REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
February 15, 2022

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Jennifer Morales, Ryan DeBrock and Tammy Kendell were present. Chief Mike Lewis, Village Utilities Clerk, Jamie McIntire, and Village Public Works employee, Tyler Chriest, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the January 4, 2022 Closed Meeting were approved as presented.
Minutes of the January 18, 2022 Special Meeting were approved as presented.
Minutes of the January 18, 2022 Regular Meeting were approved as presented.

Reports of Village Officials
Mayor Hill reported that the switch over with the electrical for the new HVAC system in the building is still in the works. The company is waiting to find a time to work with ComEd on getting that finished. Once that happens, the electricity to the building will have to be completely shut down for a few days. When our office is aware of those dates we will post them as soon as possible. Mayor Hill advised that this is no fault to the clerks in the office so they will be paid for those days.
Mayor Hill advised that IL 92, down by the canal, that bridge is being replaced. That is scheduled to start March 15th so there will be more traffic coming through town because the detour will be through Tampico.
Mayor Hill reported that the pre-construction meeting for the storm sewers is the 24th at 8AM here at the Village Hall meeting room.
Mayor Hill advised that Public Works employee, Tyler Chriest, has been taking bids for the garage roof so hopefully that can be repaired this spring. Chriest reported that he has 2 bids so far and he’s still waiting on a few more.
Mayor Hill advised that with this HVAC project happening, it could be cheaper for the Village to have the transfer switch installed for a generator to make the building a heating/cooling center which would be critical for the fire department and the community as a whole. The cost is estimated to be between $7,000 and $8,000. Mayor Hill advised that this will be discussed further, but having this done now would save a lot of time and money.
Chriest reported that the Kimball Street pump was installed today.

Unfinished Business
The Council began to discuss the budget sheets for the 2022-2023 fiscal year. Commissioner Morales met with Chief Lewis and they found a few increases needed for some police line items. Clerk Leathers advised that there is also the Police Protection Fund available only to the police department. Mayor Hill advised that she also had a few small increases, and asked to have the completed budget figures turned in to Clerk Leathers when completed. Clerk Leathers also reported that she is trying to get updates for our Village Books system. She’s placed many calls and hopes to hear back soon. Commissioners Kendell and DeBrock reported that they have a few questions with their specific budgets and Clerk Leathers advised that any specific line item questions can be emailed to her directly.
New Business
The Council began to review the post-closing documents for the USDA Rural Development Loan and Grants. Clerk Leathers advised that these documents were reviewed at the very beginning of this process. The Village has already made sure to comply with both the Self Evaluation Guide and the Compliance Review Quick Sheet. Clerk Leathers reported that the Council just needed to review them once again, then she is able to sign and send them back to close this part of the process.
Building Permits
There were no Building Permits to review at this time.
Communications
Clerk Leathers advised that the Council was given their Illinois Municipal League Review, and Mayor Hill already spoke on the information provided from Helm.
Bills were ordered paid on a motion by Commissioner Morales, second by Commissioner Kendell. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.
Mayor Hill asked if anyone had anything else. Commissioner Kendell asked Chief Lewis if Officer Hollaway is back working again. Chief Lewis replied that Hollaway has always been working. Officer Lonnie Smith is the one that’s not been working. Chief Lewis advised that Smith’s trial is this Friday so hopefully he’ll be back to work soon.
A motion was made by Commissioner Kendell, second by Commissioner DeBrock at 7:19 PM, to leave the Regular Meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.
A motion was made by Commissioner Coleman, second by Commissioner Kendell at 7:36 PM to leave the Closed Session portion of the meeting and return to the Regular Open Meeting. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.
Due to Commissioner’s being out of town, it was decided to cancel the March 1, 2022 Regular Village Meeting and make March 15, 2022 the next Regular Village Meeting date. There will only be one Regular Village Meeting for the month of March.
The meeting adjourned at 7:39 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, March 15, 2022 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
