REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
November 2, 2021

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Jennifer Morales and Ryan DeBrock were present. Commissioner Tammy Kendell was absent. Chief Mike Lewis, Village Utilities Clerk, Jamie McIntire, and Village Public Works employee, Tyler Chriest, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the October 19, 2021 Regular Meeting were approved as presented.
Minutes of the October 19, 2021 Closed Meeting were tabled until all Council Members were present to approve.
Reports of Village Officials
Mayor Hill reported that the opening of the Bids for the Wastewater Relining Project will be done November 10th. Mayor Hill advised the project will be granted to the lowest bid.
Mayor Hill advised that she was contacted by the Whiteside County Enterprise Zone and had a conference call with Jo Carroll Energy representing Sand Prairie fiber optic and internet, and they are trying to get more affordable internet out to the rural areas. They will be at the next Village Meeting on November 16th with a presentation. The public is welcome to come and ask questions about what they can offer. Mayor Hill advised that you can go to connectsp.com and take a survey.
Mayor Hill reported that the fire department has been notified that the Village is still currently down to one pump.
Public Works Employee, Tyler Chriest, reported that he spoke with Albrecht about the Village well. They should be here by late afternoon tomorrow. Chriest reported that this new well should be 3 times more productive which should also save the Village money on electricity. Mayor Hill asked if insurance can help with the cost. Chriest advised that Albrecht will inspect the old well and note it on the invoice. Clerk Leathers advised that she will need an affidavit from Albrecht showing it was lighting damage to turn in to insurance.
Chriest reported that the Vac Truck service was here today and did a lot of work with the storm sewer. Chriest advised that his concern with the storm sewer located on Booth street, between Main street and Benton street, was a struggle but it did get opened some. Illinois Rural Water stopped while that work was happening and provided a camera to check the condition of the main. This was a free service to the Village. Chriest advised that it is old clay tile that could have possibly collapsed. It was suggest to reach out to IDOT since it is their right-a-way. Mayor Hill advised that she will contact IDOT.
Chriest then reported that the concrete work will be completed either Thursday or Friday.
Chriest suggested looking in to a verbatim system that would alert him when power is lost for the well. Mayor Hill advised that the Village has OmniSite at the lift stations and maybe they could add that at the water tower as well. Chriest advised that he will check with OmniSite about that.
Clerk Leathers asked if the generator is working to where it will automatically kick in when needed at the water tower. Chriest replied the generator is not an automatic transfer. It requires someone to get it going with a throw switch.
A motion was made by Commissioner DeBrock, second by Commissioner Morales, to approve a Fence Permit at 207 E. Market – Lantz. “Yes” votes were Coleman, Morales, DeBrock and Mayor Hill. The motion carried.
A motion was made by Commissioner DeBrock, second by Commissioner Morales, to approve a Fence Permit at 106 S. Fremont – Billings. “Yes” votes were Coleman, Morales, DeBrock and Mayor Hill. The motion carried.

New Business
The Council began to discuss the possible approval of the Test Inc. Contract for the Water and Wastewater Treatment. Mayor Hill advised that she spoke with Matt Hansen with Willett & Hofmann and he stated that there is no problem getting out of their contract without the 30 days notice and they will adjust the invoice. It is ok to approve the Test Inc. contract with the November 1, 2021 start date. A motion was made by Commissioner Coleman, second by Commissioner Morales, to approve the contract with Test Inc. “Yes” votes were Coleman, Morales, DeBrock and Mayor Hill. The motion carried.
Building Permits
Building Permits issued by Village Zoning Administrator, Art Spencer, were 207 N. Benton – Roof, 308 W. Kimball – Siding Garage, 106 S. Main – Siding Building, 502 E. Second – Siding Garage and 103 Canal – Utility Building.
Communications
Clerk Leathers advised that Covid information is still coming through but there is nothing new to report.
Commissioner Morales had a question with the Bills to be paid. The United Health Care bill for October – November, Morales thought Tom’s insurance was done in November. Clerk Leathers advised it was so the invoice was adjusted for that. Then Tyler was put on for the 1st of October so it will look different by adding Tyler for October and November. Bills were ordered paid on a motion by Commissioner Coleman, second by Commissioner Morales. “Yes” votes were Coleman, Morales, DeBrock and Mayor Hill. The motion carried.
A motion was made by Commissioner Morales, second by Commissioner DeBrock at 7:24 PM, to leave the Regular Meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Morales, DeBrock and Mayor Hill. The motion carried.
A motion was made by Commissioner Coleman, second by Commissioner Morales at 7:56 PM to leave the Closed Session portion of the meeting and return to the Regular Open Meeting. “Yes” votes were Coleman, Morales, DeBrock and Mayor Hill. The motion carried.
Mayor Hill reported that the Trick or Treating and the fundraising for the Tampico Festival, they raised approximately $400 for next years fireworks display. Village Utilities Clerk, Jamie McIntire, advised that the scavenger hunt and the trunk or treat was awesome and so much fun, but there was some concern for the way people were driving around and speeding on the side streets of town while the kids were trick or treating. McIntire suggested having Chief Lewis drive around and hand out candy to the kids rather than participating in the trunk or treat so the police are still noticeable to those individuals driving inappropriately. Chief Lewis suggested having Officer Hollaway patrol next year while Lewis still hands out candy to the kids. Chief Lewis also suggested blocking off Main street next year for the trunk or treat and Mayor Hill advised that would take a special permit since Main street is an Oversized Load Route.
Commissioner Coleman advised that since the power outage, the lights are not coming on like they should at Reagan Park. Mayor Hill advised that those lights are on a timer so when the power goes out it throws them off completely. Bruce usually resets it.
Commissioner DeBrock also noticed that there may be a street light out on South Joy street. That will be looked in to and ComEd will be notified if needed.
The meeting adjourned at 8:01 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, November 16, 2021 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street
