REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Jim Coleman, Jennifer Morales, Ryan DeBrock and Tammy Kendell were present. Chief Lewis and Village Superintendent, Tyler Chriest, were also present. Village Clerk, Jamie McIntire, was also present and recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the March 28, 2023 Special Meeting were approved as presented.
Minutes of the March 28, 2023 Regular Meeting were approved as presented.

After review of a renewal liquor license application from the Kickback Saloon, Bonnie Anderson, Commissioner Kendell motioned, second by Commissioner DeBrock, that a Class A Liquor License No. 100-52 for the Kickback Saloon, (Bonnie Anderson), 102 N. Main Street, be approved from May 1, 2023 to October 31, 2023. The fee of $400.00 was paid. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

Commissioner Kendell motioned, Commissioner DeBrock second, that a Mechanical Amusement Device License No. T-106, for the Kickback Saloon, (Bonnie Anderson), 102 N. Main Street, to operate certain amusement devices from May 1, 2023 to April 30, 2024. The fee of $50.00 has been paid. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

After review of a renewal liquor license application from the Break Room Pub N Grub, Jared and Shayann Strader, Commissioner Morales motioned, second by Commissioner Coleman, that a Class A Liquor License No. 100-51 for the Break Room Pub N Grub, LLC, (Jared and Shayann Strader), 122 S. Main Street, be approved from May 1, 2023 to October 31, 2023. The fee of $400.00 was paid. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

Commissioner Coleman motioned, Commissioner Morales second, that a Mechanical Amusement Device License No. T-107, for the Break Room Pub N Grub, LLC, (Jared and Shayann Strader), 122 S. Main Street, to operate certain amusement devices from May 1, 2023 to April 30, 2024. The fee of $50.00 has been paid. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

On a motion made by Commissioner Kendell, second by Commissioner Coleman, a renewal for Class E Liquor License No. 100-50 was approved for Casey’s Retail Company, DBA Casey’s General Store #1304, 201 S. Main St., from May 1, 2023 to October 31, 2023 for a fee of $600.00. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried. The $600.00 fee was paid and the license will be signed pending completion of signature on the application from the store manager.

Reports of Village Officials
Mayor Hill advised that she and Bruce Peltier attended the recent Enterprise Zone meeting for Whiteside County and met all the members involved with that.

Remarks from Guests
There were no remarks from guests.

Unfinished Business
A motion was made by Commissioner DeBrock, second by Commissioner Kendell, to approve Appropriations Ordinance NO.O08-23-04-18 for all Corporate Purposes of the Village of Tampico, Whiteside County, Illinois for the Fiscal Year beginning May 1, 2023 and ending April 30, 2024. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

New Business
A motion was made by Commissioner Morales, second by Commissioner Coleman, to approve a Donation of $150.00 to the Tampico Memorial Cemetery. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

Next on the agenda is to Review / Discuss / Approve Resolution NO.R07-23-04-18 Motor Fuel Tax Project Costs. Mayor Hill advised that this resolution will have to be tabled until we get the official approval from IDOT.

Next on the agenda was to Discuss Hiring Part-Time Employee for the Public Works. Mayor Hill asked for a motion and a second to go into Closed Session.

A motion was made by Commissioner Kendell, second by Commissioner Morales at 7:11 PM, to leave the Regular Meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

A motion was made by Commissioner DeBrock, second by Commissioner Kendell at 7:24 PM to leave the Closed Session portion of the meeting and return to the Regular Open Meeting. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

Building Permits
Building Permits issued by Village Zoning Administrator, Art Spencer, are 316 E. Second St. – Roof House.

Communications
There were no communications to report at this time.

Bills were ordered paid on a motion by Commissioner DeBrock, second by Commissioner Kendell. “Yes” votes were Coleman, Morales, DeBrock, Kendell and Mayor Hill. The motion carried.

Mayor Hill advised that the hiring of a part-time Public Works employee has been tabled until the next Regular Meeting.

The meeting adjourned at 7:27 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, May 2, 2023 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
