REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
May 2, 2023, 7:00 PM, Reagan Community Center
Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Jim Coleman, Ryan DeBrock and Tammy Kendell were present. Commissioner Jennifer Morales was absent. Chief Lewis and Village Superintendent, Tyler Chriest, were also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the April 18, 2023 Special Meeting were approved as presented.
Minutes of the April 18, 2023 Regular Meeting were approved as presented.
Minutes of the April 18, 2023 Closed Meeting were approved as presented.
Reports of Village Officials
There were no reports from Village Officials.
Remarks from Guests
There were no remarks from guests.
Unfinished Business
A motion was made by Commissioner Kendell, second by Commissioner DeBrock to approve the resignation of Village Public Works Employee, Bruce Peltier. “Yes” votes were Coleman, DeBrock, Kendell and Mayor Hill. The motion carried.
Next on the Agenda was to discuss, approve hiring a part-time employee for Public Works. Mayor Hill advised that this topic will be moved to New Business for the new Mayor and Council to review and approve.
A motion was made by Commissioner Kendell, second by Commissioner DeBrock, to approve Resolution NO.R07-23-04-18 for Motor Fuel Tax Project Costs for the appropriated sum of $90,000.00 beginning May 1, 2023 through April 30, 2024. “Yes” votes were Coleman, DeBrock, Kendell and Mayor Hill. The motion carried.
Mayor Hill began her closing remarks with I’ve met with diplomats and I’ve cleaned every toilet in this building. She thanked all those who supported her and helped her through the years.
Commissioner Coleman stated how proud he is of the new Village Clerk and the wonderful job she’s done taking over for the former Clerk, Kathy Leathers, who did a wonderful job herself. Coleman said it was a pleaser to serve the community.
Commissioner DeBrock stated that she’s going to continue to serve the community the best she can and support Clerk McIntire and the new Mayor, Bruce Peltier. DeBrock said she looks forward to what will be done in the future and thinks it will go very well. DeBrock thanked former Mayor, Kristine Hill, for all she’s done, and she thanked Clerk McIntire for stepping in and former Clerk, Kathy Leathers, for guiding us all along this journey.
Commissioner Kendell agreed with all that DeBrock said and stated round two, here we come.
Clerk McIntire presented Kristine Hill with a gift from the employees of the Village as a thank you for all she’s done over the years serving this community.
Members of the Tampico Lions Club were also present to give a gift to Kristine Hill as a thank you for all her dedication and support over the years.
Following a short break, Clerk McIntire announced the Abstract of Votes Cast in the 2023 Consolidated Election as certified by Whiteside County Clerk, Dana Nelson. On April 18, 2023, Clerk Nelson canvassed the returns of an election held April 4, 2023, and certified that the following list of candidates each received the number of votes recorded for the office listed as follows: MAYOR: Bruce Peltier – 83 votes. He ran unopposed. COMMISSIONER: Susan Dean – 62 votes; Sherry Coleman – 70 votes; Miranda Klockenga – 55 votes; Tammy Kendell – 60 votes; Ryan DeBrock – 59 votes. Bruce Peltier was declared elected Mayor. Susan Dean, Sherry Coleman, Tammy Kendell and Ryan DeBrock were declared elected Commissioners. The term of office is for four years.
The newly elected Mayor and Commissioners took their place at the table. Clerk McIntire administered the oath of office to the newly elected Council and provided the new members with booklets of information to assist them in carrying out their duties.
Mayor Peltier asked the Council to fill out and complete the information given to them in their packets and give Clerk McIntire what is needed as soon as they can. Mayor Peltier advised that after speaking with Clerk McIntire, he feels it would work best to keep Commissioner Kendell and Commissioner DeBrock at the positions they’ve already worked with and make Commissioner Dean Accounts and Finance and Commissioner Coleman Public Health and Safety. Mayor Peltier advised this does not have to be permanent and can be revisited at a later date if need be. The Council agreed with his decision.
New Business
A motion was made by Commissioner DeBrock, second by Commissioner Kendell, to approve removing the authority of Kristine Hill and James Coleman from doing business with Peoples National Bank on behalf of the Village of Tampico. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
A motion was made by Commissioner DeBrock, second by Commissioner Kendell, to approve Resolution NO.R01-23-05-02 a Resolution Designating the Authority of Bruce Peltier, Susan Dean or Jamie McIntire to do Business with Peoples National Bank on behalf of the Village of Tampico. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
Building Permits
There were no building permits to approve.
Communications
There were no communications to report at this time.
Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner DeBrock. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
A motion was made by Commissioner DeBrock, second by Commissioner Kendell at 7:18 PM, to leave the Regular Meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
A motion was made by Commissioner Coleman, second by Commissioner Dean at 7:35 PM to leave the Closed Session portion of the meeting and return to the Regular Open Meeting. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
Clerk McIntire asked for a motion and a second to approve hiring Kelly Collinson as a part-time employee for the Public Works Department at $18.00 an hour at 25 hours per week or as needed with a 90 day probation period. Commissioner DeBrock made the motion with a second from Commissioner Kendell. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
The meeting adjourned at 7:39 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, May 16, 2023 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
