REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Al Wildman, Ryan DeBrock and Tammy Kendell were present. Police Officer, James Hollaway, and Village Utilities Clerk, Jamie McIntire, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the March 2, 2021 Regular Meeting were approved as presented.

Reports of Village Officials
There were no Reports from Village Officials at this time.

Remarks from Guests
Officer Hollaway reported that the Tampico Police Department has received their new uniforms and badges. They also have their new radios but still working on a couple issues with those. Mayor Hill advised that the radios have been working pretty well for the most part. Commissioner Coleman advised that it all depends on the tower site.

Unfinished Business
There was no Unfinished Business to report on at this time.

New Business
A motion was made by Commissioner Coleman, second by Commissioner Wildman, to approve the Appropriations Ordinance NO. O05-21-03-16 for the Fiscal Year Beginning May 1, 2021 and Ending April 30, 2022. Clerk Leathers advised that there were a few changes made. The left over Grant Funding was added as well as expenses from purchasing that equipment. Also, the USDA Repayment Program from the Water Main Replacement Project. The anticipated revenue totaled at $1,308,555.00 and the anticipated expenditures totaled at $1,243,149.35. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

The Council began to discuss the possible purchase of a 2021 Chevy Silverado 2500 W/T from Raymond Chevrolet for the total amount of $42,820.00. Mayor Hill advised that this is a State bid and includes the cost for plates. The Village currently has the funds for this truck in the budget so no loan will be required. The truck is plow ready but does not include a plow. The Village will send the 2007 Chevy White truck, the 1996 Orange truck, a generator from the 1950s, an old snow plow from the 1960s and a roller from the 1950s to an auction this fall and hopefully those funds will cover the cost of a new plow for the truck. Mayor Hill said these trucks are getting really hard to come by and Commissioner Kendell agreed. Commissioner DeBrock asked if any Grant Funds will be used towards this purchase. Clerk Leathers said no but advised that the USDA refunded the Village $192,000.00 from the Water Main Replacement Project for paying the engineering fees up front. Kendell asked if this is the best they can do and Mayor Hill said yes, this is a State wide bid. It was listed at $47,210.00 and they are marking that down to $42,820.00 for us. DeBrock asked if there’s any way we can keep the old white truck for the running back and forth so the new one can stay in town and keep the mileage down? Mayor Hill advised that it wouldn’t be feasible to do that. Coleman said the old white truck is being serviced more than it’s being used. Leathers advised that the Village trucks are only used for Village business. A motion to approve the purchase was made by Commissioner Wildman, second by Commissioner Coleman. “Yes” votes were Coleman, Wildman, Kendell and Mayor Hill. “No” votes were DeBrock. The motion carried.

Building Permits issued by Zoning Administrator, Art Spencer, are 105 Joy St. – Roof Repair.

Communications
There were no Communications to report at this time.

Bills were ordered paid on a motion by Commissioner DeBrock, second by Commissioner Kendell. “Yes” votes were Coleman, Wildman, DeBrock, Kendell and Mayor Hill. The motion carried.

The meeting adjourned at 7:17 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, April 6, 2021 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
