REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
April 6, 2021

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Al Wildman, and Ryan DeBrock were present. Commissioner Tammy Kendell was absent. Police Chief, Mike Lewis, and Village Utilities Clerk, Jamie McIntire, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the March 16, 2021 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Hill reported that Tampico was awarded a $550,000 block grant to help with our Sewer Relining Infrastructure Project. She wanted to thank Matt Hansen for his work in getting us this grant.
Commissioner DeBrock added that she would like to thank Commissioner Coleman, Nick Owens, and Mark Scuffham for helping to clean up the e-recycling mess. It was suggested to set up a designated time for e-recycling if it gets to be too busy. Mayor Hill added that she was going to make up signs to put back there and also a camera would be installed back there as well. You will either have to call or stop in to make an appointment for drop off. Contact the police department for after hours drop off. Violators of illegal drop offs will be prosecuted.
Remarks from Guests
Household hazardous waste drop off for Whiteside County is May 1st 8Am – 3PM at 202 Wallace St. Sterling. Its open to everyone this year, not just Whiteside County residents due to Covid.
Unfinished Business
There was no Unfinished Business to report on at this time.
New Business
Mayor Hill reported about the hiring of a new police officer, Marcus Gaffney. She introduced Marcus to everyone. Police Chief Mike Lewis told the council that Marcus was in the military as a combat engineer. He added that since January 19th the Village has received $5,000.00 in donations and $3,000 of those donations were from Marcus to help put him through the part-time police academy. He said that Marcus would be working while going through the academy, but has to be with an officer while he is attending the academy. He is volunteering his time and not getting paid for any of this until he has gone through the academy. A motion was made by Commissioner Wildman, second by Commissioner Coleman, for the hiring of part-time police officer Marcus Gaffney. ”Yes” votes were, Coleman, Wildman, DeBrock, and Mayor Hill. The motion was carried.
Building Permits
Building Permits issued by Zoning Administrator, Art Spencer, are 104 N. Benton St. – Porch Roof Repair, 105 S. Joy St. – Roof House & Garage, and 205 N. Benton St.- House Roof.
Communications
Village Clerk Kathy Leathers reported that the annual CCR report is getting ready to be printed and would be sent out along with a Village Newsletter. The newsletter would include updates on garbage information, grant information, and information from the police department. Chief Lewis added that he is also trying to get something done about people riding their 4 wheelers and lawn mowers around town.
Bills were ordered paid on a motion by Commissioner DeBrock , second by Commissioner Wildman. “Yes” votes were Coleman, Wildman, DeBrock, and Mayor Hill. The motion carried.
The meeting adjourned at 7:15 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, April 20, 2021 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
