REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

January 4, 2022

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Jennifer Morales and Tammy Kendell were present. Commissioner Ryan DeBrock was absent. Chief Mike Lewis, Village Utilities Clerk, Jamie McIntire, and Village Public Works employee, Tyler Chriest, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the December 15, 2021 Regular Meeting were approved as presented.

Reports of Village Officials
Mayor Hill advised that the heating and cooling system for the RCC building should be switched over to the HVAC system soon.

Mayor Hill also reported that Village employees Tyler Chriest and Bruce Hill did a great job removing the snow. It’s greatly appreciated and there were zero complaints.

Unfinished Business
There was no Unfinished Business at this time.

New Business
The Council began to review Lists of Persons Required to File Statement of Economic Interest. Mayor Hill asked if Village Office Employee, Miranda Klockenga, is required to do so. Clerk Leathers replied that she is not required yet.

Next the Council reviewed Resolution NO.R04-22-01-04 Confidentiality or Release of Closed Meeting Minutes from July 1, 2021 to December 31, 2021. A motion was made by Commissioner Kendell to keep the Closed Minutes Confidential, second by Commissioner Morales. “Yes” votes were Morales, Kendell and Mayor Hill. “No” votes were Coleman. The motion carried.

The Council began to discuss Budget Sheets for Fiscal Year 2022-2023. Mayor Hill proposed having the Council come to the next scheduled Regular Meeting on January 18, 2022 at 6:30PM to discuss ideas and options for the budget before the Regular Meeting begins at 7:00PM. Clerk Leathers advised that meeting would be open to the public. A notice will be sent out to inform everyone.

The Council began to discuss Ordinance NO.O06-22-01-04 an Ordinance Amending Section 8.12.145 in Chapter 8.12 entitled Solid Waste Disposal of the Tampico Municipal Code. Mayor Hill advised that it was discussed at the last meeting that the Garbage Rate does need to be increased to $14.50 per unit, now it needs to be decided when to start that increase. Village Utilities Clerk McIntire advised that there will be a note inserted on the Utility Bills to inform residents of the change. Commissioner Kendell said March 1, 2022 would be a good time to start the increase. Mayor Hill and the Council agreed. A motion was made by Commissioner Morales, second by Commissioner Kendell, to approve the Garbage Rate to $14.50 per unit starting March 1, 2022. “Yes” votes were Coleman, Morales, Kendell and Mayor Hill. The motion carried.

Next the Council began to review the the Treasurer’s Report for the Fiscal Year ending April 30, 2021. Mayor Hill advised that she noticed B&D Supply and Burke Excavating were not included but Clerk Leathers already corrected the issue. A motion was made by Commissioner Coleman, second by Commissioner Kendell to approve the 2020-2021 Treasurers Report. Clerk Leathers advised that the format for the report will be changed next year to be more clear cut. “Yes” votes were Coleman, Morales, Kendell and Mayor Hill. The motion carried.

Building Permits
There were no Building Permits to review at this time.

Communications
Mayor Hill advised that Sand Prairie is still requesting residents to go online if they have interest in the Fiber Optic internet option. They do not make you sign up for anything. Go online to connectSP.com if you are interested. This would greatly help the rural communities. Mayor Hill asked the Council and those present to help spread the word.

Clerk Leathers advised that OSHA has weighed in on the emergency temporary standard with COVID-19. It’s been adopted nationwide, it’s a federal program, that as of right now they are requiring employers with over 100 employees that they either have to test their employees weekly or the employees have to be vaccinated and they must also wear masks. Leathers advised that right now the Village is ok, but the Illinois Municipal League is cautioning that it may come to this.

A motion was made by Commissioner Kendell, second by Commissioner Morales at 7:12 PM, to leave the Regular Meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Morales, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner Kendell, second by Commissioner Morales at 7:44 PM to leave the Closed Session portion of the meeting and return to the Regular Open Meeting. “Yes” votes were Coleman, Morales, Kendell and Mayor Hill. The motion carried.

Mayor Hill advised that the Council would like to hire Wendi Ketchum to be the Cleaning Person for the RCC building at the minimum wage rate of $12.00 per hour. A motion was made by Commissioner Morales, second by Commissioner Kendell, to approve hiring Wendi Ketchum. “Yes” votes were Coleman, Morales, Kendell and Mayor Hill. The motion carried.

Mayor Hill advised that she had one question with the bills to be paid. Mayor Hill asked which line item the Wipfli bill is coming out of to make it over budget. Clerk Leathers replied that it comes out of its own fund and because we have received so much federal funding this year it has made more work for our auditors. That Audit line item will be increased for this years budget along with Social Security and Insurance. Clerk Leathers advised by doing that it will also help with the Tax Levy. Mayor Hill advised that the auditors had some good suggestions to help with that as well. Bills were ordered paid on a motion by Commissioner Coleman, second by Commissioner Morales. “Yes” votes were Coleman, Morales, Kendell and Mayor Hill. The motion carried.

The meeting adjourned at 7:49 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, January 18, 2022 at 6:30 PM in the Reagan Community Center located at 202 W. Second Street.
