REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
January 17, 2023, 7:00 PM

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:05PM.
Commissioners Jennifer Morales and Tammy Kendell were present. Commissioner Ryan DeBrock was absent. Commissioner Coleman entered the meeting a few minutes late. Chief Lewis and Village Superintendent, Tyler Chriest, were also present. Village Clerk, Jamie McIntire, was also present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the January 3, 2023 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Hill reported that she attended the Whiteside County Enterprise Zone Meeting and wanted to share an item that she read in the minutes from the previous meeting. It was reported in August of this year that Whiteside County has a 4.2 unemployment rate. There are 2,536 open jobs in Whiteside County and only 629 unemployed people.
Mayor Hill also advised that the Village isn’t following the State and Federal Holidays completely. Mayor Hill would like to get that adjusted and gave comparisons to review from IDOT, the State and what the Village currently follows. Mayor Hill thinks it would be wise to include the General Election since it is held in the same building as the Village Hall office. It also makes it possible for any Village employees to become an election judge if they wish to do so. That will be reviewed and discussed further at the next meeting.
Mayor Hill signed a Proclamation urging all citizens to participate in activities planned by the Tampico Area Historical Society & Museum and the President Ronald Reagan Birthplace to remember President Reagan’s birthday. The birthday observance to honor the Former President and Tampico native is planned for Monday, February 6, 2023 between noon and 4:00PM. Social distancing will be observed.
Minutes of the December 13, 2022 Closed Session were approved as presented.

Unfinished Business
A motion was made by Commissioner Kendell, second by Commissioner Morales, to approve an Employee Wage Increase for part-time employee, Marcus Gaffney, from $15.00 an hour to $15.50 an hour. “Yes” votes were Coleman, Morales, Kendell and Mayor Hill. The motion carried.
A motion was made by Commissioner Coleman, second by Commissioner Morales, to approve Resolution NO.R06-23-01-03 Confidentiality or Release of Closed Meeting Minutes from July 1, 2022 to December 31, 2022 and to have the Minutes Remain Confidential. “Yes” votes were Coleman, Morales, Kendell and Mayor Hill. The motion carried.
New Business
Next on the agenda was to discuss/approve DCEO CDBG Grant #20-242019 request #4 in the amount of $23,178.16 including Hoerr pay application #4 Final. Mayor Hill advised that the Council received an update of the breakout of the funds with the grant. Clerk McIntire advised this should be the final payment of the first phase of the sewer relining project and the next step will be to have a close out public hearing. Mayor Hill advised that the public hearing will most likely take place prior to the regular Village meeting.
At this time the Mayor and Council decided to only have one meeting for the month of February to be held on Tuesday, February 7th at 7:00PM. The February 21st meeting will be canceled.
A motion to approve the DCEO CDBG Grant #20-242019 Request #4 was made by Commissioner Kendell, second by Commissioner Morales. “Yes” votes were Coleman, Morales, Kendell and Mayor Hill. The motion carried.
Next the Council reviewed Ordinance NO.O05-23-01-17 an Ordinance Amending Title 5 Adding Chapter 5.20 Entitled Short Term Rentals. Mayor Hill reported that the Village’s Zoning Board reviewed the ordinance put together by the Village’s attorney, Mr. Shirk, and they recommend that the Council approve this revision to the ordinance. It will prohibit any Short-Term Rentals to take place within the Village of Tampico. A motion to approve was made by Commissioner Kendell, second by Commissioner Morales. “Yes” votes were Coleman, Morales, Kendell and Mayor Hill. The motion carried.
Building Permits
There were no building permits to approve at this time.
Communications
Clerk McIntire shared an email with the Council from the Sauk Valley Impact Program that they are ready to continue to assist students in fulfilling their volunteer requirement throughout the Sauk Valley area. For more information you can go to svcc.edu/impact or contact impact@svcc.edu. The Village is apart of this program and can post any Village projects that could use volunteers.
Bills were ordered paid on a motion by Commissioner Coleman, second by Commissioner Morales. “Yes” votes were Coleman, Morales, Kendell and Mayor Hill. The motion carried.
The meeting adjourned at 7:20 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, February 7, 2023 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
