REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

March 2, 2021

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Al Wildman and Tammy Kendell were present. Commissioner Ryan DeBrock was absent. Police Chief, Mike Lewis, and Village Utilities Clerk, Jamie McIntire, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the February 16, 2021 Regular Meeting were approved as presented.
Minutes of the January 19, 2021 Closed Meeting were approved as presented.
Minutes of the February 2, 2021 Closed Meeting were approved as presented.

Reports of Village Officials
Mayor Hill reported the USDA approved the items requested to purchase with the unused Grant Funds from the Water Main Replacement Project. Those items are a Portable Generator for backup power for the Well Building, an Underground Utility Locator, an Electrical Upgrade at the Pump House, installation of HVAC system at the Water Facility and an updated Computer and Printer for Water billing purposes. The request for new Waters Meters was denied but that’s not a worry since they do not have a long shelf life.

Commissioner Coleman advised that he and Commissioner DeBrock plan to have the E-Recycling cleaned up by the end of the month and a new system put in place which will no longer allow E-Recycling to be dropped off without contacting the Village office first. Cameras will be installed soon to prevent illegal dumping at both the E-Recycling trailer and at the Village dump site. Chief Lewis advised that and violators of illegal dumping at either locations will be prosecuted.

Chief Lewis also reported that the Tampico Police Department has begun to send out letters to members of the community that Spring Clean Up will be starting. If progress is being made you will be left alone, otherwise the Police Department will take action and enforce Village Ordinances with citations. Chief Lewis said there are a few unsafe buildings they will be focusing on. They are also in the process of helping a Veteran in town with his property clean up and advised that if any other community member has questions or concerns, please contact the Tampico Police Department.

Remarks from Guests
Lisa Hinrichsen was present to voice her concern regarding a letter her mother received from the Tampico Police Department. Chief Lewis advised Lisa that he will be happy to help them with the matter.

Unfinished Business
Mayor Hill advised the Commissioners to have their 2021-2022 Fiscal Year Budget Sheets submitted to Clerk Leathers by the first part of March.

Commissioner Kendell advised that she’ll be contacting Superintendent Pierce in the near future to go over roads in town in need of patching.

Commissioner Coleman reported that a Village resident that is interested in possibly adding/updating their driveway may be contacting Kendell for proper lines. Both Mayor Hill and Kendell suggested to have the resident go online at whiteside.org to check the GIS for the best possible answers to their property line questions. Mayor Hill also stated that no abandoned ally’s in town will be reopened as previously stated in the past.

New Business
There was no New Business to report at this time.

Communications
Clerk Leathers advised that the Commissioners were given a handout with information from the Illinois Municipal League and also their Municipal Minute magazine, which both had information about the Criminal Justice Reform Legislation that Governor Pritzker recently signed. The Village has until year 2025 before the Police Department is required to wear body cameras. Leathers said hopefully by then there will be Grant Funds to help with that cost or the Illinois Municipal League helps change things for smaller Municipalities like ourselves.

Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner Wildman. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. The motion carried.

The meeting adjourned at 7:23 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, March 16, 2021 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
