REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Sherry Coleman, Susan Dean, Ryan DeBrock and Tammy Kendell were present. Police Chief Strike and Village Public Works Superintendent, Tyler Chriest, were also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.
Mayor Hill led those present in the Pledge of Allegiance.
Minutes of the June 20, 2023 Regular Meeting were approved as presented.
Minutes of the June 20, 2023 Closed Meeting were approved as presented.
Minutes of the June 26, 2023 Special Meeting were approved as presented.
Reports of Village Officials
Commissioner Kendell reported that Mike Sigel advised that the sidewalk in front of the Catholic Church is very uneven, and someone has even fell. We need to find a way to fix this. Commissioner Dean asked if it can be mud jacked. Chriest advised that the bad spot is approximately 205 foot that needs fixed, so he does not think that’s an option. There have been a few quotes acquired. Chriest advised that the Church would be willing to split the cost. Clerk McIntire said the Village has had sidewalk agreements in the past with Village residents. That information will be given to decide on how to move forward with the repair.
Commissioner Kendell also advised that the drainage at the end of South Joy Street is also not good. Kendell suggested having Matt Hansen with Willett & Hofmann look at it to see what our options would be to repair the situation. Chriest advised that the drain needs regraded, cored out and blacktopped. Chriest said there’s a few spots in town that could be listed and taken care of with a future Motor Fuel Tax project. That would be good to start that list by the fall. Mayor Peltier advised that South Joy was a road that was looked at to possibly add to the current MFT project, along with Grove Street.
Clerk McIntire provided a quote for uniforms for the Police Department that was given to her by Officer Oostenryk, because they are in need. Clerk McIntire advised that the quote is well under what is budgeted for PD uniforms, and no funds have been used yet for that line item. Chief Strike advised that this company is cheaper than the company previously bought from. The Mayor and Council agreed to the purchase.
Chief Strike reported that 7 – 10 letters have been sent out for residents to get their yards cleaned up.
Remarks from Guests
Mallory Wetzell was present with an update on the activities for the upcoming Tampico Days weekend. The trailers from the National Guard will be delivered on Friday around 12PM-1PM and that’s when Main Street will be closed. The fence will also be put up around that time. The porta potty’s will be put in front of the Cornerstone Agency either Friday evening or Saturday morning and they will be picked up by the company on either Monday or Tuesday. Wetzell advised that there are a couple new events being added this year which include touch a truck with the Fire Department on Sunday and water fights on Saturday. There’s also a bake sale and a kid tractor pull. The sponsor signs will be going up on the edge of town at each entrance in the next day or so. Those are being printed tomorrow through JR Signs out of Prophetstown, and those signs will be taken down at the beginning of next week. Wetzell advised that they reached out to the owner of the property where they would like to put a sign on the North end of town but needs to confirm if he called back. Mayor Peltier said it sounds like it’ll be a good event.
Unfinished Business
Next on the agenda was to discuss a replacement for the Village Zoning Board Administrator. Mayor Peltier advised that Art Spencer would no longer like to take the position after all. Chriest has been handling the building permits for the Village during this time. Mayor Peltier advised the Village attorney, Mr. Shirk, said that it is not allowed to pay Chriest for both the positions, so instead of giving him the title of Zoning Administrator the Village could give him a raise to compensate for it because he said he does not mind taking care of the building permits. There was a Building Code adopted back in 2018 that might solve this issue. Chriest reported that the Council will need to take a closer look, but he believes that it states in the Ordinance that those responsibilities fall under his position. Kendell advised that’s how it works in Prophetstown. Chief Strike advised the Superintendent takes care of the building permits and he would take care of the ordinance violations. Chriest advised that the zoning has been separate but this would include it with the property maintenance. Clerk McIntire advised that the building code that was adopted back in 2018 is very similar to the one provided by Prophetstown. Mr. Shirk did say that the current building code may need to be updated again in the future but it’s fine for now. Chriest advised that he’s ok with continuing with the building permits as long as it can be performed during his current working Village hours. Clerk McIntire suggested having residents contact the Village office to make an appointment for building permits, similar to how it’s done with meter repairs. Commissioner Kendell agreed that people shouldn’t be requesting permits after hours. There should be set hours when that is available. Commissioner DeBrock suggested when we start sending out the annual Village newsletter again, we can include that information.
Commissioner Coleman advised that there may be an individual willing to work part-time for the Public Works Department. Commissioner Kendell asked Chriest how Collinson has been doing with his position. Chriest said he enjoys the job and shows up and is enthusiastic to work, just some things are taking a little longer for him to grasp and there’s a few things he’s nervous about. He has been able to help with the water samples. Chriest said another as-needed employee would be nice to have, especially during the winter for plowing and things similar to that. Coleman said she will advise the individual to bring an application in to the Village office.
Commissioner DeBrock said so we’ll all take a closer look at the building ordinance then decide how to move forward from there. Mayor Peltier said we can address all that at the next meeting.
New Business
Next the Council reviewed Resolution NO.R02-23-07-18 Confidentiality or Release of Closed Meeting Minutes from January 1, 2023 to June 30, 2023. A motion was made by Commissioner Kendell, second by Commissioner DeBrock, to keep the minutes confidential. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
Building Permits
Clerk McIntire apologized that she failed to place a fence permit on the agenda but said there were no issues with the permit so the Council can vote to approve if they wish to do so. It’s for 210 S. Lincoln St. – D. Tompkins. A motion to approve was made by Commissioner DeBrock, second by Commissioner Kendell. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
Approved building permits are 211 S. Main – Demolition, 106 S. Washington – Windows, 106 W. Market – Roof, 119 S. Main – Shed Demolition, 106 S. Main – Roof and Siding, 205 N. Lincoln – Roof, 303 S. Main – Siding and 301 E. Market – Windows, Door and Patch Roof.
Communications
Clerk McIntire reported the Fiscal Year 2023 Audit has officially started. It’s going smoothly. A lot of information to gather but thankfully Village Utilities Clerk, Jennifer Vails, has been helping with the process.
Clerk McIntire advised that the MFT contract was mailed to the Village. Chriest added that the preconstruction meeting should be happening by the end of the month. There was a completion date on the contract for the end of September.
Clerk McIntire advised that Batten Trucking is interested in renting an additional room, specifically, the old daycare room. If the Council would like to move forward, Clerk McIntire can ask Mr. Shirk to make up a similar contract to the one they have for the room they already rent. Clerk McIntire said the main issue is that there are still a lot of left over items in the room from the old daycare. Mayor Peltier reported that he had contacted the Lyndon Progress Center about a month ago to see if they’d be interested in any of the items and they said they were but didn’t show up. Mayor Peltier said he can try contacting them again otherwise we need to find someplace to donate the items. Commissioner Dean suggested placing signs at the post office and Casey’s for people to come take what they would like because there might be someone local who can use it. Commissioner Kendell asked what Batten’s pay to rent the room. Clerk McIntire said she’d have to double check, but she believes it’s $150 a month plus they take care of their own internet and phones and such. Chriest asked where the money goes that we get for their room rental. Clerk McIntire said there is a specific line item for room rental fees that goes into the general fund. Chriest advised that they’ve had to replace a lot of the light valances in that room. Clerk McIntire advised that those repairs fall under RCC maintenance, and the cost comes out of the general fund. Kendell said if we’re going down the road, we need to ask for the rebate and get in on the rebate system. Chriest advised that a lighting audit was started for the RCC, but we never heard anything back. Kendell suggested getting in touch with Ingal to help with that process.
Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner DeBrock. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.
The meeting adjourned at 7:34 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, August 1, 2023 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
