REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
June 15, 2021

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Jennifer Morales, Tammy Kendell, and Ryan DeBrock were present. Police Chief, Mike Lewis, and Village Utilities Clerk, Jamie McIntire, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the June 1, 2021 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Hill advised that the Hearing over having buildings on lots went very well. There are a few items being sent to Village attorney, Mr. Shirk, for guidelines to follow that will help future Council decide on this matter since they’re not here for this discussion. Once that’s put together the Zoning Board will approve it and it will be presented to our Council, possibly by the next Village meeting.
Mayor Hill reported that there will be another Public Hearing with the Zoning Board on June 30, 2021 at 6:00 PM because we need guidelines for Solar Energy. Mr. Shirk is currently putting something together for the Zoning Board to review. After that the Council will review it as well.
Mayor Hill advised that the storm sewer work on Market street will begin this week. Twin City out of Sterling will be doing the work.
A Fence Permit was reviewed by the Council for 103 S. Fremont street – Murphy. Village Zoning Administrator, Art Spencer, has already surveyed the property and approved the fence for the Councils review. A motion was made by Commissioner Kendell, second by Commissioner Morales, to approve the fence permit. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

Unfinished Business
The topic of Amending Zoning Code was previously discussed during Reports of Village Officials.
New Business
The Council reviewed Resolution NO. R02-21-06-15 Confidentiality or Release of Closed Meeting Minutes from January 1, 2021 to June 30, 2021. A motion was made by Commissioner Coleman, second by Commissioner DeBrock, to keep those Closed Meeting Minutes Confidential. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.
The topic of Amending Solar Renewable Energy System Ordinance was previously discussed during Reports of Village Officials, and Mayor Hill advised the Council to attend the Public Hearing on June 30, 2021 at 6:00PM if they have any ideas for the ordinance.
The Council began to discuss a Loan Agreement from the Water/Sewer Department Funds to the General Fund for the Reagan Community Center HVAC System. Mayor Hill reported that we will pay back this loan. The Village has funds coming to us from the American Recovery Act that will replace those funds so we can get this new system installed quicker. Commissioner DeBrock asked are we borrowing the whole thing then getting the $50,000 back? Mayor Hill said yes, and then we’ll also have the funds from Restore Illinois. Commissioner Coleman asked on top of that $50,000? Mayor Hill said yes. Clerk Leathers reported that we have been allocated $90,000 from the American Recovery Act. DeBrock asked plus the $50,000? Leathers said yes. Mayor Hill said we can use that towards this. DeBrock asked and all those funds will go towards this? Mayor Hill said yes, it’ll all go towards it. Commissioner Kendell said that makes this sound better because I was leery about taking funds from those accounts again. Mayor Hill said right. We do have a plan to restore the funds. This system will help us be able to rent out the building during the winter and summer. We’ll also be able to get rid of all the window units, so we won’t have that extra cost. There are already people asking to purchase the window units. Kendell asked when this new system is in, will we be able to control each room? Mayor Hill said it’s regional with 4 different zones. For example, if the gym isn’t being used it can be shut down. All those areas can be regulated. Each room will have a thermostat as well. It will be much more efficient. We’re also working on receiving some extra funds from ComEd and Nicor. Kendell asked if we get the money early will we pay back the loan early? Mayor Hill said yes. We needed this plan for the audit. A motion was made by Commissioner DeBrock, second by Commissioner Kendell, to approve the loan. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.
Building Permits
There were no building permits to review at this time.
Communications
There were no communications to report at this time.
Bills were ordered paid on a motion by Commissioner DeBrock, second by Commissioner Kendell . “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.
Commissioner Kendell asked Chief Lewis for an update of a property on North Washington. Chief Lewis said the next steps are to strip the siding off the building. I have a deal with Moring. The property is only at 26% asbestos. We’ll be getting it taken care of.
Commissioner Coleman asked Chief Lewis if he has any information about the garbage being dumped at the Village dump site. Chief Lewis said nothing yet.
Chief Lewis reported that the Village did have 5 car burglaries last night and they’ve all been caught and confessed.
The meeting adjourned at 7:15 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, July 6, 2021 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
