REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Ryan DeBrock and Tammy Kendell were present. Commissioner Al Wildman was absent. Police Chief, Mike Lewis, and Village Utilities Clerk, Jamie McIntire, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the April 20, 2021 Regular Meeting were approved as presented.

Reports of Village Officials
Mayor Hill reported that there is an emergency water main replacement project happening on Booth St. She noted that the areas pipes were bad and needed cleaned up before the next roll over of our project. She stated that MOST plumbing is completing the work. Commissioner Coleman asked when the project had started. Mayor Hill responded that there has been a lot of issues down there and that Geoffrey Smith and Matt Hanson with Willett & Hofmann came and looked at it and decided this was the best form of action. Mayor Hill wasn’t sure when the project would be starting so that is why it wasn’t mentioned before.

Mayor Hill reported that she heard back from Village attorney Mr.Shirk about the ordinance about putting a building off of someones residential property, and what we are going to have to do is pass a resolution to amend the ordinance so the council can approve or disapprove any property that wants a building. This way they can be managed case by case. She stated she hoped this could be done by the next meeting.

Remarks from Guests
Dave Fox spoke to the council about how he is disappointed with the drainage of water in his driveway. I received a letter from Attorney Shirk stating that the Village is not responsible for the drainage issues on his property and that he understands that. He stated that he was disappointed that he needs the help and that he is not getting it. He said that he was not here when the garage was built and if I was I would of had it built higher up. Mayor Hill stated to ease his mind that there is going to be some work done this year to the sewer system and she’s hopeful that this will help with some drainage issues that are going on in the Village. Mr. Fox said he appreciates that and is thankful for this. He said that maybe something couldn’t be done with his driveway but that something should be done with the water drainage issues within the Village. Mayor Hill said she didn’t disregard his concerns and that she understands there is some drainage issues within the Village, and that is what we are addressing with the sewer main project. Mr. Fox said that he was having a hard time finding a contractor to fix his problem. Commissioner Kendell suggested Jerry Sharp with Sharp concrete. Mr. Fox stated he didn’t want to put the money into his driveway and then continue to have issues. Mayor Hill stated that the Village is doing the best that they can do to resolve any drainage issues.

Unfinished Business
There was no Unfinished Business to report on at this time.

Village Clerk Kathy Leathers announced the Abstract of Votes Cast in the 2021 Consolidated Election as certified by Whiteside County Clerk, Dana Nelson. On April 21, 2021, Clerk Nelson canvassed the returns of an election held April 6, 2021, and certified that the following list of candidates each received the number of votes recorded for the office listed as follows: there was one (1) seat open for the election but no one filed, so there was no candidate resulting in zero (0) votes.

The Council began to discuss approving a Council Commissioner to be appointed to the vacant seat. Jennifer Morales stepped up to fill the position since there was no other candidates for the vacant seat.
Commissioner Coleman made the motion, second by Commissioner Kendell, to approve appointing Jennifer Morales to the vacant commissioner seat. “Yes” votes were Coleman, DeBrock, Kendell, and Mayor Hill. The motion was carried.

Village Clerk Kathy Leathers swore in Jennifer Morales.

New Business
The Council began to Discuss/Approve Resolution NO.R01-21-05-04 designation Village Utilities Clerk, Jamie McIntire, to be Deputy FOIA Officer for the Village of Tampico. Commissioner Kendell made a motion, second by Commissioner DeBrock, to approve Jamie McIntire to be Deputy FOIA Officer for the Village of Tampico. “Yes” votes were Morales, DeBrock, Kendell, and Mayor Hill. Commissioner Coleman voted to abstain. The motion carried

The Council moved on to Discuss/Approve Ordinance NO.O01-21-05-04 an ordinance to sell Surplus Village Property. All the old equipment such as the old truck and old plow truck etc. Instead of going to the Atkinson sale, Robbie Young out of Rock Falls will be selling the stuff at an area auction. Commissioner Coleman made a motion, second by Commissioner Morales, to approve Ordinance NO.O01-21-05-04. “Yes” votes were Coleman, Morales, DeBrock, Kendell, and Mayor Hill. The motion carried.

Mayor Hill asked if any of the Commissioners had anything they would like to add. Commissioner Kendell stated that Village Resident, Dave Cady, had got a hold of her about doing a sidewalk extension on his property. Kendell had asked Tom Pierce to check out the property lines. Tom went and marked out what appeared to be where the sewer lines are run on the property. The sidewalk can not extend over where the sewer is ran. Kendell said she would get in contact with Tom to see if he can go over and explain to Dave Cady about how the sewer lines are ran and that you can not go over those lines.

Building Permits
Building Permits issued by Zoning Administrator, Art Spencer, are 109 W. Market St. – replacing/repairing a deck, 212 S. Lincoln St. – replacing garage roof, and 307 W. Glassburn St. – repair/replacement of deck.

Communications
Mayor Hill reported that we received a “Thank You” from the Tampico Cemetery board for the donation made to them for mowing. She also stated that there is an account set up at Peoples Bank of Tampico for anyone that would like to do a donation to the cemetery for their mowing season on their own.

Village Clerk Kathy Leathers reported that road construction has started on RT.30 in Rock Falls yesterday May 3, 2021.

Bills were ordered paid on a motion by Commissioner DeBrock, second by Commissioner Kendell. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner Kendell, seconded by Commissioner Morales at 7:16 PM, to leave the regular meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner Kendell, seconded by Commissioner Coleman at 7:34 PM to leave the Closed Session portion of the meeting and return to the regular open meeting. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner Kendell, second by Commissioner Coleman, to approve the adjustments to employees salaries as follows: Tom Pierce is to receive a 4% pay increase, Kathy Leathers is to receive a 4% pay increase, Miranda Klockenga is to receive a 50 cent pay increase, Devan Batten is to receive a 50 cent pay increase and Peggy Hadaway is to receive a 50 cent pay increase. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner DeBrock, second by Commissioner Kendell, to approve the adjustments to employees salaries as follows: Bruce Hill is to receive a $1.00 pay increase and Jamie McIntire is to receive a $1.00 pay increase. “Yes” votes were Morales, DeBrock and Kendell. Commissioner Coleman and Mayor Hill chose to abstain their votes. The motion carried.

The meeting adjourned at 7:39 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, May 18, 2021 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
