REGULAR MEETING OF THE MAYOR AND COUNCIL
OF THE VILLAGE OF TAMPICO

February 2, 2021

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Al Wildman, Ryan DeBrock and Tammy Kendell were present. Police Chief, Mike Lewis, and Village Utilities Clerk, Jamie McIntire, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the January 19, 2021 Regular Meeting were approved as presented.
Minutes of the January 19, 2021 Closed Meeting were tabled until the next meeting.

Reports of Village Officials
Mayor Hill reported that Will Lukehart, Brian Oosternyk resigned their positions and would like to accept those resignations tonight. She added that Terry Strike would like to stay on and help the Village with mowing, but did not want to be on the police force anymore.

Mayor Hill reported that she is meeting with ComEd, Nicor, the USDA, and another agency to help get grant money to help with the heating and cooling at the RCC building. We are down to 1 boiler and it is more costly to replace that 1 than putting roof units in for heating and cooling as long as we can get the funds. I have a 2nd zoom meeting and its looking promising. Ill keep you updated on anything that develops to get some help keeping this building going. If we can have the air conditioning we could use that year round for gym events and stuff. It would be cheaper if we can get the funds instead of paying for it all out of the budget.

Mayor Hill asked the departments to work on their budgets, so hopefully we can get the first draft of those in for the next meeting so Kathy has time to go over those if she has any questions.

Mayor Hill asked if anyone had anything else to add.

Mayor Hill said that there was a Village resident who called in and said that they went away for the winter and felt that they should get a reduced bill since their house is vacant. We do not give a discount or reduced bill if the house is vacant. She said there is 2 things we could do if the home is vacant number 1 was to have the service shut off and option 2 was to leave the service on and pay for the service. She said that if the service is on there is no way for us to know if you will come on the weekend and fill your garbage can up with water. Its a service we provide and you are paying for it. She wanted the public to know that we do not give discounts or reduced rate if your house is vacant.

Mayor Hill also added that with the colder temps don’t be afraid to leave your faucets drip. If you are afraid of going over just give Jamie a call to have your bill adjusted. Its more costly to repair a frozen water line than it is adjust the bill for you.

Unfinished Business
Mayor Hill reported a status update on the water main project. She said it is closed out and that she is working on where to use the extra grant money. She is going to run some things by the USDA and once she has a list from them then we will go over the approved list. She reported that there is still over $7,000.00 left, but that it has to have a purpose for the water system to be used.

A motion was made by Commissioner DeBrock, seconded by Commissioner Kendell at 7:15 PM, to leave the regular meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner Coleman, seconded by Commissioner Kendell at 7:35 PM to leave the Closed Session portion of the meeting and return to the regular open meeting. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

New Business
A motion was made by Commissioner Coleman, second by Commissioner Wildman, to approve hiring James Hollaway as a part-time police office for the Village of Tampico at $17.00 per hour. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner Wildman, second by Commissioner Kendell, to approve hiring Lonnie Smith as part-time police officer for the Village of Tampico at $17.00 per hour. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

Chief Lewis reported to the Village Council that the portable radios for the police department don’t work properly with Starcom. The radios are also 33 years old. The Chief has looked in to purchasing new portables and found some for $1,500. Mayor Hill said she and the Council will look over the information and have in on the Agenda for the next Village meeting.

A motion was made by Commissioner Kendell, second by Commissioner Coleman, to approve hiring Miranda Klockenga as a part-time office assistant at $11.00 per hour. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

Communications
Clerk Leathers provided the Council with information from IDPH about Regions 1 and 2 moving in to Phase 4. Some have been able to receive the COVID vaccine. Leathers received her 2nd shot just recently.

Leathers also gave the Council a recent email from Ancel Glink with information regarding a Liquor Delivery Bill and has passed both Houses in the Illinois General Assembly.

Bills were ordered paid on a motion by Commissioner DeBrock, second by Commissioner Coleman. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

The meeting adjourned at 7:46 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, February 2, 2021 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
