REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Sherry Coleman, Susan Dean, Jim Coleman and Tammy Kendell were present. Chief Strike and Village Public Works Superintendent, Tyler Chriest, were also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.
Mayor Peltier led those present in the Pledge of Allegiance.
On a motion made by Commissioner Kendell, second by Commissioner Dean, a Class E Liquor License was approved for Casey’s Retail Company, DBA Casey’s General Store #1304, 201 S. Main St., from November 1, 2023 to April 30, 2024 for a fee of $600.00. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried. The $600.00 fee was paid.
On a motion made by Commissioner Kendell, second by Commissioner J. Coleman, a Class A Liquor License was approved for Kickback Saloon, (Bonnie Anderson), 102 N. Main St., from November 1, 2023 to April 30, 2024 for a fee of $400.00. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried. The $400.00 fee was paid.
On a motion made by Commissioner Kendell, second by Commissioner Dean, a Class A Liquor License was approved for the Break Room Pub n Grub, LLC, (Jared and Shayann Strader), 122 S. Main St., from November 1, 2023 to April 30, 2024 for a fee of $400.00. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried. The $400.00 fee was paid.

Minutes of the October 6, 2023 Special Meeting were approved as presented.
Reports of Village Officials
Chief Strike advised that the Tampico Police Department is in need of a new taser. The one the PD currently has is getting old. Chief Strike said we need to purchase one, if not two. If the current one can be repaired, we would only need to purchase one at this time.
Chief Strike also advised that he came across a grant to purchase a squad car. That information was provided to the Mayor and Council for review.
Clerk McIntire presented the example of the window cling for golf cart – slow speed vehicle registrations that was previously spoken about. The example is a 4 x 4, but the 3 x 3 is cheaper and should work just fine. Chriest asked if there is a serial number on the stickers. Clerk McIntire replied not on this example, but it can be added or marked on to refrain people from taking others.
Chief Strike added that in the near future, there should be no slow-moving vehicle signs on each end of town on Main Street. It is illegal to drive golf carts or slow-moving vehicles on RT 172 (Main Street).
Clerk McIntire advised that the Police Protection Fund can be used for these such purchases if necessary. Clerk McIntire will check where the budget currently stands to see how to move forward. Commissioner Kendell suggested purchasing one taser now, then another come the next fiscal year. The Mayor and Council thought that was a good idea.
Mayor Peltier reported that he was able to attend the Whiteside County Enterprise Zone meeting held today. There are a few cool projects going on in our surrounding communities. They are currently working with the State to expand Route 30 from 88 into the bridge outside of Morrison. They are hoping to make it 4 lanes when coming into Morrison. A representative of the Enterprise Zone went to a meeting in Washington DC to work on getting Federal funding for the project.
Mayor Peltier added that in Fulton, they’re putting up a 500,000 square grove facility for the dispensary located in Fulton.
Mayor Peltier also advised that he will be contacting the Mayor of Savanna about abandoned house removals. They received State and Federal funding to help with their town, so Mayor Peltier is going to ask how they went about it. The Mayor of Savanna said they even received funding to repair homes with people still living in them, to help prevent the home from becoming abandoned. The Council thought that was a great idea.
Mayor Peltier reported that the salt shed is pretty much completed. Commissioner Jim Coleman was able to come and help complete the project. It looks very nice. Commissioner Kendell asked if the salt shed had to be added to the Village’s insurance. Clerk McIntire added yes, and she already contacted them about it.
Mayor Peltier added that the Girl Scouts will be starting their cookie sales on January 5th 2024 through January 21st 2024.

Unfinished Business
The Council began to review and discuss the updated Village of Tampico Personnel Policy Manual “Employee Manual”. Commissioner J. Coleman asked if this is approved will the employees have to sign that third piece of paper and turn it into the office. Clerk McIntire replied yes, the updated handbook will be given to all Village employees, and they will sign the Receipt and Acknowledgement sheet to have in their personal file. Clerk McIntire added that the few changes that needed to be made were, and if there are no more questions or changes to be made a motion can be made to approve the updated Employee Manual. A motion to approve was made by Commissioner Kendell, second by Commissioner J. Coleman. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.
New Business
Next the Council began to review and discuss possible approval of renewing the Illinois Municipal League Insurance coverage and payment. Clerk McIntire advised that there was a slight increase compared to last year, but they always try to keep it as minimal as possible. In the past, option #3 of making the payment in two installments is what’s worked the best. The first payment would be due by 12/15/23 and the second payment would be due by 5/17/24. A motion to approve renewal with Illinois Municipal League Risk Management Association Coverage for 2024 with option #3, making the payments in two installments was made by Commissioner Dean, Second by Commissioner S. Coleman. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.
Mayor Peltier advised that Village attorney, William Shirk, is currently working on a 3M class action lawsuit regarding PFAS since the Village has detected PFAS in the water system. It’s in the very early stages but copies of the information will be provided to the Council for review. With the help of Village Superintendent, Tyler Chriest, and the Water/Sewer Operator the Village has contracted with Test Inc., Joe Glynn, hopefully the Village can receive some funds through this lawsuit. Clerk McIntire advised that moving forward with the lawsuit will require a vote, so after the Mayor, Chriest and Glynn talk further about what’s required, it then can be put on the agenda to vote on whether or not to move forward.
Building Permits
Clerk McIntire reported there is one fence permit to review that was submitted after the agenda was put together for 105 E. Third St. – J. Marcinkiewicz. It has been inspected by Village Zoning Administrator,

Tyler Chriest, with no issues. A motion to approve the fence permit was made by Commissioner Kendell, second by Commissioner J. Coleman. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor
Peltier. The motion carried.
Building Permits approved by Zoning Administrator, Tyler Chriest, were 105 E. Third St. – Shed, 312 E. Booth St. – Deck/Steps, 202 W. Glassburn St. – Ramp and 408 E. Second St. – Shed.
Communications
Clerk McIntire advised the Mr. Shirk has started the process for the Tax Levy. That information has been provided to the Mayor and Council. If there are no questions or concerns, Clerk McIntire will ask Mr. Shirk to move forward with the ordinance. It must be approved by the 4th Tuesday of December.
Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner Dean. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.
The meeting adjourned at 7:23 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, November 7, 2023 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
