REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Sherry Coleman, Susan Dean, Ryan DeBrock and Tammy Kendell were present. Chief Strike and Village Public Works Superintendent, Tyler Chriest, were also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.
Mayor Peltier led those present in the Pledge of Allegiance.
Minutes of the September 19, 2023 Regular Meeting were approved as presented.
Minutes of the September 19, 2023 Closed Meeting were approved as presented.
Reports of Village Officials
Commissioner Kendell reported that she did not receive any new quotes for the Lead Service Line Inventory work that needs to be completed. Mayor Peltier advised that the decision will be between Hinrichs or MO-ST.
Clerk McIntire reported that Utilities Clerk, Jennifer Vails, had come across a new option for golf carts to verify they’ve paid their yearly fee. It’s similar to the mirror cling you’d receive after an oil change. The colors can change yearly along with the information on the sticker. You can have the March 1st date set if that’s the decided date for the annual golf cart fee. An example has been shipped that can be presented at the next meeting. You can choose between a 3×3 at $0.69 each or 4×4 at $0.90 each, which is much cheaper than the plaques we currently use. Chief Strike said with the color changing each year it will make it easier to spot which ones need updated. The Mayor and Council thought it was a great idea.
Mayor Peltier reported that the main frame is up on the salt shed. Once the canvas is over it and the back wall is finished, that project will be complete. It looks very nice.
Superintendent Chriest reported the fall hydrant flushing is complete. Also, the 2023 MFT project is mostly complete. They just need to finish the aggregate shoulders, but that should be completed either Wednesday or Thursday of this week. Everyone agreed that it looks very nice.
Chriest added that they’re nearing completion of the structural portion of the salt shed. Chriest publicly thanked Mike Sigel for the use of both his boom truck and his plate compactor. He also thanked Greg Cole for the use of his plate compactor, and also a thank you to Mayor Peltier for his help with the project.
Chriest advised on upcoming projects which include tree trimming to prepare for the plowing season, getting the plows and equipment serviced and ready for when that time comes, hailing in material and wrapping up mowing for the season within the next month or so.
Chriest reported that the lift station baskets are installed. The crane is up and working and it works well. That will help assist with emptying the baskets and help resolve any future problems.

Unfinished Business
The Council began to review and discuss the proposed plumbing contracts to complete the inspections for the Lead Service Line Inventory Grant. Chriest advised that Matt Hansen with Willet and Hofmann had made his suggestion on the decision in regard to the potential overtime rates. With the potential of overtime not being stated in Hinrichs quote, he was leaning more towards MO-ST. Commissioner Dean advised MO-ST also had the work being done during the times of 8AM to 4:30PM which did not work well when we tired those hours. Mayor Peltier added that Hinrichs didn’t state a specific time or work on their quote. There is a $1,800 difference between the two quotes. Chriest advised making a decision so whichever company chosen can get the project started. Commissioner Kendell said it can’t be put off. Commissioner DeBrock said we need to find what the overtime rate will be for Hinrichs. Mayor Peltier advised he will reach out with these questions, then the board can have a Special Meeting on Friday October 6th at 8AM where he will hopefully have the answers and a decision can be made. The vote will be tabled until that time.
Next the Council discussed garbage rate information. Mayor Peltier advised that Clerk McIntire called Republic and they were receptive to charging our current number of residents instead of what was originally contracted. Effective October 1st they will be charging the Village for 287 instead of the 320 that was previously charged. Commissioner Kendell said that’s nice, then the contract will be up in June of 2024 so then we can go back out for quote. Clerk McIntire advised that Republic representative, Jim Pozzi, did stop by the office today to check in and see if we needed anything else.
New Business
Next on the agenda is to accept / approve the resignation of Village Commissioner, Ryan DeBrock. Mayor Peltier presented DeBrock with a gift and said the Village has appreciated everything she’s done over her years as Commissioner. The Council thanked her and said she will be missed. DeBrock then thanked everyone for allowing her to serve the community of Tampico. DeBrock said it’s been fun and she hopes she did what she came to do, which was try to make things better. A motion to approve the resignation was made by Commissioner Kendell, second by Commissioner Dean. “Yes” votes were Coleman, Dean, Kendell and DeBrock. The motion carried.
