REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO, May 16, 2023

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Sherry Coleman, Susan Dean, Ryan DeBrock and Tammy Kendell were present. Chief Lewis and Village Public Works Superintendent, Tyler Chriest, were also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the May 2, 2023 Closed Meeting were approved as presented.

Reports of Village Officials
Mayor Peltier advised that he and Clerk McIntire have been communicating with Village Attorney, Mr. Shirk, on a couple of ordinances. The first would be an amendment to the ordinance involving the disconnection of service. Now, the reconnection fee for a resident who had their water disconnected due to lack of payment is $20.00. This will increase it to $50.00 if the Council agrees to it. Mayor Peltier advised that our last group of red tag notices for late payments was close to 60 red tags. Hopefully raising this fee will help with that.
Mayor Peltier reported the next ordinance will update the speed limit ordinance with specific definitions and additions to speed zones here in town. The Council agreed to both ordinance amendments. Clerk McIntire said she’ll provide copies for everyone at the next meeting and will also place them on the agenda to discuss and approve.
A motion was made by Commissioner Dean, second by Commissioner Coleman, to approve a fence permit for 200 S. Grove – Church. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
A motion was made by Commissioner DeBrock, second by Commissioner Coleman, to approve a fence permit for 108 S. Washington – Kendell. “Yes” votes were Coleman, Dean, DeBrock and Mayor Peltier. Commissioner Kendell chose to abstain. The motion carried.

New Business
Next on the agenda is to review, discuss, approve the resignation of the Village Zoning Board Administrator, Art Spencer. Mayor Peltier advised he spoke with Art, and they were hoping Tyler Chriest could take the position over, but after speaking to the Attorney that is not an option because Chriest cannot be paid for the position since he’s already paid for the position of Village Public Works Superintendent. The Village will be looking to fill the position of Village Zoning Board Administrator, but in the meantime, Chriest will help until the position in filled. A motion to approve the resignation of Art Spencer was made by Commissioner DeBrock, second by Commissioner Kendell. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
The replacement of the Village Zoning Board Administrator will be tabled for the time being.
Next on the agenda is to review, discuss, approve a Resolution to Close Route 172, (Main Street), for Tampico Festival Days Activities. Tampico Festival Board Member, Tara Walters, was present to give an update on the event. Tampico Days is scheduled for July 20th through July 23rd. The road closure will be from Friday the 21st through Sunday the 23rd. The committee is going to start announcing sponsorship opportunities with just a few changes. The opening sponsorship level will be $250.00 and anything below that will be considered Friends of the Festival. Top sponsors will be posted on construction signs posted at each entrance into town rather than the banners on Main Street. Walters advised this has not been voted on by the committee but it’s the route they are heading in. Donation boxes will also be out soon for the fireworks. There will also be Facebook ads and updates to the Tampico Festival website. A motion to approve Resolution to Close Route 172, (Main Street), for Tampico Festival Days Activities for the following dates: 9:00AM Friday, July 21, 2023 until 6:00PM Sunday, July 23, 2023 was made by Commissioner Kendell, second by Commissioner DeBrock. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
A motion was made by Commissioner Dean, second by Commissioner DeBrock, to cancel the Regular Village Meeting set for June 6th, 2023. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried. The next Regular Village Meeting will take place June 20th, 2023 at 7:00PM.
Next on the agenda is to review and discuss Mandatory Cybersecurity Awareness Training in Accordance with the Illinois Information Security Improvement Act (20 ILCS 1375). Mayor Peltier said this is cybersecurity training that needs to be done by all the Village employees. That does not include the Mayor and Commissioners. Clerk McIntire advised that most of the employees have already read the training material and turned in the signed form of completion. The police department will be provided with this information and once completed they can turn in their signed forms of completion to Clerk McIntire.
Building Permits
Approved building permits are 406 E. Market St. – Rebuilding a Deck.
Communications
Clerk McIntire advised that as of May 11, 2023, the state’s COVID-19 public health emergency ended. Fully remote meetings are no longer allowed but remote attendance by individual members is still allowed if a quorum is physically present and the member cannot attend physically due to illness or disability, employment, public body business or family and other emergencies.
Clerk McIntire also reported that the Illinois Municipal League is asking all municipalities to incorporate a Civility Pledge throughout their respective communities. Clerk McIntire has printed the pledge that will include the Villages seal and it will be framed and placed in the trophy case by the front door of the building for all to see.
Bills were ordered paid on a motion by Commissioner DeBrock, second by Commissioner Kendell. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
The meeting adjourned at 7:20 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, June 20, 2023 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
