REGULAR MEETING OF THE MAYOR AND COUNCIL
OF THE VILLAGE OF TAMPICO
January 19, 2021

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Ryan DeBrock and Tammy Kendell were present. Commissioner Al Wildman was absent. Village Utilities Clerk, Jamie McIntire, was present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the December 15, 2020 Regular Meeting were approved as presented.
Minutes of the October 20, 2020 Closed Meeting were approved as presented.
Minutes of the December 15, 2020 Closed Meeting were approved as presented.
Reports of Village Officials
Mayor Hill advised that Girl Scout cookie sales will take place January 6th through January 30th and delivery will take place February 26th through March 21st. If anyone would like to order we can put you in contact with our areas Girl Scout leader.
Mayor Hill also reported that contact was made with ComEd and any street lights that are out will not only be fixed, but all our ComEd street lights will be changing over to LED’s in the future.

Unfinished Business
Mayor Hill reported on updates with the Water Main Replacement Project. Mayor Hill has been working with the USDA and have submitted quotes for a generator at $43,000.00, a locator $1,399.00, an electric panel at the water tower for $3,668.00 and waiting for a quote for water meters. Mayor Hill advised that the Village cannot purchase a new truck with these remaining grant funds, but this will free up the Village funds to possibly look into purchasing a new truck for our department.
New Business
The Council reviewed the Fiscal Year 2021 – 2022 Schedule of Meeting Dates for the Tampico Village Council. A motion to approve was made by Commissioner Kendell, second by Commissioner Coleman. “Yes” votes were Coleman, DeBrock, Kendell and Mayor Hill. The motion carried.
The Council began to review Resolution NO.R04-21-01-19 Confidentiality or Release of Closed Meeting Minutes from July 1, 2020 to December 31, 2020. A motion was made by Commissioner DeBrock, second by Commissioner Kendell, to keep Closed Minutes from September 9, 2020, Closed Minutes from October 20, 2020 and Closed Minutes from December 15, 2020 Confidential. “Yes” votes were Coleman, DeBrock, Kendell and Mayor Hill. The motion carried.
The Council began to review the List of Persons Required to File Statement of Economic Interest. Mayor Hill advised that a few changes needed to be made, but that information will be sent in the mail to all persons required to file. Any questions can be directed to the Village Hall office.
The Council began to review the Employee Health Insurance Coverage Rates. Clerk Leathers advised that bids we’re received from both Blue Cross Blue Shield and United Health Care. The Blue Cross Blue Shield quote was a little less then what the Village pays for United Health Care, but employee’s doctors and hospitals would have to be switched if the Village went with Blue Cross Blue Shield. A motion was made by Commissioner DeBrock, second by Commissioner Kendell, to renew Employee Health Insurance Coverage Rates with United Health Care at $4,944.14 per month. “Yes” votes were Coleman, DeBrock, Kendell and Mayor Hill. The motion carried.
Mayor Hill signed a Proclamation urging all citizens to participate in activities planned by the Tampico Area Historical Society & Museum and the President Ronald Reagan Birthplace to remember President Reagan’s birthday. The birthday observance to honor the Former President and Tampico native is planned for Saturday, February 6, 2021 from 11 am to 3 pm. Mask and sanitizing requirements, along with social distancing, will be observed.
Building Permits issued by Zoning Administrator, Art Spencer, are 306 E. Market – Roof.
Communications
Clerk Leathers handed out the latest Mitigations in effect for the Village’s Region. As of January 15, 2021, the Village is under the Tier 1 Resurgence Mitigations.
Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner Coleman. “Yes” votes were Coleman, DeBrock, Kendell and Mayor Hill. The motion carried.
A motion was made by Commissioner Kendell, seconded by Commissioner DeBrock at 7:17 PM, to leave the regular meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, DeBrock, Kendell and Mayor Hill. The motion carried.
A motion was made by Commissioner Kendell, seconded by Commissioner DeBrock at 8:15 PM to leave the Closed Session portion of the meeting and return to the regular open meeting. “Yes” votes were Coleman, DeBrock, Kendell and Mayor Hill. The motion carried.
At this time Mike Lewis was officially sworn in as Chief of Police for the Village of Tampico by Mayor Hill.
The meeting adjourned at 8:19 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, February 2, 2021 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