The Council then discussed approving the appointment of a Village Commissioner. Mayor Peltier advised that they reached out to Jim Coleman. He’s been on the board before and he’s very knowledgeable. He has agreed to fill the seat until the 2025 election. A motion was made by Commissioner Kendell, second by Commissioner Dean, to appoint Jim Coleman to Village Commissioner. “Yes” votes were Dean, Kendell and Mayor Hill. Commissioner Coleman abstained. The motion carried. Commissioner Coleman read the official oath and took his seat at the table.
A motion was made by Commissioner Kendell, second by Commissioner Coleman, to approve Halloween trick or treating hours to be held Tuesday, October 31st at 4:30PM to 7:00PM. Anyone who does not want to participate are encouraged to leave their porch lights off during that time. “Yes” votes were Coleman, Dean, Coleman, Kendell and Mayor Hill. The motion carried.
The Council began to review the updated Village of Tampico Personnel Policy Manual, or the Employee Manual. Mayor Peltier advised there were some changes that needed to be made to be compliant with new State of Illinois laws. Clerk McIntire advised that she found just a few things to correct, such as pay periods and changing Village President to Village Mayor. Then there is also an update with the Bereavement section. The updated manual now has a Family Bereavement Leave section that allows employees 10 days of unpaid time off, and they’re also required to fill out a Family Bereavement Leave Act Form provided by the Illinois Department of Labor per the Illinois Family Bereavement Leave Act. Before, employees after 6 months of working for the Village were allowed 5 consecutive paid days for the passing of a spouse or child, and 3 consecutive paid days for the passing of an immediate family member. Clerk McIntire advised that is no longer stated in the updated manual and asked the Mayor and Council if they would like that included in that section. Commissioner Kendell replied that an employee should get something for an immediate family member. Commissioner Dean agreed and said what was already established should be left in. Kendell said they should receive the 3 or 5 days then refer to the Family Bereavement Act for any days after, up to the 10 days. The Mayor and Council agreed. Clerk McIntire advised she will send those updates to Mr. Shirk and will hopefully have an updated Manual for them to review at the next meeting. Approving the update of the Employee Manual will be tabled until the next meeting.
Next on the agenda was to discuss hiring a part-time employee for the Village Public Works. Mayor Peltier asked for a motion to go into closed session.
A motion was made by Commissioner Kendell, second by Commissioner Coleman at 7:22 PM, to leave the Regular Meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Dean, Coleman, Kendell and Mayor Peltier. The motion carried.
A motion was made by Commissioner Coleman, second by Commissioner Dean at 7:25 PM to leave the Closed Session portion of the meeting and return to the Regular Open Meeting. “Yes” votes were Coleman, Dean, Coleman, Kendell and Mayor Peltier. The motion carried.
A motion was made by Commissioner Dean, second by Commissioner Kendell, to approve hiring Steve Zigler as a part-time employee for Village Public Works at $18.00 an hour as needed and as available. “Yes” votes were Coleman, Dean, Coleman, Kendell and Mayor Peltier. The motion carried.
Building Permits
Clerk McIntire advised that there is one fence permit that was received yesterday for review at 108 S. Lincoln – Rick and Susan Dean. A motion to approve the fence permit was made by Commissioner Kendell, second by Commissioner Coleman. “Yes” votes were Coleman, Coleman, Kendell and Mayor Peltier. Commissioner Dean abstained. The motion carried.
Building Permits approved by Zoning Administrator, Tyler Chriest, were 312 E. Second – Garage Door and 308 E. Second – Roof.
Communications
Clerk McIntire advised the Council received their Illinois Municipal League magazines.
Clerk McIntire also reported that the Illinois Municipal League has created a Local Public Notice Website, specifically for Municipalities to post public notices for their communities. It’s another way to put notices out to the community that can only by published by Municipal officials with a login account. Residents can see the notices by going to LocalPublicNotices.org and search for Tampico.
Bills were ordered paid on a motion by Commissioner Dean, second by Commissioner Coleman. “Yes” votes were Coleman, Dean, Coleman, Kendell and Mayor Peltier. The motion carried.
The meeting adjourned at 7:31 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, October 17, 2023 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
