SPECIAL MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the Special Meeting of the Tampico Village Council to order at 6:00 PM.
Commissioners Jennifer Morales, Ryan DeBrock and Tammy Kendell were present. Commissioner Jim Coleman was absent. Also present was the Village Utilities Clerk, Jamie McIntire. Village Clerk, Kathy Leathers, recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
New Business
Tara Walters with Blackhawk Hills Regional Council was present to review with the Council the ADA Accessibility Guidelines that are required per the USDA agreement. Packets with the information was given to the Mayor and Council members. Walters explained that this addresses ADA accessibility within the structure of the RCC building and also non-architectural ADA accessibility to prevent any type of discrimination. The documents include a Accessibility Self-Evaluation check list for Structural Barriers – Public Space and a Transition Plan Requirement for any requirements that are currently not being met. Walters advised that the handicap parking spot in front of the RCC building is one item that needs to be updated, but the Village is given a year to complete that task. Clerk Leathers advised that Village Superintendent, Tom Pierce, has all the materials to complete that task. Walters advised that the other issue the Council needs to address with the non-architectural barrier is making sure there are reasonable accommodations for the members of the public with disabilities. The Village does have language listed on both the Village website and any formal documentation that if any accommodations are needed by either residents and/or employees, they are directed to contact the Village to make sure those needed accommodations are met.
Unfinished Business
At this time Commissioner Jim Coleman joined the meeting at 6:04PM. The Mayor and Council began to review all submitted Project Proposals for the Replacement and Upgrade of the HVAC System at the RCC building. In no particular order, the Mayor began to open the sealed proposals. The first was from MO-ST Plumbing & Mechanical in the amount of $295,000. Next was Helm in the amount of $962,358. After that was TMI (Total Maintenance, Inc.) in the amount of $187,246. And the final submitted proposal was from Loescher Heating and Air Conditioning in the amount of $344,200 for the Base Bid, $6,500 for Alternate Bid Stamped Drawings and $10,500 for Alternate Bid Ionization. The Council took a few moments to review all the submitted information. After discussing the given information, the Mayor and Council reached the decision that TMI’s Project Proposal was the most advantageous to the Village. A motion was made by Commissioner Morales, second by Commissioner Coleman, to approve the HVAC System Replacement Proposal submitted by TMI of Bettendorf in the amount of $187,246. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.
Mayor Hill advised the Council to email in the questions they’d like asked at the interviews for the Public Works position that will take place during Closed Session at the September 7th, 2021 Regular Village Meeting.
