REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
November 16, 2021

Reagan Community Center
Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jennifer Morale, Ryan DeBrock and Tammy Kendell were present. Commissioner Jim Coleman was absent. Chief Mike Lewis, Village Utilities Clerk, Jamie McIntire, and Village Public Works employee, Tyler Chriest, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the October 19, 2021 Closed Meeting were approved as presented.
Minutes of the November 2, 2021 Regular Meeting were approved as presented.
Minutes of the November 2, 2021 Closed Meeting were tabled until all Council Members are present to approve.
Reports of Village Officials
Village Utilities Clerk, Jamie McIntire, advised that she had been contacted by Village Resident, Brittny Pyron, about a fundraiser called Operation: Keep Our Children Warm This Christmas. It’s parents and community members of Tampico raising funds to purchase fleece blankets with “Tampico Elementary School” printed on them for each Tampico Elementary student. McIntire advised that donations can be sent to the Tampico Elementary School and there is also a donation jar in the Village Hall office along with contact information for the fundraiser.
Mayor Hill advised that Denise Brooks and Mary Jo Norberg are now taking donations for Toys for Tampico, a fundraiser to help purchase and donate toys for the children in Tampico. Contact information is available in the Village Hall office.
Mayor Hill reported that Girl Scouts door to door cookie sales will begin on January 2, 2022.
Mayor Hill advised that Village Clerk, Kathy Leathers, and Village Office Assistant, Miranda Klockenga, have information in the Village Hall office for Emergency Relief for low income families to help with such things as utility bills, temporary shelters, food, etc. Information has also been posted on AroundPtown.
Applications for that assistance is available online.
Mayor Hill advised that the Village Hall office is currently taking applications for someone to clean the RCC building.
Next, the presentation from Jo Carroll Energy representing Sand Prairie – Fiber Optic Internet began. Gary Camarano, Enterprise Zone Administrator for Carroll & Whiteside Counties was present along with Jesse Shekleton, Director of Broadband Operations for Jo-Carroll Energy. Information was furnished to those present about Fiber Internet and the options for making that available to rural communities. Information that was shared is available in the Village Hall office and also online at connectSP.com.
Remarks from Guests
Tampico Recreation Board Members Wendi Ketchum and Mallory Wetzell were present with information for the upcoming holidays. Ketchum advised that the Rec Board will be hosting “Christmas in the Country” this season. The event will be held on December 11, 2021 from 4:00PM – 7:00PM at the Reagan Community Building. Community students up through 8th grade will be receiving information on how they can earn points to purchase gifts for family and friends at Santa’s Workshop. There will be a wrapping station, games, face painting, caboose rides around town and refreshments available. You can even get pictures with Santa. Anyone who would like to donate or get further information can get that contact information from the Village Hall office.
Wetzell also reported that there will also be Christmas Royalty this season. Any Tampico kids ages 4 – 11 can sign up for the chance to be Little Mr. or Little Miss Tampico. A picture must be submitted by November 23, 2021 to either tampicorecboard@gmail.com or to Wendi Ketchum. Voting will take place on the Tampico Park and Recreation Facebook page from November 24, 2021 – December 10, 2021 at 5:00PM. The most liked pictures will win and be announced at Christmas in the Country on December 11, 2021. Again, any donations for the event are appreciated.
Wetzell advised that there will also be a Christmas Light Contest held by the Rec Board. Anyone with a Tampico, IL address is welcome to enter. Send you name, address and email address to tampicorecboard@gmail.com or text 815-499-6260. There is also a QR code you can scan to take you directly to a registration form available at the Village Hall office.
Wetzell also reported that the Halloween activities held by the Tampico Festival Committee raised approximately $500 to go towards next years fireworks.
Village resident and employee, Tyler Chriest, suggested having an arts and craft station at the Christmas in the Country event for those kids who would possibly like to make a gift for their family and friends.
Unfinished Business
There was no Unfinished Business at this time.
New Business
The Council began to review Resolution NO.R03-21-11-16 to Open a New Checking Account for the DCEO Sewer Relining Project. A motion was made by Commissioner Kendell, second by Commissioner Morales, to approve the Resolution. “Yes” votes were Morales, DeBrock, Kendell and Mayor Hill. The motion carried.
Next, the Council reviewed Awarding the Sewer Relining Project Contract. Dan Loos with Willett & Hofmann presented the low bid from Hoerr Construction, Inc. A motion was made by Commissioner Morales, second by Commissioner Kendell, to award the project to Hoerr Construction, Inc. for the bid amount of $483,167.30. “Yes” votes were Morales, DeBrock, Kendell and Mayor Hill. The motion carried.
Building Permits
There were no Building Permits to review at this time.
Communications
At this time Mayor Hill advised that the next Regular Village Meeting will take place on Wednesday, December 15, 2021 at 7:00PM and there will only be one meeting for the month of December due to the holidays.
Commissioner Morales advised that she had one question about the bills presented. There was a bill described as “Donation”. Clerk Leathers advised that was for flowers purchased for an employees birthday. Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner Morales. “Yes” votes were Morales, DeBrock, Kendell and Mayor Hill. The motion carried.
The meeting adjourned at 7:45 PM. The next Regular Meeting of the Tampico Village Council will be Wednesday, December 15, 2021 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
