REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

April 5, 2022

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Jennifer Morales, Ryan DeBrock and Tammy Kendell were present. Chief Lewis, Village Utilities Clerk, Jamie McIntire, and Village Public Works Employee, Tyler Chriest, were also present. Village Clerk, Kathy Leathers, was also present and recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the March 15, 2022 Regular Meeting were approved as presented.
Minutes of the March 15, 2022 Closed Meeting were approved as presented.

Reports of Village Officials
Mayor Hill reported that the Lions Club Easter Egg Walk will be held Saturday April 16th here in the RCC gymnasium. Sign in starts at 12:30PM and the walk will begin at 1:00PM.

Mayor Hill advised that on March 29th the Village experienced high winds causing some damage to the roof here at the RCC. Tyler called Sterling Commercial Roofing that night and they were here the next morning to make the emergency repairs. The cost for those repairs came to $6,473.00 and Clerk Leathers has contacted the insurance company. Sterling Commercial Roofing also provided the Village with an estimate to replace the roof and that came out to $129,210.00. Mayor Hill said we’ll research what funds we have available for that as well. Clerk Leathers said since Sterling Commercial Roofing has said that it’s not very effective to continue patching the roof, hopefully the insurance company will take that into consideration and pay most of the cost to replace it. Mayor Hill said and hopefully we can find funds to pick up the slack. Mayor Hill reported that the roof has been inspected on a regular basis.

Mayor Hill thanked Prophetstown for allowing Brian Strike to come over and help the Village with our street sweeping. It was four hours worth of work that they charged $180.00 per hour. Mayor Hill advised that this helps the Village in the long run with any sewer cleaning issues. Thank you’s were sent to the Mayor of Prophetstown, Steve Swanson, and Brian Strike. Mayor Hill advised that she would like for this to happen once every fall and spring. Chriest reported that he would’ve liked to of had more done but we only had the help for a certain amount of time. He would also like them to help with this every fall and spring as well.

Commissioner DeBrock thanked Tyler for helping our fire department with the local fire that took place last Sunday and also thanked Village assistant, Miranda Klockenga, for putting the word out on Facebook about possible discolored water due to the fire. Mayor Hill agreed and said it was very considerate to the public. Next time the Village will try to do better about putting the word out to the public through other ways as well as Facebook.

Chriest reported that he has been in contact with McGuire Iron about doing a tank cleaning later this month. This will most likely also cause discolored water, so we’ll try to put notice out ahead of time to inform the public.

Remarks from Guests
Village resident Frank Booth was present to discuss a tree issue at his property located at 208 S. Lincoln. Mayor Hill advised that she did drive by Booth’s home to examine the tree and it is located on Village property. Chriest advised that he will get in contact with Booth and go over estimates that Booth has already received to get the issue taken care of.

Unfinished Business
The Council began to review the budget sheets for the 2022-2023 Fiscal Year. Mayor Hill thanked Clerk Leathers and Utilities Clerk McIntire for working hard on the budget. Mayor Hill liked Clerk Leathers note attached and asked if anyone had any other questions about the budget. There was none. Mayor Hill advised the Council to look through it before the next meeting, and if no changes are required hopefully it can be voted on and approved at the next meeting.

Next the Council began to discuss hiring a part-time employee for the Village Public Works department. Mayor Hill asked for a motion to go into Closed Session.

A motion was made by Commissioner Morales, second by Commissioner Kendell at 7:12 PM, to leave the Regular Meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner Coleman, second by Commissioner DeBrock at 7:32 PM to leave the Closed Session portion of the meeting and return to the Regular Open Meeting. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner DeBrock, second by Commissioner Coleman, to approve hiring Bruce Peltier as a part-time Village employee at the rate of $19.00 an hour. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

New Business
Mayor Hill made the proclamation whereas the Village of Tampico will observe Junior Achievement Day on April 7, 2022, as an opportunity to recognize and celebrate Junior Achievement of the Heartland for empowering our young people to own their economic success.

Building Permits
Building Permits issued by Village Zoning Administrator, Art Spencer, are 307 W. Fourth St. – Garage Roof.

Communications
Clerk Leathers advised that she provided the Council with their Illinois Municipal League Review. Clerk Leathers reported that it is difficult to keep up with all the executive orders that the Governor puts out but it’s mostly just continuous of the same items. An example is holding a Village Council Meetings if needed by a zoom meeting and following the proper protocols. Mayor Hill advised that she noticed where they said a vacation isn’t a reason to hold a remote meeting but if someone were sick, they could still call in and vote but only if there is a quorum. You cannot call in to make a quorum. Clerk Leathers advised that if the Village would like to do so, an ordinance would need to be presented and approved. Mayor Hill restated that there would also have to be a quorum present. Clerk Leathers advised that Village attorney, Mr. Shirk, could put an ordinance together if the Council and Mayor wish to do so. They agreed that would be a good idea.

Commissioner Morales had a question about how often the insurance invoice is paid. Clerk Leathers advised that it’s paid once a month and typically gets paid a month ahead depending on when meeting dates fall. Bills were ordered paid on a motion by Commissioner Morales, second by Commissioner Coleman. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

Mayor Hill asked before adjourning the meeting, is everyone agreed that Bruce Peltier can begin working immediately? The Council agreed he can begin as soon as Tyler needs him. Clerk Leathers asked Peltier to stop by the Village office to complete all necessary paperwork.

The meeting adjourned at 7:40 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, April 19, 2022 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
