. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.
A motion was made by Commissioner Wildman, second by Commissioner Kendell, to approve Illinois Municipal League Risk Management Association Coverage for 2021, Pay Option #3. Payments will be in two installments: $15,471.95 due by 12/18/2020 and $15,471.94 due by 5/14/2021 for a total contribution of $30,943.89. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.
A motion was made by Commissioner Kendell, second by Commissioner Wildman, to approve Ordinance NO.O04-20-12-15 an Ordinance Levying Taxes for all Corporate Purposes for the Village of Tampico, Whiteside County, Illinois, for the fiscal year beginning May 1, 2020 and Ending April 30, 2021 in the amount of $83,682.00 with no increase. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.
A motion was made by Commissioner Coleman, second by Commissioner Wildman, to approve the cancellation of the January 5, 2021 Regular Meeting of the Tampico Village Council due to COVID Concerns. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried. There will only be one meeting for the month of January on Tuesday the 19th, 2021 at 7:00pm at the Reagan Community Center.
The Council began to discuss Waiving Fees for Video Gaming Licenses. Mayor Hill said there is no need to charge that fee at this time when the State currently has all Video Gaming shut down, and the Council agreed. Police Chief Lukehart will still administer new Video Gaming Licenses to the businesses for filing purposes with the State of Illinois.
Building Permits issued by Zoning Administrator, Art Spencer, are 109 W. Market St. – Roof, 103 S. Canal St. – Sun Porch, 310E. Main St. – Garage Roof, 108 S. Fremont St. – Garage Roof, 314 E. Booth St. – Fence and 207 N. Benton St. – Fence.
Communications
Village Clerk Leathers gave the Council copies from Ancel Glink and the Municipal Minute with information on the Governor and Tier 3 Mitigations through January 9th.
Clerk Leathers also gave the Council a Rate Adjustment Letter from Mediacom. They will be raising their rates as of December 22, 2020.
Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner Wildman. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.
A motion was made by Commissioner Wildman, seconded by Commissioner Kendell at 7:12 PM, to leave the regular meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.
A motion was made by Commissioner Coleman, seconded by Commissioner Kendell at 7:29 PM to leave the Closed Session portion of the meeting and return to the regular open meeting. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.
Just a reminder that there will only be one meeting for the month of January on the 19th due to COVID concerns. Mayor Hill told everyone to have a safe and Merry Christmas.
The meeting adjourned at 7:31 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, January 19, 2021 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
