REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Al Wildman, and Ryan DeBrock were present. Commissioner Tammy Kendell was absent. Police Chief, Mike Lewis, and Village Utilities Clerk, Jamie McIntire, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the April 6, 2021 Regular Meeting were approved as presented.
Minutes of the April 6, 2021 Public Hearing for USDA-RA Community Facilities Grant Funding were approved as presented.
Tasha Young, Manager of Casey’s General Store #1304, visited Village Hall prior to the meeting to request renewal of their liquor license. Following a review of the application, Commissioner DeBrock motioned, seconded by Commissioner Wildman, that a Class E Liquor License No. 100-47 for Casey’s Retail Company, DBA Casey’s General Store #1304, 201 S. Main Street, be approved from May 1, 2021 to October 31, 2021. The fee of $600.00 has been paid. “Yes” votes were Coleman, Wildman, DeBrock and Mayor Hill. The motion carried.
After review of a renewal liquor license application from the Kickback Saloon, Bonnie Anderson, Commissioner DeBrock motioned, second by Commissioner Wildman, that a Class A Liquor License No. 100-49 for the Kickback Saloon, (Bonnie Anderson), 102 N. Main Street, be approved from May 1, 2021 to October 31, 2021. The fee of $400.00 was paid. “Yes” votes were Coleman, Wildman, DeBrock and Mayor Hill. The motion carried.
Commissioner Wildman motioned, Commissioner DeBrock second, that a Mechanical Amusement Device License No. T-106, for the Kickback Saloon, (Bonnie Anderson), 102 N. Main Street, to operate certain amusement devices from May 1, 2021 to April 30, 2022. The fee of $50.00 has been paid. “Yes” votes were Coleman, Wildman, DeBrock and Mayor Hill. The motion carried.
After review of a renewal liquor license application from the Break Room Pub N Grub, Jared and Shayann Strader, Commissioner Coleman motioned, second by Commissioner Wildman, that a Class A Liquor License No. 100-48 for the Break Room Pub N Grub, LLC, (Jared and Shayann Strader), 122 S. Main Street, be approved from May 1, 2021 to October 31, 2021. The fee of $400.00 was paid. “Yes” votes were Coleman, Wildman, DeBrock and Mayor Hill. The motion carried.
Reports of Village Officials
Mayor Hill advised the Council members to let the Village Hall office know if they would like to add anything to the Village Newsletter that will be going out to residents some time in May.
Mayor Hill reported that herself and Village Superintendent, Tom Pierce, have been going over which roads need patched and/or repaired with the Motor Fuel Tax funds and also the Rebuild Illinois funds. Geoffrey Smith with Willett Hoffman & Associates has also been helping.
Mayor Hill advised that the roof on the Village’s North garage needs repaired, so funding for that project is being looked into as well.
Mayor Hill reported that part-time Village employee, Devan Batten, has been working on the maintenance and safety check lists. Mayor Hill will share that information once completed
Remarks from Guests
Bonnie Anderson with the Kickback Saloon wanted to thank the Village of Tampico and the Moore Foundation for their financial help during the difficult time that COVID-19 has caused for small business owners.
Unfinished Business
There was no Unfinished Business to report on at this time.
New Business
A motion was made by Commissioner Wildman, second by Commissioner DeBrock, to approve Resolution NO.R05-21-04-20 Authorizing and Directing the Mayor and Rock River Energy Services to Seek Bids and Negotiate Wholesale Electric Supply Contracts. “Yes” votes were Coleman, Wildman, DeBrock and Mayor Hill. The motion carried.
A motion was made by Commissioner Wildman, second by Commissioner Coleman, to approve a $100.00 Donation to the Tampico Memorial Cemetery. “Yes” votes were Coleman, Wildman, DeBrock and Mayor Hill. The motion carried.
A motion was made by Commissioner Coleman, second by Commissioner Wildman, to approve the transfer of Water/Sewer funds to the USDA Bank Account for the May 1, 2021 payment on the Water Main Replacement loan. Clerk Leathers advised that the interest payment is $10,759.37 and the principal payment is $30,000.00 for a total payment of $40,759.37. “Yes” votes were Coleman, Wildman, DeBrock and Mayor Hill. The motion carried.
A motion was made by Commissioner Wildman, second by Commissioner DeBrock, to approve an Agreement for Professional Services at Community Funding and Planning Services for the Administration of a Community Block Grant from the Illinois DCEO for the Public Infrastructure Sewer System Improvements – a $40,000.00 fee will be invoiced quarterly as the work progresses. Mayor Hill advised that the Village has used these services in the past and it’s a great help to make sure everything is done correctly. Matt Hansen has also recommended that the Village approves using this service. “Yes” votes were Coleman, Wildman, DeBrock and Mayor Hill. The motion carried.
Building Permits
Building Permits issued by Zoning Administrator, Art Spencer, are 407 E. Booth St. – Fence. The application has been inspected and approved by the Zoning Administrator.
Mayor Hill advised that she has spoke with Spencer about contacting Village Attorney, Mr. Shirk, about creating an ordinance with specific guidelines and parameters for residents who would like to build on lots they own that aren’t attached to their property. The Council agreed that would be a good step to take.
Communications
There were no Communications to report at this time.
Bills were ordered paid on a motion by Commissioner Wildman, second by Commissioner DeBrock. “Yes” votes were Coleman, Wildman, DeBrock, and Mayor Hill. The motion carried.
The Mayor asked Commissioner Wildman to adjourn his final meeting with the Village of Tampico. Wildman is officially retiring from serving off and on since 1991 for a total of 25 years. Commissioner Wildman said the meeting adjourned at 7:13 PM. The Mayor, Council members and all those present thanked Wildman for his time serving on the Council. The next Regular Meeting of the Tampico Village Council will be Tuesday, May 4, 2021 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
